 On 25-06-2014 DOT issued order for temporary appointment of Sh. P.K.Purwar Dir (Fin) for the post of CMD MTNL for one month. GS Sh. A.K.Kaushik alongwith Sh. V.P.Bhardwaj JGS, Sh. S.P.S.Yadav, Sh. RamGopal CS and Sh. O.P.Gupta ACS met with newly appointed CMD Sh. P.K.Purwar. TEAM welcomed him with flower bouquet . We congratulated him for new responsibility and assured our full cooperation for improvement of services being rendered by MTNL. We asked CMD for resolving pending issues pertaining  to executives. 

CMD assured us that he will take care of all employees and executives of MTNL and at the same time he needs cooperation from all section of employees and executives for improving services of MTNL.

   
26-06-2014  Change in MTNL’s fortunes?     While the PSU index has seen strong profit-booking in the past week, government-owned MTNL has been rising consistently. The market is abuzz with talks that the new government has grand plans of reviving Mahanagar Telephone Nigam Limited (MTNL) and Bharat Sanchar Nigam Limited BSNL. There are expectations that the ministry of telecom will soon announce a new roadmap for these companies, which will include fresh investments and sale of some of their assets. Telecom dept readies note on merger of ailing MTNL, BSNL: The communications ministry has prepared the draft for a note seeking the merger of ailing public sector telecom companies — Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL), sources in the Department of Telecommunications said. The draft has been sent to communications minister Ravi Shankar Prasad for his approval.

The draft was prepared in the light of weak finances in the two fallen monopolies, sources added. Unaudited financial results for the financial year 2013-2014 indicate that BSNL and MTNL are estimated to report a net loss of ` 7,084 cr and ` 1,908 cr, respectively.

  Director(HR) wrote a letter to ED(Delhi) and Mumbai for improvement  of services of MTNL being provided to our esteemed subscribers. With reference to the meeting called by Hon’ble minister Communication & IT on 19th of June 2014 ,he asked Executives to visit on frequent intervals to important subscribers. It will help to judge whether the quality of service is matching to aspiration of our important subscribers.

GS  met  today with Member (Finance) to discuss the issue of in-ordinate delay in taking over the pension liability by DOT from MTNL:- We have informed Member (Finance) about the status of taking over pension payment liability by DOT from MTNL. We informed her that the MTNL employees (combined pension optees) who have retired in April and May-2014 did not get any amount either in the name of pension or pensionary benefits. We have also informed her that CCA (Delhi) is delaying the process on one pre text or the others. The reasons/Objections of CCA in this regards are un-reasonable and uncalled for. The approach and action of CCA(Delhi) is simply to delay the process of taking over the pension liability from MTNL by DOT.

We have expressed our resentment over non payment of pension and pensionary benefits to MTNL employees retired in April/May-2014.  

Member (Finance) assured us to take necessary step so as to avoid any inconvenience to MTNL retirees. She also assured to resolve this issue immediately.

 GS met  today with Member (Services) to discuss the issue related to taking the responsibility of payment of pension to MTNL retirees (Combined Pension Optees) from MTNL and extension of CGHS facility to MTNL employees opted for combined pension. We have expressed our serious concern over the in-ordinate delay in taking pension payment liability from MTNL even though the DOT has already issued the OM No. 42-4/2012 –PEN(T) dated 28-04-2014 in this regards. We have also informed Member services that the employees who have retired in the month of April and May 2014 , did not get any amount in lieu of pension as well as pensionary benefits viz: Gratuity , Commutation and Leave encashment etc. We have informed Member (Services) about the reluctant attitude of CCA  (Delhi) in this regard.

            Member (Services) assured to initiate necessary steps in this regard.

We have drawn the attention of Member (Services) towards extending CGHS facility to MTNL employees for those who have opted for combined pension scheme paid by DOT.

Member (Services) informed that the case is moving in the positive direction . He assured that the combined pension optees, those who have already retired will get the CGHS facility soon and other MTNL employees (combined pension optees) will also get CGHS facility subsequently.

 GS Sh. A.K.Kaushik along with Sh.V.P.Bhardwaj Jt.GS met with Dir.(Finance)  on date 21-06-2014 to discuss the various pending  issues . The discussion was as follows:-

1)JAOs Gradation list:-  We have discussed the issue of prolong  delay in settling JAO gradation list and requested him to issue the gradation list immediately. 

Dir (Fin) informed us that committee has already given its recommendation and  JAOs gradation list will be issued soon. 

2)Delay in Payment of Pension to the retirees by DOT :-  We have discussed the issue of payment of pension to the retirees by DOT  and issuance of PPO by CCA unit.   

Director (Fin) informed that he is trying his level best to expedite the matter and hope that the issue will be resolved soon.  Dir (Fin) also indicated that if DOT will not respond favorably then the pension payment of July may be in trouble. Dir (Fin) has asked us to take up the matter with CCA also to complete the process of transfer of pension liability from MTNL to DOT at the earliest so as to avoid any trouble to the retirees in future.  We will take up this with CCA as well as DOT very soon.

3)Delay in payment to retirees by MTNL .- We express our serious concern over the undue delay in payment of retirement benefits  to the retirees by MTNL also. Payment to the retirees up to 31.03.2014 are still pending and no payments have been made to the retirees from April 2014 onwards.

Director (Fin) informed us that we are arranging payments to the retirees up to 31.03.2014 and payment after March 2014 will be made by CCA unit only.

 GS Sh. A.K.Kaushik along with Sh.V.P.Bhardwaj Jt.GS met with Dir.HR  on date 21-06-2014 (where GM HR was also present in the meeting) to discuss the various pending HR issues . The discussion was as follows:-

1. Abnormal Delay in Finalization of JAO’s Gradation List:- We expressed our deep concern over the issue and conveyed Dir. HR that the there is great resentment amongst JAOs as their regularization as AO is pending since July-2011 and some of them are retiring without promotion . We have also demanded that pending finalization of seniority all eligible JAO should be promoted as regular AOs .

      Dir.HR informed that for settling this issue one committee has been set up and recommendation of the same will be  implemented on priority. Director (HR) has asked GM (HR) to examine this aspect and take necessary action.

2. Implementation of 1st Financial up-gradation from E2 to E3 after 4 year: – We explained that there are some cases at Mumbai and Delhi both units where executives have touched minimum of the E-3 scale after 4 years but they have given the Financial up-gradation after 5 years only.

      Dir. HR advised to discuss this issue in detail with GM (HR) before further processing the case. 

3)Non implementation of executives promotion policy -2007 for stenographers: We briefed that Stenographers who have been promoted in E-2 scale and working at Mumbai are not being promoted under the EPP-2007 after completion of eligible condition.. 

      Dir.HR advised to discuss the same with GM (HR) in detail. 

