As decided in CEC about area meetings to be held in all areas; today there was meeting of executives of CGO complex during lunch hours. More than 110 executives participated in the meeting . The meeting was attended by President of UFOM Sh. Mange Ram Sharma ,Circle President Sh. K.R.Yadav, CS Sh. S.P.S.Yadav , AGS Sh. Rajib Kumar and OS Sh. R.D.Ahirwar . Senior President Delhi Sh. P.C.Sarswat and ACS Sh. Maninder  Sareen ji  along with Area Secy. WS Sh. S.K.Tyagi organised the meeting dynamically.

 The meeting was addressed by each circle and CHQ leader . The answers of quarries of members were answered and issues raised by UFOM were made clarified to members. President of UFOM Sh. Mange Ram SHarm ji also addressed the meeting.Members were requested for their wholehearted participation in the call given by UFOM.

A jam packed session of CEC of TEAM Delhi was held on 29.12.2015  at 15hrs. in room no.756 of Kidwai Bhawan ND. All areas  representatives participated in the meeting from different corners of Delhi.President and Convener of UFOM graced the meeting. Circle President welcomed all participants and placed his opening remark.

CS Sh. S.P.S.Yadav expressed the detailed programme given by UFOM and asked members to participate with their respective area executives in 100% strength. He prepared a detailed list of area meetings during his deliberation itself and assured to leader of UFOM for full devotion of members of TEAM for  the Protest Action Programme communicated by them.

Senior member and Ex. CS Sh. Ram Gopal expressed in detail about pending issues and requested members to deliver their best for this protest action programme.

Sh. Mahesh Kukreti AGS and Sh. Rajib Kumar AGS also addressed the meeting and placed various facts before members for justification of our agitating approach for achieving  our much awaited demands.

Members discussed the issue  of  another option for pro-rata pensioners. This issue was discussed in much length and it was clarified by JGS Sh. V.P.Bhardwaj during his deliberation that we have never left any issue for least priority all issues have same priority. UFOM discussed and already included this item in our agenda and hence there is no scope to leave any issue unsettled.

Sh. Mange Ram Sharma President of UFOM addressed the meeting and requested  each members for their best effort to make this call a grand success. Convener of UFOM and our Founder General Secy. Hon,ble Bagchi ji addressed the meeting and  assured to UFOM on behalf of GS of TEAM Sh.A.K.Kaushik (who could not attend the meeting )  that each of TEAM member will participate to the programme as communicated by them. He clarified  each issues from its initial stage and the present status of issue . He described in length about the various steps taken by UFOM to sort out the issue of Pror-rata Pensioners for one more option .

The meeting was concluded by vote of thank given by Sh. K.R.Yadav Circle President. 

As discussed and decided in the meeting  of United Forum held on 16.12.2015 , convener & President of UFOM approached to the leaders of important organisations other than UFOM  for joining the ensuing Protest Action Programme . For this purpose a letter was also written to general Secretaries of MTNL Executives Association and MTNL Mazdoor Sangh by President and Convener of UFOM . Government announces pan-India free roaming for MTNL customers: starting today, MTNL customers can enjoy pan-India free incoming roaming facility. This was announced by telecom minister Ravi Shankar Prasad on microblogging website Twitter.

“From today MTNL joins @BSNLCorporate to offer nation wide free roaming. So travel across the country without roaming charges,” said Prasad in a tweet

At present, MTNL customers have to pay roaming charges for incoming calls when they go outside of Delhi and Mumbai. ​BSNL already has such a scheme in place.

It is to inform all, that Younger Brother of GS Sh. A.K.Kaushik ji was dead in an accident on evening of 23rd December 2015 . It is very sad and shocking for the family of Sh. A.K.Kaushik ji. A delegation comprising of S/Shri PrahladRai, GS/AIBSNLEA, KishanSingh,GS/AIRBSNLEWA, Chandrasekhar Singh,GS/NFTE(BSNL), Mange Ram Sharma,President / U.F,M.K.Bagchi,Convener/U.F, A.K.Kaushik, GS/TEAM and S.S. Nanda, GS/RTOWA,Delhi have met Shri N. Sivasailam, additional Secretary (T)/DOT to discuss the prospects of taking up the issue of the pension revision of the pensioners of BSNL and MTNL with the Empowered Committee constituted in connection with the recommendations of the 7^th.CPC. We have pointed out that even though 7^th.CPC failed to make any reference of this issue in their recommendations, still there is a scope to take up this issue with the Empowered Committee through the Implementation Cell which DOT is supposed to constitute. This is apparent from the DO No.1-4/2015-EIII(A) dated 21.11.2015 of Ms Annie George Mathew,Jt.Secretary (Pers.), Min.of Finance, Deptt. of Expenditure.

