Dear TEAM Mates,
On behalf of Headquarters Working
Committee of TEAM I am previleged to welcome you all to the Second
Conference of TEAM.
TEAM was registered under Trade
Union Act’1926 at Mumbai on 08/12/2003 and the Inaugural Conference
of was held in Mumbai on 10/06/2004.The inaugural conference
ratified the HQ body of following founder office bearers.

In the HQ Working Committee
Meeting held on 17/12/2005 in Mumbai Com. A.K. Kaushik was co-opted
as General Secretary on retirement of Com.Bagchi.
ORGANISATION
OPEN SESSIONS:-
3.1 Inaugural Conference and Open
Session:- It was held at Damodar Hall Parel Mumbai on 10/06/2004 and
was highly successful. The hall was fully packed with around
thousand members. Shri.V.Shiv Kumar Director (HR) was the chief
guest. Com.M.K. Bagchi stressed the urgent need for Gr-A absorption
in his key note address. Our house journal TEAM SENTINEL was
released. Our website team.org.in was opened.
3.2 Open Session on 16/12/2005
:- On the occasion of HQ Working committee Meeting on 17/12/2005, a
grand open session was held on 16/12/2005 at Yashwantrao Chavan
Natya Sankul Mumbai. Members packed the hall of capacity of more
than nine hundred. Shri. R.S.P. Sinha CMD was the chief guest. Com.
Bagchi highlighted the pending HR issues in his key note address.
I on behalf of the HQ Working
Committee record my congratulations to Mumbai Circle for successful
conduct of two open sessions.
HQ Working Committee Meetings:-
3.3 The First HQ Working Committee
Meeting:- A well attended HQ Working Committee meeting was held on
11/06/2004 at CETTM Powai Mumbai. Shri. R.S.P> Sinha CMD MTNL
inaugurated the session.
3.4 The next HQ Working Committee
Meeting was held at Delhi during Dec’2004. The promotion policy was
discussed thoroughly in that meeting.
3.5 In the subsequent HQ Working
Committee Meeting held on 17/12/2005 at Mumbai Com.A.K.Kaushik was
co-opted as General Secretary.
3.6 HQ Working Coimmittee Meetings
were held on 19/01/2006 and 08/08/07 in Delhi. Organisation issues
and HR issues were discussed in these meetings.
I on behalf of this
august body record our profound gratitude to our founder General
Secretary who had visioned the unity of all the Executives as early
as in 1999 and steered the Association in the form of Co-Ordination
Committee in Mumbai and Joint Action Committee in Delhi. MTNL
allowance and E-2 pay scale for entry level cadres are his
historical achievements.
Protest Actions :-
TEAM never hesitated to go on
Protest Actions whenever there was a need. In Mumbai TEAM formed
‘MTNL Executives Forum’ along with the other two Associations viz.,
MEA and OA. The Forum held protest actions in three phases from
Sep’2004 to Mar’2005 insisting the Management to release the
promotion orders of JTOs to SDE, to hold DPCs to fill up vacant
posts in all the cadres and to approve the promotion policy.
In Delhi TEAM held Protest Actions
for the aforesaid demands in different phases synchronized with the
protest actions of Mumbai from Sep’2004 to Feb’2005. “United Forum”
with MEA was formed and Protest Actions were held during Mar’2005.
TEAM Mumbai and Delhi held Protest
Actions during Nov’2006 insisting the Management to implement the
time bound promotion policy and for other HR issues. MTNL management
resorted to victimization and cut the pay of about 50 active members
of TEAM in Delhi for three days for participation in the protest
actions. TEAM HQ salutes their valiancy.
Achievements:- The important
achievements of TEAM after absorption are as under:-
5.1 The withheld orders of
promotion of about 519 JTOs to SDE were issued on 18/12/2004.
5.2 DPCs for promotions to E-3,
E-4, and E-5 (adhoc) were conducted and promotion orders were
issued.
5.3 Time bound promotion policy
was approved by the board and promotion implementation started.
5.4 VRS was implemented without any
discrimination among the cadres.
5.5 The pay scale issue of AAOs
was resolved.
5.6 Restructuring of Civil /
Electrical cadres was done.
5.7 Restructuring of PS cadre was
done.
5.8 Pro-rata pension
implementation orders were issued by the DOT.
Meetings with Management
The GS and other office bearers of
TEAM met the Management in all the levels many a times on various
issues and resolved the issues.
The HQ office bearers met Secretary DOT on
22/02/2008 and discussed issues viz., the pro-rata pension
implementation, pension issue, and MTNL / BSNL merger issue. As a
result of this meeting, DoT issued pro-rata pension implementation
orders on 18/03/2008 by directing MTNL to call option.
The General Secretary visited Mumbai
during Jan’2006 and Sep’2007 and addressed the members in many
branch meetings. The visits of GS boosted the morale of the Mumbai
members and strengthened the TEAM.
Tasks ahead:- Some of the important tasks
to be addressed immediately and issues to be pursued vigorously are
as under:-
8.1 Recognition of TEAM
8.2 Strengthening TEAM both in Mumbai and
in Delhi
8.3 Pension issue
8.4 Merger of BSNL and MTNL
8.5 Merger of 50% DA with pay
8.6 Filling up of all the vacant posts up
to E-6 grade on regular basis
8.7 Restructuring of Hindi officer /
Translator cadres.
8.8 Perks on par with BSNL employees.
8.9 Improvement in promotion policy.
Conclusion:-
Comrades, MTNL is going through a tough
phase. The growth is inadequate and the revenues are sliding down.
It is our paramount responsibility to ensure that MTNL continues to
be a profit making PSU. At the same time the service conditions such
as promotions, pension, revised pay scale, medical benefits, perks
etc., are also should to be secured and improved. It is the
responsibility of TEAM to lead the Executives during this critical
phase. We are ready to co-ordinate with the other Associations to
fight for the common causes. We are for the unity of Executives.