4)Regular DPCs for Sr. Manager for all streams: – We requested Dir (HR) to speed up the process of regular DPCs at Sr. Manager level for all cadres as it is very much delayed as per the DPC calendar. 

     Dir (HR) informed that we have already started the process for holding DPCs at Sr. Manager Level. 

5)Non filling of all vacant posts at DGM Level:- We express our resentment  that while holding regular DPC for DGMs , all  vacant posts w ere not filled . As there is no quota for direct recruitment as well as no reservation for SC/ST candidates at DGM level, all the posts should have been filled amongst Sr Managers only. 

Dir (HR) assured to examine the case. 

6)Up-gradation of 9(nine) posts of CAOs :-  We requested Dir (HR) to upgrade 9  (nine ) posts of CAOs earlier downgraded prior to holding  of regular DPC.

Dir (HR) advised to discuss in detail with GM (HR) in this matter.

7 )Promotion to executives in accordance to the absorption terms and conditions:-  We have taken up the issue of time bound post based promotion from E-2 to E-7 i.e. up to selection grade JAG in accordance to the terms and conditions of absorption of executives in MTNL.  We have explained this matter to Dir (HR) in detail. We have asked Dir (HR) to implement the same in MTNL.   Implementation of  time bound post based promotion will not only motivate the absorbed DOT Officers of MTNL but this will also control the rate of attrition in the executives who has been recruited by MTNL. 

      Dir (HR) asked GM(HR) to examine this matter along with association representatives. 

8 )One opportunity to Pro-rata Pension holders:-  We have thanked Dir (HR) for favourable recommendation to DOT in this regard.  We have further requested to Director (HR) to send the reply at the earliest with a positive note to D.O.P&T quarries regarding the Pro rata optees who have less than 10 years service at the time of option . Dir (HR) informed us that GM(HR) is already seized with this matter and Dir (HR) further informed that MTNL is of the opinion that all pro-rata optees ( whether they have service more than or less than 10 years at the time of option )  must get one opportunity to review their earlier option in the light of new development.

A General Body Meeting of Executives of South Area was held on 18-06-2014 during Lunch hrs. at Nehru Place Telephone exchange building to discuss various issues of executives and Service matters. The meeting was organised by Sh. Mukesh Aggarwal Area Secy. and Sh.N.S.Sikrwar ACS .

The meeting was attended by all most all executives of the area . CHQ and Circle representatives Sh. A.K.Kaushik GS , Sh. V.P.Bhardwaj JGS, Sh. S.P.S.Yadav AGS, Sh.Ram Gopal CS and Sh. S.S.Asija ACS attended the meeting.

Sh. Mukesh Aggarwal welcomed all  executives of the area and office bearers from Circle & CHQ. He requested members to come forward for tuggestions for betterment of working environment in MTNL and services. The members unanimously placed the following points for discussion with management.

1)Pending request transfer of executives.

2)Shortage of Store materials.

3)Shortage of Vehicle for moving to field for earliest disposal of complaints.

4)Harassment of executives by senior officers .

Then meeting was addressed by Sh. Ram Gopal CS. He assured the executives for solving their problems at earliest . He explained in detail the progress of all issues pending at ED Office level. Thereafter meeting was addressed by JGS Sh. V.P.Bhardwaj . He called upon each executive for unity so that all matters pending at any level can be resolved. He answered many quarries placed by members relating to pending issues. Finally Sh. A.K.Kaushik addressed the meeting . He asked members to be prepare for Protest Action Programme call to be given by Association in near future for resolving the issue of 78.2 % IDA neutralization. He answered to quarries of members and explained in detail the progress of each case pending at corporate office.

                                           MEDIA REPORT   

1)    MTNL redefines broadband speed at minimum 2Mbps:The broadband speed for MTNL is now redefined as minimum 2 Mbps for all new broadband plans. Said a company spokesperson: “MTNL is the market leader in fixed broadband space in Mumbai with highest market share and pioneer in providing best telecom services at affordable and competitive cost to Mumbaikars. The National Telecom Policy 2012 had laid special emphasis to upgrade existing broadband speed of 256 Kbps to 512 Kbps and subsequently to 2 Mbps by 2015. MTNL has been ahead of schedule.” Six months back, MTNL introduced minimum speed of 1 Mbps across all broadband plans and now it has been upgraded to 2 Mbps. A news from Times of India .

2)  No clarity on MTNL chief’s appointment : There’s massive confusion over the appointment of the next chief of state-owned Mahanagar Telephone Nigam Ltd. (MTNL) after former chairman and managing director AK Garg retired on May 31, with no one being selected to replace him, leaving the telco headless for over 10 days. While MTNL declined to comment on Garg’s successor, telecom secretary MF Farooqui told ET that the telecom department had no role in the process, adding that the appointment committee will decide on a new MTNL boss based on seniority.  A general body meeting of executives of HQ (K. L. Bhawan , Eastern Court & Tax building Campus)  was held on 12-06-2014 at K.L.Bhawan during lunch hours to discuss various issues related to executives, service matters and issues pending at ED office and Corporate office. The meeting was organized by Sh. P.L.Rajpoot Area Prseident  HQ, Sh. Hari Singh AS HQ, Sh. Pradeep Kumar FS HQ and Sh. N. K .Bhatia AFS Delhi . The meeting was attended by more than 150 executives . 

From Circle and CHQ Sh. A. K. Kaushik GS , Sh. V. P. Bhardwaj JGS, Sh. Ajay Kumar Kapoor AGS, Sh. S. P. S. Yadav AGS, Sh. Rajib Kumar AGS, Sh. Mahesh Kukreti AGS, Sh. Sanjeev Kumar OS, Sh. K. R. Yadav CP, Sh. Ram Gopal CS, Sh. R. D. Ahirwar ACS and Sh. S. S. Asija ACS attended the meeting.

SThe meeting was presided by Sh.P.L.Rajpoot President. He welcomed all the office bearers from Circle and CHQ & Circle and executives. He addressed members and enlightened them about the latest development of various issues and asked members to deliberate about their local problem.

 Then Sh. Hari Singh welcomed  the executives of HQ area and office bearers of Circle and CHQ. The meeting was started with the deliberations over local problems of executives of HQ area. Mainly the following points were focused:

 1)      No adequate arrangement for proper sitting of executives. 

2)     Shortage of executives causing overburdening them.

 3)     No Cooler/AC provided by administration causing lot of difficulties for working. 

4)     Very Poor infrastructure (e.g. shortage of PC , Printer, FAX, Scanner & photocopy machine ) at NCR counter and other offices. 

5)     Sitting arrangement for staff of  CAO IA . 

6)     Poor Mobile net work service . 