Shri Sivasailam informs that DOT has already constituted its Implementation Cell with Shri S.C.Sharma,DDG/CA as the Nodal Officer. He has assured us of taking up this issue appropriately with the Implementation Cell of DOT.We have immediately reached our representation on this to Shri S.C. Sharma, Nodal Officer also. 

Com. GS along with Com. Rajeeb Kumar, AGS  , Com. S.P.S. Yadav, CS, Delhi and Com. Pradeep Sharma, ACS Delhi met Mrs. Meena Chauhan, GM(HR)  on 19-12-2015 to discuss the progress in various long pending issues which were raised in meeting held earlier. The issues discussed were:

1. DPC Status :
2. A)From DE to DGM Telecom:- She informed us that very shortly letter will be issued from Corp. office in this regard.
3. B)From SDE to DE :- This DPC will be done soon after the direction of Hon’ble Supreme Court  under Rule -206. 

   C) From JTO to SDEs :-      She informed that for this DPC letter will be issued after the notification in regard to DPC of DGM Telecom. 

2. Seniority dispute in case of Departmental JTOs : Case has been discussed thoroughly. GM(HR) assured us to take appropriate action in this regard.
3. Cadre Restructuring in PS cadre : Case is under active consideration and hopefully will be settled shortly.
4. Change of Staff Number on regular promotion : Staff no. of the SDEs who got their regular promotion in the year 2012 and afterwards not changed by Corporate Office. We convinced GM(HR) in this matter and told that this is only a lapse from HR unit. She admitted and assured us to issue notification in this regard very soon.
5. Few cases pertaining to individual officers :

A general body meeting of TY area / Laxmi Nagar Division was held on 18.12.2015 during closing hrs. at Laxmi Nagar Telephone exchange building.The meeting was attended by Sh. Rajib Kumar AGS, Sh. S.P.S.Yadav CS, Sh. Ajay Kumar CFS and Sh. R D Ahirwar OS Delhi along with maximum number of executives of Laxmi Nagar Division.

The meeting was presided over by Sh. K P Sharma Senior Comrade of TEAM in Ty area. He welcomed all office bearers of Newly elected body and other executives present in the meeting thereafter he asked Sh. D.K.Tyagi Area Secy. to say his initial remark.Sh. D.K.Tyagi addressed the gathering and encouraged members for full whole hearted participation in the Proposed agitation programme to be launched by CHQ very soon. He assured Circle and CHQ leadership that TY area will lead in this agitation as done in past.

Sh. R D Ahirwar OS Delhi addressed the meeting and requested members for exhibiting their strength and dedication to implement the proposed agitation programme to be given CHQ for achieving the demand of 78.2% IDA neutralization from 01.01.2007.

Sh. S.P.S.Yadav CS also addressed the meeting and assured CHQ leadership for 100 a5 participation of TY area for the proposed agitation programme to be given by CHQ. He answered some quarries as raised by Members.

Sh. Ajay Kumar CFS while addressing the meeting thanked each executives for their whole hearted contribution for the successful conduction of our Circle Conference. He underlined that TY area is providing all resources (financially as well as physical appearance) for the name and fame of this organization. Some dynamic leadership has come from TY area only to Circle and CHQ level. Therefore the executives of TY area are supposed  to contribute their 100% in any call given by circle and CHQ.

Sh. Rajib Kumar AGS enlightened the members for recent development in HR issues at CHQ level and answered to quarries of members. He described in detail reasons for the proposed agitation prgramme to be announced by CHQ and requested members for their whole hearted participation in that programme.

We have also informed him that D.O.T has also forwarded a note to DPE and cabinet secretariats in this favour.

2)A delegation of BSNL and MTNL comprising of S/Shri Prahlad Rai, GS/AIBSNEA, M.K Bagchi, convenor /United Forum of MTNL Unions & Associations , have met Shri Siva Sailam Additional Secretary DOT and discussed about the prospect of the inclusion of the pension and related issue of BSNL/MTNL in the Terms and references of 3^rd PRC. Handed over a Jt. representation also on this issue. We also apprised him of our discussion with the Chairman (TC) and Secretary (T) on this issue. He has assured us of the effective and appropriate action in this regard .