Sh. K. R. Yadav CP and Sh. Ram Gopal CS addressed the meeting and assured the executives for earliest solution of their genuine problems. The progress of each issues pending at ED Office was conveyed to all executives. 

Thereafter Sh. V.P.Bhardwaj addressed the house and assured for full cooperation of CHQ for resolving the issues of HQ executives so that they may work peacefully and more efficiently. He called each and every executive for strengthening TEAM so that matters pending at any level may be resolved to the best satisfaction of them. SH. A.K.Kaushik addressed the house and told in depth the progress of each pending issues at corporate office. He told members that association has conveyed the resentment of executives over negative approach of administration for resolving the issue of 78.2% IDA Neutralization and  CCL orders. He called upon all executives for their full cooperation and firm faith in TEAM so that all the matters pending at any level may be resolved.

 GS along with JGS Sh. V. P. Bhardwaj and Circle President Sh. K. R.Yadav met with GM(HR) on 06-06-2014 and discussed the following pending HR issues:

1. Abnormal delay in finalization of JAO seniority:-  We expressed our serious concern over the abnormal delay in finalization of JAO seniority which is adversely affecting the promotional aspects of JAO’s.     

          GM (HR) assured to resolve the issue on priority.

2. Implementation of 1st Financial up-gradation from E-2 to E-3 after 2nd Pay Revision in Mumbai:-   We informed GM (HR) that some clarifications have been sought by Mumbai unit since long back from corporate office but the reply is still awaited from Corporate Office. It is requested to send the reply on priority so that 1st financial Up-gradation can be given to the eligible executives in four years instead of five years who have touched minimum of the scale of the promoted post.  

GM (HR) admitted that this case is pending with corporate office. We are examining the issue and reply will be sent accordingly.

3. Child Care leave:-  GS express resentment of TEAM against the decision of MTNL Board dated 30.05.2014 ,which is against the spirit of orders of Govt. of India . These orders are restricting women employees working in MTNL for availing Child Care leave up to 2 years including 3 months paid holidays only.   

GM (HR) informed that at present orders are likely to be issued tomorrow as per the Board decision only.  

4. Refixation of seniority in CAO (E-5) grade :- We explained that vacancies were available in the grade of CAO(Sr. Manager) but all the vacant posts were not filled in the year 2009 and 2011 which is clear cut violation of the instructions/orders of Govt. of India for holding DPC etc.  Due to which some eligible executives could not be promoted resulting loosing their seniority in the cadre despite their representation are pending in the corporate office and no action has been taken by HR unit.  

       GM (HR) informed that we are examining the representations and will be sort out as per rules.

5. Reply to the letter dated 04.06.2014 of Under Secretary Govt. of India regarding provision of another one time option for prorate pension optees  :-  We informed him  that under Secretary , GOI has sought your comments/views on points no. (II) of the OM No. 4/23/2013-P&PW(D) part dated 12.03.2014.  It is requested to kindly send the reply on priority.  

         GM (HR) assured to send the reply at earliest.

6. Issue related to the promotion of Stenographers: – We mentioned that in Mumbai Stenographers promoted to E-2 Scale have not been given the designation of AM and they are deprived of the further promotions as per EPP-2207.  

     GM (HR) assured to examine the issue and necessary instructions will be issued to Mumbai unit.

MTNL Commonwealth Games graft case closed:  A special CBI court has accepted CBI’s closure report in a 2010 Commonwealth Games graft case related to alleged cost inflation of nearly Rs 400 crore by MTNL and a private firm in setting up broadcast network for the Games. The court accepted CBI’s closure report saying no evidence could be found against the accused persons and no loss was caused to the state exchequer. A news from Times of India.

A General Body Meeting of North Area was held at Rohini Sector-3 GM Office building on 30-05-2014. All executives of Rohini attended the meeting . Sh. A.K.S.Chauhan AS north ,Sh. Ramneek Sharma CHQ VP, Sh. P.K.Vats CWC member and Sh. D.B.Sharma AOS organized the meeting in very disciplined manner. The meeting was attended by Sh. Ram Gopal CS, Sh. K.R.Yadav CP, Sh. Rajib Kumar AGS, Sh. S.P.S.Yadav AGS , Sh. Mahesh Kukreti AGS, Sh. V.P.Bhardwaj JGS and Sh. A.K.Kaushik GS .

Sh. A.K.S.Chauhan AS welcomed all executives of North Area and Circle & CHQ Office bearers . All the executives deliberated for various issues and problems faced by them in day to day working. Unanimously the following problems were highlighted for further follow up action by area/circle body:

1)      Shortage of materials.

2)     Redeployment of executives and stored materials.

3)     Shortage of funds.

It was decided that an agenda for meeting with area GM will be send to GM office within 2-3 days.

Thereafter the meeting was addressed by Sh. K.R.Yadav CP and Sh. Ramgopal CS . Both of them while addressing the meeting assured to members that the problems will be taken with the management at all appropriate levels to get best solutions as soon as possible. CS Sh. Ram Gopal told the members about latest developments of all the issues pending at Delhi unit.

Then meeting was addressed by Sh. V.P. Bhardwaj and educated  members about unity and strength of association for resolving the many issues pending at various levels. Sh. A.K.Kaushik GS also addressed the meeting and issue of 78.2 % IDA neutralization was  highlighted by him. He told it is right time to get rid of this issue otherwise it will create problems to settle our pay revision in next Pay Commission. GOOD MORNING WITH NEW RESPONSIBILITIES

Corporate office issued orders for regular promotion for DE to DGM(T) for 70 executives and CAO to DGM(F)for 23 executives. TEAM continuously pursued this issue vigorously and finally our senior most executives got their due promotion. This historic  achievement in the history of MTNL/BSNL/DOT is due to consistent stand taken by TEAM. We thank sincerely CMD and MTNL management whole-heartedly and request that regular promotion in the grade of   SM/DM/AM in the same spirit. It is little bit late but still we appreciate the positive mind set of HR section of corporate office.

United forum of Unions and Associations of MTNL wrote a letter to Member(Fin) DOT and CMD MTNL regrding delay in procedure for payment of pension by DOT to absorbees of MTNL. Wherin it has been stressed that inspite of  delay of 3 months after Gazzate Notification in this regard the matter has not been resolved till date and the progress is quite slow. Due to this every month there is delay in payment of pension

GS Sh. AK.Kaushik along with AGS Sh.Rajib Kumar met with CMD to discuss the following points:

1)      Clarification by corporate office to Delhi/Mumbai Units for designating Stenographers to E-2 (Executive cadre) : We asked CMD to issue clarification/instructions to Mumbai and Delhi Unit for designating all the stenographers promoted to E-2 cadre under restructuring scheme and subsequently as Asstt. Manager (Executive) and thereafter they should be given all benefits provided to executives (Similarly placed ) as per executive promotion policy-2007. The excess service rendered by stenographers in their substantive grade prior to promotion as E-2 should be taken in to account while promoting them from E-2 to E-3.