Leaders of United Forum along with GS AIBSNLEA and other office bearers of BSNL Association met with Chairman TC and Secretary (DOT) on 16.12.2015 at Sanchar Bhawan to discuss the following points:

  United Form of MTNL Unions and Associations held a meeting in  room no.756 of Kidwai Bhawan on 16.12.2015 and discussed the issues as      1)Fixation of Pay and Pension as on 1-1-2007 at 78.2% 2)Providing opportunity to Pro-Rata pensioners for exercising fresh option.

 3)CGHS Facility to retired and working absorbed employees of MTNL.

All agreed for protest action to solve these issues. A protest action programme may be announced shortly.  All Members are requested to be ready to take part in the Protest Action.

BSNL plans to operate MTNL’s network on revenue sharing basis : State-owned BSNL may maintain and operate the network of MTNL on a revenue sharing basis and a decision in this regard may be taken in 2-3 months.“We have received a proposal from MTNL CMD to operate and maintain their network. It will be done on a revenue sharing basis and a decision in this regard can be taken in 2-3 months,” BSNL CMD Anupam Shrivastava said. A committee has been formed to look into the matter and finalise details about the revenue sharing and its implementation, he added. BSNL operates on pan-India basis, barring Delhi and Mumbai, where the other state-owned firm MTNL provides telecom services. In an official statement, BSNL announced that prepaid customers can make free voice calls and SMS from December 2 for the next seven days. They are also entitled to 100 MB of free internet data.

The offer comes on a day when services of many private cellular operators crashed either due to power failure or network congestion.

For postpaid mobile users, a rental rebate of 7 days and an extension of billing cycle by 15 days has been offered.

CS Sh. S.P.S.Yadav along with Joint General Secy. Sh. V.P.Bhardwaj and CP Sh.K.R.Yadav met with GM(Admin) today regarding :

1)financial up-gradation of finance executives from E4 to E5.  GM(Admin) explained that some specific quarries were asked by ED and same have been replied. Hopefully the orders will be issued shortly.

2) financial up-gradation of 377 Telecom Executives from E4 to E5. GM(Admin) explained that APAR of 6-7 cases are still awaited . We suggested that the orders for majority executives may be issued and orders for left out cases may be issued later on after receiving required APAR.  

Gang making off with MTNL cables caught: A group of former MTNL contract workers were caught red-handed pulling out underground cables from a pit along the main road of New Friends Colony. Police nabbed the gang after getting repeated complaints about disconnection of MTNL lines in the upmarket localities of south Delhi. When the men were confronted by the cops, they tried to evade them by showing a fake work order.

Police officers said that the men had extracted about 200 kilos of wires worth Rs 4 lakh. “A team led by ACP New Friends Colony Anil Yadav and SHO Kuldeep Singh was formed to identify the men and arrest them,” said Mandeep Singh Randhawa, DCP (southeast). A news from Economic Times….

CEC of TEAM Delhi circle was held on 27.11.2015 in room no.756 of Kidwai Bhwan ND . It was jam paced session. All newly elected Circle office bearers along with the CEC members of their respective areas reached to attend the meeting. GS along with all CHQ office bearers present in Delhi, also graced the meeting. Meeting was mainly focused on introduction of newly elected office bearers and to set the agenda for this body to be taken with the management.

The meeting was started with the opening remarks of circle President and Circle Secretary  . Thereafter introduction was given by each office bearer. Then JGS Sh. V.P.Bhardwaj , AGS Sh. Rajib Kumar, Sh. Ram Gopal, AGS Sh. Mahesh Kukreti, Sr. Vice President Sh. P.C.Sarswat, VP Sh. Ajay Sharma and CFS Sh. Ajay Kumar Placed their view points about various problems pertaining to the Cadre and extended best wishes for newly elected office bearers .

Thereafter many suggestions were placed for resolving the pending matters  and GS took serious note of all suggestions. GS deliberated his speech after listening to each Speaker . First of all he extended his best wishes for new team of Delhi circle then he enlightened members about latest developments on various pending HR issues at corporate office. He asked members to be well organized and prepare for   resolving these issues. He suggested for much more interaction of office bearers with the base level members so that confidence may be build up among them. 

The meeting was ended with the concluding remark of Circle President.

MTNL to improve cell signal in Lutyens’ Delhi: The Mahanagar Telephone Nigam Ltd. (MTNL) said on Wednesday that it has taken a host of measures to overcome the problems of call drops in Delhi.

It has added Base Transceiver Station (BTS), augmented capacity of existing BTSs, optimised various cell level parameters and optimised Radio-Frequency (RF) network through extensive RF drives. “MTNL conducted a RF drive test in Lutyens’ Bungalow Zone area on a road stretch of around 65 km,” said an MTNL spokesperson.

The area covered in the drive were Ashoka Road, India Gate, Rajpath, North Block, South Block, Parliament complex periphery, North Avenue, South Avenue, Raisina Road, Janpath, Sansad Marg, Shanti Path (diplomatic area), Jorbagh, Khan Market, Kaka Nagar, Bapa Nagar, Lodi Estate, Race Course Road and Akbar Road.

Telecom ministry issues notices to BSNL, MTNL over poor quality:The telecom ministry has issued notices to state-owned BSNL, MTNL and India Posts after union minister Ravi Shankar Prasad personally took note of citizen complaints over service quality on social media since July.

Prasad, who has over 4.65 lakh followers on Facebook, received the complaints relating to the three departments under his ministry.

“Till date, 102 notices have been issued to departments under this ministry and 64 have been resolved. BSNL now has an official page on Facebook to connect with people,” an official said.

The minister has asked BSNL and other concerns to use the social media, following which it held a workshop for officers in-charge of public grievance redressal in each telecom circle.

On top of that, BSNL has appointed an agency to look into issues raised by subscribers on social media sites.  A news from Times of India….

Nokia escalates 2-year buy order delay issue to telecom ministry; warning to MTNL : Nokia, which is still awaiting Mahanagar Telephone Nigam to place a purchase order nearly two years after the state-run company certified it as the lowest bidder for a Rs 1,139-crore equipment contract, has escalated the matter by bringing it to the notice of the telecom minister.

The Finnish equipment maker has written a letter to MTNL chairman NK Yadav, copies of which were marked to Minister Ravi Shankar Prasad, telecom Secretary Rakesh Garg and the MTNL board, warning that any delay in the issuance of the purchase order would “severely impact MTNL’s revival plan and only help its competitors”.  2)BSNL in spectrum talks with telcos:  Bharat Sanchar Nigam Limited (BSNL) is keen to cash in on spectrum sharing and trading. The state-run telecom firm is also in talks with private telcos for intra-circle roaming (ICR) agreements to share its passive infrastructure.
BSNL expects to earn Rs 300-400 crore a year throughICR arrangements starting the next financial year. Along with spectrum sharing, revenue expectations will go much higher, its chairman and managing director Anupam Shrivastava told Business Standard. In ICR agreements, passive infrastructure such as base transceiver stations will be shared among the operators when a subscriber of an operator roams in that circle. A news from Business Standard.

BSNL to offer free internet to Imran Khan of Alwar :After finding mention of his name in Prime MinisterNarendra Modi’s speech at Wembley Stadium, state-run BSNL will offer free internet to Imran Khan of Alwar for developing mobile applications used by students.

Telecom Minister Ravi Shankar Prasad called Khan this morning and congratulated him for the noble work he is doing for the students.

The Minister also invited Khan to Delhi and informed him about free internet facility from BSNL.

“Today morning I asked the CMD of BSNL to send the GM of Alwar to meet him. He was traced, I talked to him, congratulated him and told him that the entire country is proud of him for the work he is doing,” Prasad said here.  A news from Business Standard…..

DoT plans new holding company for BSNL, MTNL: The department of telecommunications (DoT) is actively considering setting up a holding company, with state-run telecom companies Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) as its subsidiaries. The move is expected to revive the ailing public sector undertaking companies, by synergising their operations.