CMD has given positive response in this regard.

2)     DPC for regular promotion in all cadres: We asked CMD to expedite the procedure for holding DPC for regular posts in all cadres of all streams.

CMD assured to issue verbal instructions to appropriate authority for expediting the same.

3)     Child Care Leave: We reminded CMD about the delay and altering the conditions in the proposed orders for Child Care Leave for all women staff working in MTNL

CMD was not favorable on this issue.       

We communicated him that any dilution in the order of Govt. Of India in this regard will be strongly protested by our association.

27.05.2014  A General Body Meeting of the Executives working at CGO Building (WS area , Corporate office, Central and Broad Band) was held at CGO complex during lunch hours. The meeting was organized by Sh. P.C.Sarswat CHQ Advisor, Sh. S.K.Tyagi AS WS, Sh. Manoj Malhotra AS Central, Sh. Maninder Sareen AS Broad Band and Sh. S.K.Rastogi  OS CHQ. Nearly 150 executives of different areas participated in the meeting . Sh. A.K.Kaushik GS,  Sh. Ram Gopal CS Delhi, Sh. K.R.yadav CP Delhi, Sh. V.P.Bhardwaj JGS and Sh. S.P.S.Yadav AGS attended the meeting.  Sh. P.C.Sarswat welcomed the executives and all office bearers of Circle and CHQ.

The main agenda of 78.2% IDA neutralization was focused by each office bearers besides discussing all the local issues of executives and problems being faced to maintain the Wireless services. All the members were having unanimous opinion to go ahead with proposed protest action programme for resolving our long pending issue of 78.2% IDA neutralization. A General Body Meeting of West area was held on 24-05-2014 during lunch hours at Rajouri Graden Telephone exchange building. Executives from all corners of West area attended the meeting. Sh. United Forum wrote a letter to CMD MTNL wherein the pending issues pertaining to employees/executives/retirees of  MTNL have been raised. The main issues are as follows:

1)     78.2% neutralization at the pay fixation as on 01-01-2007 as per Wage Commission Report.

2)    Payment of arrears of pension w.e.f. 01-01-2007 (@68.8 % neutralization basis to the eligible retirees entitled for combined pension.

3)    Providing a fresh opportunity for exercising pension option to the pro-rata pension holders in MTNL.

4)    Extending benefit of Medical Facilities under CGHS to all sections of absorbees working employees and retirees in MTNL.

 United Forum cautioned MTNL Management that within a time limit of 3 weeks from the date of this letter these pending  issues must be resolved otherwise United Forum will organise various modes of Protest Actions without any further letter.

Meeting with Member(Fin) and Dir. (Esstt.) DOT to pursue the cases………

GS Along with President United Forum and MTNL Staff union Sh. Mange Ram Sharma and JGS Sh. V.P.Bharadwaj  met Member( Finance) DOT regarding Pro-rata Pension case. Member (Finance) responded positively and assured to clear the file immediately with positive note. Member (F) further informed that the MTNL will be off loaded with the payment of pension liability shortly.

Same representatives met with Dir.(Estt) to discuss the issue of extending CGHS benefit to MTNL employees. We have been informed that this issue will be resolved shortly . MTNL employees with combined pension at par with the BSNL will be provided the option for CGHS benefits. Dir(Estt) informed that the pro-rata optees can avail CGHS facility immediately as they are already drawing pension from the Govt. of India.

 GS along with Sh. Rajeeb Kumar AGS met with CMD and GM(HR) and discuss the various issues  : 

1)      Matter of Child Care Leave: we once again requested management to issue the orders in this regard shortly as the matter has already been delayed. 

We have been informed that orders regarding Child Care Leave will be issued soon and these orders will be similar to orders of Govt. Of  India in this regards.

2)      Additional Increment on Adhoc/ Regular promotion: We have requested GM (HR) and JGM(HR) to process the case of one additional increment on regular/adhoc promotion as CMD has assured us to resolve same favourably. 

GM(HR) Assured to process the case shortly.

3)      Case of Regular Promotion: We have discussed the case of regular promotion in all the cadres and demanded that the order for regular promotion from Corporate office in all the cadre may be issued immediately. 

We have been informed that some of CR folders of eligible candidates are still awaited. 

We therefore request to circle secy. Of Delhi and Mumbai unit to kindly ensure that the screening report of all eligible candidates must reach to the corporate office without ant further delay.

Dear comrades kindly get your self geared up for decisive struggle to achieve our long awaited demand merger of 78.2% IDA w.e.f. 01-01-2007.We all know that we have already asked MTNL management to implement the same by 15-05-2014. If Management fails in exceeding our demand of merger of 78.2% IDA the we have to go for protest action programme.

 GS wrote a letter to CMD MTNL , for full filling the legal binding of implementation of 78.2% IDA neutralization w.e.f. 01-01-2007. GS quoted that DOT has already issued Presidential order in this respect so there should not be any hitch to implement it.

TEAM has underlined that till 15-05-2014 the essential steps in this regards may be initiated. Thereafter Association will be forced to communicate the Protest Action Programme for this genuine demand.

 FOR IMPLEMENTATION OF GAZETTE NOTIFICATION FOR PAYMENT OF COMBINED PENSION FOR MTNL ABSORBEES BY DOT 

DOT has issued the order to bring the payment of combined pension for MTNL employees under the purview of payment by DOT. This has occurred after waiting for almost a month.During this period, MTNL Finance Wing has toiled very hard to keep the things ready for handing over to DOT. But unfortunately, the similar kind of zeal is conspicuous by its absence. They took the position, “Let the OM be issued first.” Now when OM is also issued, we would like to believe, the concerned section of DOT will spare any effort to complete the takeover process at the earliest.

An emergent general body meeting of Transmission Area was held on 23-04-2014 in room no.756 to discuss the recent devlopments regarding arbitrary transfer & posting orders of some executives. The executives from all corners of Delhi participated in the meeting. After a lenghthy deliberation it was unanimous opinion of the house that the General Manager Transmission is issuing transfer orders in baised way without considering any transfer policy and hence must be opposed.The other issues were also discussed. A resolution of the unanimous sentiments of the house has been communicated to GM(Trans).

GS along with Sh. V.P.Bhardwaj JGS today met with CMD to discuss the following points.

1) Delay in holding of DPC for all cadres of all streams: GS asked CMD that once DPC calender has been circulated then the DPC must be as per scheduled programme only. The letters for calling of CRs have not been circulated for any other post except for DGMs. As the procedures is lenghty and time consuming for calling of CRS, screening report at Circle levels and then holding of DPC at Corporate office. Therefore for avoiding any further delay at least letters for calling of CRS for all cadres in all streams may be circulated immediately.