This is one option recommended by IIM-Bangalore in a report on measures for reviving the firms, according to a senior official from the department. The others include delisting MTNL and then merging it with BSNL, and MTNL becoming a subsidiary of BSNL. A news from Business Standard.

salient features of the recommendations of  Committee’s report submitted to Hon’ble court for case of Rule-206

Committee pursuant to the direction passed by this Hon‟ble Court in the judgment dated 21.01.2015 has submitted its report . We gathered some salient features of the recommendations of the committee. These are as under:

The committee recommends that:

” 1. The seniority lists submitted by BSNL in compliance with the judgment of the Hon‟ble Court dated 21.01.2015 is in accordance therewith

2.The benefits claimed by 155 BSNL officers as mentioned in Annexure A & B may be accepted and this Hon‟ble Court be pleased to direct BSNL to grant all benefit including promotion with effect from the date when the junior was promoted with all monetary benefits and service status as mentioned in the Annexure D herein to the 155 BSNL officers and all officers similarly situated.

3.This Hon‟ble Court may grant the benefits to the 349 MTNL officers as mentioned in Annexure C herein and this Hon‟ble Court be pleased to direct MTNL to grant all benefit including promotion with effect from the date when the junior was promoted with all monetary benefits and service status as mentioned in the Annexure E herein to the 349 MTNL officers and all officers similarly situated.

4.The rights of the 147 LDCE officers would require consideration by this Hon‟ble Court in the concerned SLPs and the objections of BSNL, the 45 DQE officers, the 270 officers and the 512 officers may kindly be considered while considering the concerned SLPs.

5. The case of 45 officers whose seniority has now been fixed has to be satisfied with the benefit they get on that basis.

6.The case of 270 officers maybe considered by the department in accordance with the seniority lists and BSNL maybe directed to grant all the monetary and service status benefits consequent on their seniority being fixed.

7.The case of 12 officers who were benefited by 2001 seniority lists is to be governed by the present seniority list and they are not entitled to any benefits.

8.In the case of 60 officers who had passed DQE examination in 2003, they are not entitled to any benefits.

9.This Hon‟ble Court may consider the position that on the basis of the seniority lists now submitted by the BSNL and also the officers working in MTNL who were originally under the control of DoT and all officers similarly situated may be granted the consequential monetary and service benefits.

10. DoT/BSNL/MTNL may be directed to consider the case of all officers similarly situated like the 155 officers for BSNL and 349 MTNL officers irrespective of the fact whether they had made any representation before the Committee or not and grant them all the benefits mentioned in sub-paragraph 1 and 2 of paragraph no.214.

11. BSNL may be directed to consider the case of all the officers who have made representations before us including Mr.Ashok Kumar Kaushik and K.S. Sengodan who not only made representations but also made submissions before us.

Accordingly, we submit this report for consideration by this Hon‟ble Court.

Celebration of 4^th Circle Conference of Delhi Circle  was held at CTO SABAHGAR Eastern Court New Delhi on 27.10.2015 from  10 am to 10 pm. Delegates from all areas gathered to witness their own festival. Circle Secy. Mumbai Sh. J.S. Yadav , Circle president Mumbai Sh. G.N.Haragaball along with other Mumbai comrades specially came to grace the occasion and to bless new team of Office bearers.  

The function was inaugurated by Sh.N.L.Thangraj CHQ president  , Sh. A.K.Kaushik GS along with other Circle & CHQ  office bearers   by lightening of lamp. Sh. K.R.Yadav ji President of Delhi Circle welcomed all invitees and delegates. He delivered his opening remarks wherein he highlighted all the issues and activities to be taken up in today’s conference. He place a detailed agenda of the conference which was approved by all delegates.
CHQ president placed a request to observe 2 minute silence in the memory of our departed comrade and CHQ office bearer late Sh. N.R.Hiremath. Then members remembered and praised about his contribution for TEAM .

1^st agenda was introduction of delegates. All delegates introduced themselves. The Circle office bearers and CHQ office bearers also introduced themselves to house.

Then Sh. Ram Gopal Circle Secretary placed his report for the period w.e.f. 17.05.2012 to 27.10.2015. Wherein he underlined his achievements for organizational activities , welfare work for members and issues raised before Management. The house was reorganized for the grand Open Session. CMD and Directors could not make convenient to attend the session due to their sudden meeting in DOT. Sh. Sh. Prahlad Rai ,GS ,AIBSNLEA during his speech expressed his view point that if unresolved issues Between MTNL and BSNL are resolved before proposed merger then only it will be benefited for both company. Sh. A.K.kaushik GS TEAM delivered his speech and clarified members and management both on various issues. He called upon all members to be ready for the battle of 78.2 % IDA neutralization if management does not agree to our legitimate demand. The Vote of thank was placed by Circle President Sh. K.R.Yadav.He expressed his gratitude for all guests and members for their active participation in the open session. The session was ended with singing of National Anthem.

House reassembled after a short break for further proceedings. Circle president appealed the house to elect chairman of election proceeding. House approved the name of our beloved retired leader Sh. S.N.Pandey. Then he declared the present body dissolved.

BSNL, MTNL in talks with private players for spectrum sharing: Report 

State-owned telecom operators – Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) – are reportedly in talks with private players to share spectrum in a bid to reduce losses and improve their revenues.

“We are talking to two-three private operators. We have unutilised spectrum in many locations, in different circles,” a senior BSNL official told Business Standard.

 1) BSNL to hike landline tariffs, slash free night callsThe Bharat Sanchar Nigam Limited (BSNL) has decided to hike the monthly landline tariff from November 1.

The number of calls under the free night-calling facility will also be cut down by half.

The Rs 120, Rs 140 landline plans in the rural category and the Rs 160 plan in the urban category would be dearer by Rs 20 each. The hike will not affect the urban landline customers using the Rs 220 scheme.

The fixed monthly charges for the Economy, Special, One India landline schemes, and various broadband plans will remain unchanged. A news from Media.

BRIEF DEVELOPMENT OF SENIORITY CASE RULE-206

The committee constituted by Hon’ble Supreme Court to resolve the issue as per directions given on 21/01/2015. The Committee has completed the hearing/argument proceedings on 30/09/2015.The committee has given sufficient opportunity to all concerns to submit their view point. The committee is expected to submit its report to hon’ble Supreme Court by third week of October-2015. We may expect the case can come for hearing on 31/10/2015 in Supreme Court.

A Brain Storming Session was organised by Corporate office of MTNL on 20.09.2015 at 11 hrs in the auditorium of CGO Complex. All office bearers /representatives of  Unions and Associations of MTNL were invited to participate in this session specially for discussing the measures to be taken for financial revival of the MTNL. GS along with more than 30 representatives of TEAM  participated in the meeting. 

Dir. (HR) , Dir.(F), ED Delhi and many General Managers attended the whole session. In beginning the meeting was addressed by  ED Delhi, DIr.(HR) and Dir.(Fin) . They all shared their vast experiences with the gathering and shared their fruitful experiments of increasing revenue in their respective tenures of rendered service.

Thereafter GS of Majority Union Sh. Dharam Singh ,GS of MEA Sh. V.K.Tomar ,GS of Senior Executive Association Sh. Rajendra Prasad and GS of SC/ST Welfare union Sh.K.P.Singh addressed the gathering . All of these leaders shared their important views regarding increase in revenue of MTNL. CMD noted main points of all speakers.

Then our GS addressed the gathering and placed the view point of TEAM regarding the discussing subject.He emphasised on decision making process must be quick and result oriented. The present style wherein the decisions are being pending for a long will not only demotivate the workers but will have negative impact on the profit earning  of MTNL. He asked CMD that where ever Fibre working is involved that must be done on priority so that best and reliable service maybe rendered;  but wherever our esteemed subscribers are connected to our network through copper cable  those services should not be ignored. That old net work demands many stored materials which are not being provided in sufficient quantity since long. As a result the present network is not being maintained properly. He assured CMD that our executives and employees have same gravity of concern about financial position of  the company and they will not  hesitate to give 100% of their efforts for making company profitable but at the same time their legitimate rights of pending neutralisation of 78.2% IDA, implementation of next pay commission for CPSUs and other pending HR issues cannot be ignored . MTNL has to fulfil its commitments for betterment of its employees  and in turn the best output of employees/executives will make company financial viable . 

After listening all main speakers a short session of interaction was done. wherein some 7-8 different representatives of different Unions/Associations kept their views/suggestions and CMD replied them. Lastly CMD addressed the gathering and expressed his overjoyed views for this type interaction with unions/associations. He told that he never thought that associations/unions are having same type of worries for the poor financial position of company as management is worried. He answered one by one to all quarries raised by different leaders of unions/Associations . He assured that where ever there is short fall in stored items for maintenance purpose that will be fulfil on priority. Then he answered to specific issue for decision making procedure raised by our GS. He asked  Dir.(HR) for issuing instructions to one and all ; that who so ever is denying to tenders he must be asked for explanations  . He asked officers for taking decisions promptly for execution of priority works. At last he thanked one and all for attending the meeting and he announced that this type of interaction will be on quarterly basis.