CMD assured to look in to matter for holding of DPC on priority.

2) Child care leave: GS discussed the matter in detail and expressed concern of association for delay in resolving the issue despite the specific order of Govt. of India.

CMD assured that the orders will be issued shortly in this matter.

GS along with Sh. V.P.Bhardwaj JGS met with DGM (Personal) today to discuss the following points:

1)      Implementation of 1st Financial up-gradation in 4 yrs instead of 5 yrs for JAOs working in Mumbai : GS pointed out that there are some JAOs working at Mumbai who got 1st Financial up-gradation after 5 yrs instead of 4 yrs as they have touched minimum of E-3 Pay scale in 4 yrs. MTNL Mumbai Management has already sent the issue to corporate office for seeking clarifications quite long back but till date no clarification has been issued.

DGM (Personal) replied that he is not aware of the issue so he will check it in his section and accordingly the decision will be taken.

2)      Implementation of 1st Financial up-gradation in 5 yrs in case of personal staff : GS pointed out that 1st Financial up-gradation to personal staff /stenographers working in Mumbai are being given in 5 yrs instead of 4 yrs.

DGM (Personal) assured to look into the matter.

Convener United Front of Unions and Associations of MTNL along with AGS TEAM Sh. Rajeeb kumar met Member Finance Ms.Annie Moraes today and discussed the matter of non payment of pension for the month of March-2014 payable in April-2014. It was informed to member finance that due to non payment of pension particularly during the season of Navratris has put the pensioners in very difficult and frustrating situation.

 

Member Finance has informed that necessary action has already been taken and MTNL has been instructed to release the payment immediately.

   
04.04.2014 GS along with Sh. Mange Ram Sharma President United Forum, Sh. Sanjeev Kumar OS TEAM, Sh. J.S.Yadav CS TEAM Mumbai and Sh. Kedar Kishore GS MTNL workers Union Mumbai met with Sh. Kapil Sibal ,Hon’ble Minister of Communication and IT and discussed about non payment of pension to the pensioners of MTNL for the month of March-2014. Minister patiently heard our grievance and directed DOT to issue OM in this regard and simultaneously directed to CMD MTNL for immediate payment of pension to the retirees of MTNL. It is expected that OM in this regard may be issued today. Accordingly pension may be released to pensioners latest by Monday

GS Along with JGS Sh.V.P.Bhardwaj, AGS Sh. Rajib Kumar ,Organizing Secy. Sh. A.K.Kapoor and Asstt. Fin. Secy. Sh. N.K.Bhatia met with Sh. Praveen Kumar Purwar Dir.(Fin) MTNL today to discuss the following issues.

1) Finalization of Gradation/Seniority list of JAOs : We express our concern for inordinate delay in finalization of gradation list of JAOs since 2005. We pointed out that CRs were called for the JAOs for regular promotion as AOs in month of July-2011 and DPC was conducted and order issued from this list in the month of Feb-2013, but departmental JAOs were not considered in that DPC due to non finalization of seniority list and it was recorded that after finalization of gradation list the review DPC will be conducted but till date the list has not been finalized causing frustration among the effective executives. We requested him to resolve the issue on top priority

Dir.(Fin) told that he has already examined the issue and after discussion with Dir.(HR) the issue will be sent to HR section latest by 1st week of April.

2) Re-fixation of seniority in regular CAO grade in E-5: We pointed that some representations from individual executives working in the grade of senior manager (E 5) are lying pending since long despite the issue was brought to the knowledge of corporate management for re-fixation of seniority, but nothing has been done so far in this regard. We requested to resolve the matter on priority as the DPC for DGM (Fin) is scheduled very shortly.

Dir.(Fin) expressed his un awareness about this issue and assured to examine the case on priority. He further advised us that the matter may also be taken up with Dir.(HR) as most part is concerned with HR section only.

3) Payment of Pension from DOT at earliest: We expressed our concern over payment of pension by DOT from April 2014 onwards.

Dir.(Fin) replied that they are chasing this issue with DOT for the same and requested us to raise this issue with DOT .

4) Extension of CGHS Facility for working/retirees of MTNL: We informed Dir.(Fin) that on various platform we have taken this issue and we requested him to gear up for early resolution of this issue.

Dir(Fin) agreed in principal and informed that MTNL has already taken up this issue with positive note and hopeful for early extension of CGHS facility to at least to retirees of MTNL.

The issue of revision of seniority of SDEs promoted in 1998 (case of 1966 posts) has come to final conclusion. The Seniority list has been revised. We are great full to our leadership who have continuously pursued the case and took it to final destination.    Another Good News For Pro-rata Pension optees

Com. Mange Ram Sharma, President United Forum of Associations and Unions o MTNL had written a letter on date 04/03/2014 for provision of one more option to pro-rata optees of MTNL. The DOPT (Pension Welfare) has responded favorably and asked the comments from DOT/MTNL. The MTNL Management has also given reply to DOPT and DOT. This could have been possible because of our hon’ble MO C& IT .We once again express our sincere thanks to Sh. Kapil Sibal ji for his kind help.

19.03.2014  CS Sh. Ramgopal along with President Sh. K.R.Yadav and AGS Sh. Rajib Kumar met with GM (Admin.) today on 19.03.2014 to discuss the following agenda:

1) Issue of Look after Promotion: We raised this issue and described in detail. We reminded her that on earlier occasions we raised this issue too and then GM (A) referred to the decision of ECM for LA promotion. We told GM (A) that we could not find any copy of such decision of ECM. If today it is available then the same may be provided to us so that this case can be taken up with corporate office.

GM (Admin) replied that ECM took decision for extending Administrative, Financial and Disciplinary powers to the Look after promoting officers. So as such there is not much difference in officiating and look after promotion. Even then she assured us to raise this issue at competent platform.

2) Regular promotion for DGM (Tech) and DGM (Fin): We expressed our worry over delay in latest vigilance and screening report for regular promotion to the post of DGM (Tech) and DGM (Fin) with reference to the letter issued by corporate office.

GM (Admin) assured us for expedition of the work in this regards.

3) Delay in permission sorted by executives for movable /immovable property: We raised this issue of delay in permission sorted by executives for movable /immovable property.

GM (Admin) admitted that there is delay with such cases. She explained that the cases are now coming to head quarter only whether for executives or non executives ; so delay has been introduced as staff is not sufficient to handle the number of cases. However she asked about the particular cases which have been delayed.

We handed over a list of such cases to GM (Admin).

4) Request transfer cases for consideration: We requested GM (admin) to expedite the request transfer cases of executives.

She assured us to look in to all cases on merit.

5) Shortage of Vehicles for field officers: We expressed our sincere concern over this issue. We told that field officers are facing very hardship while maintaining our services in different areas. Due to shortage of vehicles they cannot move in the field and maintenance work is suffering a lot.