• A lengthy Discussion  took place regarding organizational activities with regard to proposed Circle Conference of Delhi Circle. Many suggestions were given for boosting the base level membership for their physical and financial contribution for circle conference. It was unanimously decided that request of financial contribution from each members will be vigorously pursued and within month of August-2015 the targets of collection shall be achieved.
• For proper tracking of the efforts made by area representatives for boosting the physical and financial contribution of base level members ; it was decided to hold next CEC on 28.08.2015 at 14 hrs. in room no.756 of Kidwai Bhawan.
• In the light of the initiatives taken by Hon.ble CMD for financial viability of MTNL, members placed many suggestions and their respective problems while implementing some specific agenda. It was unanimous opinion that we must put up our 100 % for this honest cause and the problems faced by members shall be raised before management for earliest solution.

      During course of discussion many problems like shortage of executives/employees , shortage of vehicle and peripherals were raised by executives. Members raised the quarries about one time option for pro-rata pensioners and extension of CGHS facility to MTNL employees.

      CS Comrade Ram Gopal Ji addressed the house and assured members for raising these issues before management and asked members for their participation in the proposed Circle Conference .

      GS comrade Sh. A.K.Kaushik ji addressed the gathering and explained about progress of many HR issues raised by TEAM before management. He asked members to be united and dedicate themselves for improvement of services of MTNL as well as for association .

                    Members placed their important views and suggestions  regarding the problems faced by them in day to day working and for improvement of work culture of MTNL. Some important points discussed were as follows:

• Problem faced for opening of Sanchar Haat and NCR counter from 8 am to 8 pm and on holidays . Members were having some statics regarding cost of opening of the said offices on holidays and the earnings of MTNL on these counters on such week off days. It was suggested from many members that sufficient publicity must be given by audio/video/print media regarding opening of these offices on week off day.
• Finance executives raised the problems of shortage of finance executives in the area . It was explained that the same executives are working for job of JAO (AM Finance)/AO(Deputy Manager Finance) with the work of more than 2-3 seats.
• Shortage of Departmental vehicles for movement of employees/executives for urgent work of maintenance of the system.
• It was told by all most all executives that old infrastructure of PC/Printers/Scanners are creating day by day many hurdles in their normal working.

Comrade Ajay Kumar addressed the house and clarified many points with regard to opening of Sanchar Haat and NCR counters on week off days. The members were asked for preparing a detailed sheet of  Vehicles with their working conditions and he assured these points will be raised to administration in the next meeting. Comrade K.R.Yadav addressed the house and he assured the members for raising the point of shortage of finance executives and subordinate staff before the management. He briefed the members regarding proposed Circle conference to be held very shortly and requested members for their whole hearted participation in the event. GS addressed the meeting and explained about concrete approach of motivation adopted by CMD. He praised working of CMD and congratulated him for bringing the MTNL out of inertia. However he assured all executives that whatever points they have raised will be placed before management for getting resolve. Thereafter he explained the progress of HR issues and other issues which are being raised by TEAM time to time. AS Comrade Ajay Atri also addressed the house and appealed each executive for earliest depositing  their respective financial contribution to cashier.

Thereafter Comrade. Sachdeva ji thanked each members and Circle CHQ office bearers for participation in the meeting and declared the meeting concluded.

MTNL reports Rs 744.97 crore loss for Q1-FY16; Cellular revenues 21% of total: State run telco MTNL has reported yet another quarter of losses: Rs 744.97 crore loss for the quarter ended September 30, 2014, up 1.6% from Rs 733.2 crore loss in the previous quarter but up 25.2% from Rs 595.11 crore loss in the same quarter last year.

The total operational revenue for MTNL also dipped 6.5% to Rs 800.2 crore for the quarter, from Rs 856.02 crore in the same quarter last year. Basic Services: Revenues from Basic (Fixed line and Broadband) services continues to dominate MTNL’s revenues, with the segment reporting revenues of Rs 640.78 crore for the quarter, down 4.4% from Rs 670.48 crore in the same quarter last year, and down 6.9% from Rs 688.05 crore in the last sequential quarter. VRS for MTNL, BSNL employees likely soon: In a move to revive the cash-strapped State-run Mahanagar Telephone Nigam Ltd (MTNL) and Bharat Sanchar Nigam Ltd (BSNL), the Government is likely to announce Voluntary Retirement Scheme (VRS) for their employees soon. Those employees who are willing to avail such benefits must come under an eligibility criteria in which the beneficiary must have completed 31 years of total service or must have attained an age of 55 years in the organisation.