GM (Admin) expressed her inability to handle this issue. She told the direction of corporate office are being followed by Delhi Unit in this regard and hence matter may kindly be take up with corporate office only.

6) Staff number to regular promoted SDEs in 2012: We explained that the staff numbers for regular promoted SDEs in year 2012 have not been issued till date.

GM(Admin) told that this issue shall be tackled very shortly.

After long persuasion of our Association the retention order of 2 AO promoted in june-2013 have been issued by corporate office on 11-02-2014 and now on date 11-03-2014 MTNL Delhi Unit issued their orders to GM (NP) and GM (TY) .

                                                                            Another Relief…

It is reliably learnt that Corporate office have completed the work related to re-fixation of seniority of SDEs promoted in 1998. (The case of 1966 posts).The final order in this regard shall be issued and  uploaded  shortly.

TEAM pursued this case vigorously and brought it to final justified conclusion. TEAM expresses whole hearted gratitude to  1)our executives working in HR section for their contribution to sort out this case, 2 )  Jt. GM(HR) & GM(HR)  who have supported and guided to theses executives and  3) finally for top brass of MTNL i.e. Hon’ble CMD, Dir.(HR) and Dir.(Finance) who once understood the case ; extended their clearance for approval of re-fixation of seniority.

 13-03-2014  MTNL corporate office issued a letter to GM (Admin) Delhi Unit for sending screening report and latest vigilance clearance report of 11 eligible officers of NE-11 cadres . The promotion of said officers is due for Non-Technical Identified Posts for E-2 Grade.

 11.03.2014  MTNL Corporate Office issued a letter for renewal of Group Health Insurance Policy for working MTNL employees w.e.f. 10-03-2014 to 09-03-2015. Policy has some changes as compared to policy of earlier year.

 BSNL employees/Retirees are now entitled to opt in favour of CGHS facility. We can reasonably hope that MTNL employees/Retirees who are similarly placed would also be made entitled for similar facility.

 BSNL staff threaten strike against merger with MTNL : Two lakh and fifty thousand workers of BSNL will resort to immediate indefinite strike if the Government decides to merge BSNL and MTNL. The workers’ union is also against hiving off the tower assets of BSNL into a separate company. The Forum of BSNL Unions /Associations, which is the co-coordinating committee of the unions/associations of non-executives and executives in BSNL, at its meeting held on March 3, strongly opposed the move on grounds that it will seriously and adversely affect the future of BSNL and its workforce. Handling of succession issues at BSNL, MTNL under fire: Communications minister Kapil Sibal is miffed by the telecom department’s handling of the leadership succession planning exercise at Bharat Sanchar Nigam andMahanagar Telephone Nigam, according to government documents reviewed by ET. In an internal note to telecom secretary MF Farooqui, Sibal has questioned why DoT recommended BSNL director -consumer mobility Anupam Shrivastava, and MTNL director – finance PK Purwar, as future successors to BSNL chairman & managing director RK Upadhyay and MTNL chairman & managing director AK Garg, respectively, without considering three-year extensions for both incumbents based on “a mandatory performance appraisal by an external expert group”.    Central Govt staff to get 10% hike in DA : Come elections, and the bonanzas have begun. On Friday, the Cabinet cleared a 10 per cent hike in dearness allowance (DA) and dearness relief (DR) for 50 lakh serving and 30 lakh retired Central Government employees, offering them some relief from rising prices of essential commodities. This is the second successive 10 per cent increase, making the total DA/DR equal to 100 per cent of basic salary. The additional DA will be applicable from January 1, but will be paid only after the disbursement of March salary. A news from Business Line.

As per the decision taken by DOT, the pension/family pension for all combined pension optees will be disbursed by CCA, Prasad Nagar, New Delhi. Now the new PPO will be issued by the CCA, Prasad Nagar, New Delhi. Hence the following information/Documents may be submitted to Sr.A.O. (Pen-Disb.), STD Bldg., Eastern Court, New Delhi for regular payment of pension/family pension.

 28.02.2014 Our case in Hon’ble CAT to set aside ‘Sr. Manager Recruitment Rule-2008’ came up for hearing on 25-Feb-2014. The proceeding could not be done as advocate of MTNL did not turn up in the Court. Hon’ble Court has fixed 17-April-2014 as next date of hearing.

Telecom department hauls up C-DoT for the delayed rollout of confidential secure network : The telecom department (DoT) has hauled up Centre for Development of Telematics (C-DoT) for the delayed rollout of a government network for confidential communications, shows an internal note seen by ET. Since the proposed network will be only used by India’s top bureaucrats and central ministers, DoT has threatened to give the mandate to another central agency if C-DoT is unable to submit a compliance report by the month end. C-DoT is the government’s telecom research arm that was tasked with executing the secure communications network three years ago. A news from Economic Times.

Felicitation Programme of Shri. Kapil Ji Sibal, Hon’ble MoC&IT is a grand success.  Though it had to be postponed twice in successive days more than 500 members assembled at Juhu Dhanda BSNL Building Conference room in short notice in the packed room. More than 100 people were standing oout side the conference hall as the room is packed beyond capacity. As promised Shri. Kapil ji Sibal arrived at the venue at the prefixed time although he was on his private visit to Mumbai. Shri. Bhai Jagtap, MLC and Chairman of United Forum of Unions & Associations of MTNL, Shri. Peeyush Agrawal, ED, MTNL, Mumbai, Shri. Anand Kulkarni, Chief General Manager, BSNL’s Maharashtra Telecom, Shri. Praveen Malhotra, Sr. GM(HR), BSNL, Shri.A.P.Singh, GM(F), MTNL were present during the felicitation programme.

Shri. J.S.Yadav, Welcomed all the dignitaries and members of various Unions & Associations and expressed happiness of the whole MTNL family on securing Pension from Government and thanked Han’ble Minister for settling the Pension issue which saved the retired life of more than 68,000 odd families. Shri. A.K.Kaushik, while addressing the gathering thanked the Minister for his role in clearing the issue and told that the entire MTNL family is indebted for the Minister as well as the Congress Government for resolving the 14 year old pension issue which remained unresolved on behalf of more than 68,000 thousand families. Shri. Kaushik added that we will work for both Shri. Kapil Sibal and Shri. Milind Deora and bring them back to the Lok sabha to work for the nation. Shri. Kaushik requested merger of merger of BSNL and MTNL as early as possible.

Shri. Bhai Jagtap during his speech said the felicitation programme of Shri Kapil Sibal and Shri. Milind Deora could not be conducted owing to their compelling political and official assignments and regretted for the postponements of the felicitation programme of Shri. Kapil Sibal twice. He further regretted that Shri. Manikrao Thakre was away at work and could not make it up to the felicitation programme. He praised Shri. Kapil Sibal for his Kranti Kari Nirnay and thanked him for saving the retired life of more than 68,000 MTNL employees. He said MTNL employees will always be thankful for his kindness.  

Shri. Kapil Sibal acknowledged our feelings and said that present condition of MTNL is not due to failure of employees but due to mistakes of Government and the correction is necessary. As a Minister he did his job and was feeling very happy on seeing the smiles of people around, he added.  There is no need to thank or felicitate again and again and let this shall be the last felicitation meeting on account of pension issue. He felt very happy that he could do justice. He added further that whether he is elected back or not he will continue to support us in our cause either as a parliamentarian or as an advocate. If he happens to serve us as an advocate, it will be free of cost. He requested all of us to continue engaged in the nation building activities and see that India’s economic growth grew faster. On the issue of merger of BSNL and MTNL, Minister told that merger of these two PSUs will only help us compete with private players. In-princilpe approval will be taken in the next cabinet meeting, Minister told. Felicitation programme ended with a happy note.

Due to unavoidable circumstances Shri. Kapil Ji Sibal, Hon’ble MoC&IT could not attend felicitation programme organised today. The felicitation function organized by United Forum of Unions & Associations of MTNL, Mumbai to express our gratitude to the Hon’ble Ministers for getting Union Government’s approval for payment of pension by the Government of India (DOT) to the officers and officials absorbed in MTNL from Department of Telecommunications and refund of BWA charges to MTNL is graced by more than 4 to 5 thousand employees and is a great Success.

The felicitation function started with lighting of lamps. Shri. Kaleem Khan started by inviting the dignitaries and various constituent Unions and Associations to take their chairs. Shri Chitranjan Devkar, Convenor of the United Forum Function started conducting the function. Shri. J.S.Yadav, Chairman of the Function welcomed all the dignitaries and mentioned about the way the pension issue was taken up and followed up till it achieved its final destiny which brought smile in our faces today.

Shri.  A.K.Garg, CMD, MTNL praised the whole Ministry for deciding Govt. Pension for MTNL employees and thanked them for their decision to bring back MTNL to its old glory. He also requested all the employees to work hard and increase revenue by 10% with available resources.

Shri. Bhai Jagtap shared his happiness with the MTNL family members who are assured of pension from Govt. and questioned leaders who interpreted earlier that the Pension from Govt. is next to impossible. He stated that he had decided to fight out this issue three years back when he came to MTNL and recalled those days. He thanked the entire Ministry and the Government which made it possible. Pointing out the claim of a Union which is claiming one month salary of employee for getting secured pension from Government he had cautioned CMD, MTNL and told that CMD will be questioned and held responsible for any such deduction.

Shri. Milind Deora, Hon’ble MoS(C&IT) while addressing the gathering of more than 3000 congratulated them on securing their families interest and praised Shri.Bhai Jagtap for helping the Government in deciding pension directly from Government. During his speech, Shri. Milind Deora said he was very much familiar with MTNL’s Operation even before joining this Ministry. The matter pertaining to pension was discussed with Prime Minister and Mrs. Sonia Gandhi Ji and GoM was formed to settle the issues pertaining to pension and to look in to the financial viability of both MTNL and BSNL aftere Shri. Bhai Jagtap briefed about the issue in depth.

Shri. Bhai Jagtap is the right leader in this direction and work for the cause he undertake. He followed up the case and won the pension which was thought of as impossible by others. You will be fortunate to get such a leader and don’t let him slip away, the Minister added. Since the liability of pension payout to MTNL opted employees are taken over by DoT, MTNL’s financial position will improve, he added. 

Shri. Milind Deora further said merger of BSNL and MTNL is inevitable and the department is in the process of merging them soon. “Government started the process for merger and these two entities will be merged shortly. Merger of these two entities will bring in synergy of technical and marketing activities of both the companies and help us compete with the private players across the country, he added.

            At the fag end of the meeting Shri. Bhai Jagtap mentioned that Shri. Kapil Ji Sibal, Hon’ble MoC&IT could not attend the function due to his official assignments and told that Shri. Kapil Ji will be felicitated at CETTM, Mumbai on 26.2.2014  at 4pm. Meeting ended with the happy note.

TDSAT directs MTNL to refund Rs 96.68 cr to Reliance Communication: Telecom tribunal TDSAT today directed state-run MTNL to refund Rs 96.68 crore, the excess amount collected by the PSU from Reliance  Communication as interconnect user charges (IUC), to the private operator.

The tribunal also asked MTNL to pay interest on the amount charged excessively from the Anil Ambani-led Reliance group firm in HDC (Home Direct Calling) issue.A news from Economic Times.

Incredible!!!         Beyond Imagination !!!      But Reality!!!

The Felicitation function organized under banner of United Forum of MTNL Unions and Associations was graced by valuable presence of Chief Guest Sh. Kapil Sibal ji Minister (C&IT), Sh. Bhai Jagtap Hon’ble MLC Maharashtra & chairman of United Forum of MTNL Delhi and Mumbai, Sh. S.K.Kharventhan Hon’ble Member of National Commission of Backward Classes , our family head Sh. A.K. Garg CMD MTNL, head of MTNL Delhi unit Sh. B.K.Mittal , Sh. Kamlesh Kumar CGM(D) MTNL Delhi, Sh. R.A.Gupta CGM (O) MTNL Delhi ,  General Managers of nearly all areas of MTNL Delhi. Nearly 3000 participants came to attend the function from all corners of Delhi. The capacity of the hall was very limited and hence many of our hon’ble participants could not have seat .

The beautiful programme was decorated with a cultural programme in the beginning of function. A well known singer Sh. Praveen Mudgal ji sang many songs of different tastes. Particularly he is known as a popular singer of Sai Bhajans and hence he proved his excellence in jam-packed hall of audiences.

Hon’ble chief guest Sh. Kapil sibal ji arrived at 5 pm and main function was started by lightening of lamps by all guests. The function was presided over by Sh. Mange Ram Sharma President of United Forum . Welcome speech was delivered by Sh. A.K.Kaushik Secy. United Forum and GS TEAM. He whole heartedly praised Chief guest for his kindness for resolving the issue of Pension which was lying unresolved since last 12 years. Our GS underlined role of Sh. Bhai Jagtap under whose dynamic leadership we could succeed to achieve our pension issue resolved. He praised Sh. S.K.Kharventhan ji whose role for approaching Sh. V.Naryansamy and convincing him for our legitimate right of pension by Government of India. He further appreciated the role of MTNL management as whole and in particular of Sh.A.K.Garg CMD, MTNL. He described him as main architect of technical aspects of MTNL revival plan. He whole heartedly appreciated MTNL management. He placed 2 demands before Hon’ble minister 1) CGHS facility to be extended to MTNL employees 2) Second chance to Pro rata pensioners.