“The long-pending demand has been in Department of Telecom (DoT) for long time now. During the previous Government regime, the representatives of both MTNL and BSNL had submitted their request to avail the VRS benefits. At present, keeping the Government’s revival mode in view for these two State-owned telcos, the DoT is examining such proposal minutely. I think the VRS is a viable option to cut costs for which we are planning a favourable VRS plan for their employees soon,” a Government functionary involved in the process told The Pioneer on Tuesday.A News from Pioneer…..

In turn to our judiciously placed demands of holding various pending DPC , CMD directed HR section that if there is no financial implication in regular promotion of executives then there is no logic to keep holding promotion of them. It creates frustration among aspirants. Thereafter HR section have completed some DPCs and agreed to complete all other pending DPCs. He further assured the house for maintaining the pressure on HR Section regarding Pending HR problems.

GS enlightened the members regarding other pending HR issues. He specifically told that TEAM will start decisive battle with management for implementation of 78.2% IDA neutralization if the management is not agreed to our logical demand. He shared valuable information regarding progress of seniority case of rule-206 and assured that positive results are expected in near future. He told that we are continuously pursuing the matter of CGHS benefits and one more time option for pro-rata pensioners.

• Circle conference of Delhi circle: It was decided that 10^th and 11^th September 2015 are tentative dates for holding the circle conference of Delhi circle. All area Secretaries were requested to deposit their respective area subscription up to date till Sep-2015 by 16^th of August 2015. Positively. It was also decided that a Circle conference fee of Rs. 500/- per member is to be collected from all members and delegate attending the conference will have to deposit Rs. 500/- as delegate fee.
• Development after joining of new CMD: Many members conveyed their dissatisfaction over arrogant behavior of New CMD and on his style of working. Some members pointed out that they heard CMD in their respective area meeting but what he directed there and what was conveyed to rest of Delhi through the minutes of CMD meeting have various differences. Keeping in view all the facts majority of the members were of the opinion that Association must intervene in this matter and should hold a meeting with CMD regarding their resentments over these issues.

GS told the house that CMD as explained himself is targeting his 100 days mission and accordingly he is making changes in the present set up. He is trying to make MTNL Financial Viable therefore we must not create any hurdles on his way . He further assured the house that he will try to hold a meeting with CMD at earliest and will communicate the worries of executives to him . So that amicable solution of the problems of executives may be sorted out and mission of CMD may be successful simultaneously. 5. Framing of RR for AM(HR).

   CMD was very much positive to the HR issues of executives raised by us. As both the directors were present in the meeting, he directed them to deal with with our issues on priority . We hope that as per his directions the back log decisions for welfare of executives may be speed up.

Discussion was also held on MTNL and BSNL merger. We have made him clear that we are in the favour of merger but the issues which are coming in the way of merger must be settled .

Member (Finance) expressed her serious concern about very poor progress of preparation of PPO books. While apprising her of our view points about the reason for poor progress of preparation of PPO books, we gave stress on the prospect of payment of pension arrears. To this , Member(Finance) opined that she needs the details of liabilities towards pension including pension arrears so that the issue of liabilities accrued prior to DOT’s taking over of the pension w.e.f. April 2014 so that due approval can be sought for from the appropriate authority of the Government. She informed that the work is going on in this direction by a team with Advisor(Finance) as its head. This is an effort to enable the payment of pension arrears.

1. DPC from JTO to SDE (T): It was informed by GM (HR) that the DPC has been completed and sent for approval to CMD. After approval by CMD promotion order will be issued subsequently.

2. DPC from AO to CAO: GM (HR) informed that all the formalities for the DPC have been completed and hopefully DPC will be done in next week.

3. Finalization of gradation list of JAOs: GM (HR) informed that this issue is going to be resolved soon after the completion of the DPC from AO to CAO.

4. DPC from SDE (T) to DET: GM (HR) informed that the revision of seniority list of SDEs (under rule 206) by the direction of Hon’ble Supreme court is at final stage. After finalization of seniority list this DPC will be held.

5. Finalization of RR of AM (HR)/AM Legal: GM (HR) informed that corporate office is working in this direction.