The convenor of United Forum Sh. M.K.Bagchi ji addressed the house. He praised each of our esteemed guest for their respective contribution and placed 2 demands before Hon’ble Minister 1) Implementation of 78.2 % IDA neutralization to MTNL employees and arrears 2) Arrear Payment to retirees pending for pension revision.

Then the President of United Forum Sh. Mange Ram Sharma during his speech appreciated Congress Leadership for having a serious note on difficulties of employees and resolving them. He assured Hon’ble Minister for whole hearted support from all families of MTNL for forthcoming general election. He also placed the demand of 2nd chance to pro rata pensioners before Hon’ble minister.

The Chairman of United Forum Shri. Bhai Jagtap addressed the gathering by his dynamic speech. He described the role of Sh. Kapil Sibal ji Hon’ble Minister and Sh. Milind Deora ji Hon’ble Minister of State, in detail .He thanked our Hon’ble Minister for his kindness for resolving the issue and assured him on behalf of entire family of MTNL that they will support him by all means in the forthcoming general elections. He assured to all MTNL employees that their voice and their issues will be raised and resolved by him in future too.

Thereafter Shri. Kapil Sibal ji Hon’ble Minister was felicitated by Shri. Bhai Jagtap Hon’ble Chairman of United Forum by offering him Flower bouquet, Shawl and a beautiful momento. All hall stood up for the occasion and clapped for more than 5 minutes .

Then Sh. Kapil Sibal ji started his deliberation. He thanked all employees of MTNL for his over whelmed honor. He acknowledged the key role of Shri. Bhai Jagtap and Shri. Milind Deora ji for creating outlines of this typical issue. He described the way in which he raised the issue before Hon’ble Prime minister of India. Then Hon’ble PM agreed for revival plan of MTNL and created GOM for the purpose. Then with the help of excellent technical data received from MTNL management he could  convince all Ministers of GOM for the revival of MTNL. Once again when matter came to cabinet of India, he convinced all GoM Members for settling this issue. He assured all of us for resolving our pending issues which has been raised by our leaders. He specified that his 1st priority is now for merger of MTNL and BSNL. Then he told that Union Cabinet is considering to provide facility of CGHS to some other departments and MTNL is one of them . If matter is decided then the facility will be extended to all departments simultaneously. He further assured that the pending arrears of retirees shall be finalized very soon. He further assured all kind of support from Government of India for revival of MTNL and ended his speech with expressing gratitude for honouring him in front of whole MTNL family.

Thereafter all Hon’ble Guests were honored. Sh. Bhai Jagtap was honored by convener of United Forum Shri. M.K.Bagchi by offering him a flower bouquet, shawl and momento , Shri. S.K.Kharventhan was honored by Shri. A.K.Kuashik ji GS TEAM, Shri.A.K.Garg CMD MTNL was honored by Shri. J.S.Yadav CS TEAM Mumbai and in this way all other guests were honored by different prominent leaders of different organizations.

Then Shri. Prahlad Rai, GS, AIBSNLEA addressed the house and assured his full support to resolve the pending issues of MTNL employees. He welcomed the concept of merger of BSNL and MTNL and raised the voice for 78.2 % IDA neutralization for MTNL employees. He thanked organizers for felicitating him.

Our case for scrapping LICE for E-2 to E-3 came up for hearing in Principal Bench CAT New Delhi on 13-02-12014 at S.N. 41 in court no.2. It was scheduled for arguments. But Hon’ble court could not hear the same due to shortage of time and next date for argument has been fixed on 15 th May 2014.

Sh. A.K.Kaushik,G.S. along with Sh V.P.Bhardwaj, Jt.G.S. and Sh. K.R.Yadav, Circle President met Director Finance on 05.02.2014 and discussed the following issues:-

1.  Fixation of Seniority of JAOs :- G.S. pointed out that seniority issue of JAOs is lying pending since long despite our regular correspondence and frequent pursuance . Their C Rs were called for regular promotion as A O in July 2011 but till date their DPC could not be held due to non finalization of gradation list since 2005.

Director Finance admitted the delay and informed that due to some technical reason this issue could not be resolved. He assured to resolved this issue on priority. He has further asked us to meet in the next week to resolved this issue.

2. Re-fixation of seniority of TES Group “B’ posts (1966 posts of SDEs) :- G.S. pointed out that this mater is pending since long and case file is lying with finance for financial concurrence . 

Director Finance informed that he has not gone through the file due to his ptre occupation in the pension issue . He assured that he will call for the file and get it cleared in the next week.

3. Status of Pension Notification :- G S asked the status of pension notification

Director Finance has informed that Hon’ble Minister has cleared the draft of Pension notification today and send the same to Secretary , Telecommunication for onward communication to Deptt. of Pension and pension Welfare for Gazette notification.  

4. Retention of 3 CAO at Delhi:- This issue we have pleaded with Director Finance that these 3 CAOs were transferred to Mumbai on regular promotion from Sr AO to CAO by the corporate office even though the sufficient number of vacancies in the cadre of Cao were available in Delhi on the day of notification of holding DPC for the same. 

Director Finance has acceded to our submission in this regard and informed that he has sent the case for retention of 3 CAOs to HR section for issue of necessary orders.

5. Release of funds for GPF payment to working and retired employees and commutation amount to retirees :-G.S. informed Director Finance that due to non availability of funds at both the units i.e. Delhi and Mumbai payment of GPF Advance/Withdrawal to working employees as well as payment to retirees is being delayed. It is requested to kindly release the appropriate amount of funds for both the units so that payment can be made to employees in time to meet out the expenditure on the marriages of their wards or on education etc.

Director Finance informed that we are aware of the situation . MTNL has en-cashed one FDR of Rs. 9 crore with Axis bank to clear this pendancy and now position has improved. 

5. Release of Funds for maintenance of services:- G.S. express his serious concern over non release of funds for maintenance of services i.e. landlines. Broadband, and Mobile Services. We are loosing our customer base due to poor services and delay in rectification of faults due to lack of funds and material/store items. 

Director Finance assured to look into this issue also.

Government sets up seventh pay commission: The government on Tuesday set up a four-member seventh central pay commission headed by former Supreme Court judge Justice Ashok Kumar Mathur.While the pay panel was announced in September, the government said its composition was now cleared by Prime Minister Manmohan Singh.Apart from Justice Mathur, the other members include petroleum secretary Vivek Rae, who is due to retire later this month, National Institute of Public Finance and Policy (NIPFP) director Rathin Roy and Meena Agarwal, who is currently in the finance ministry. 004.02.2014 GS along with Sh. J.S . Yadav CS Mumbai and Sh. Rajib Kumar met today with GM (HR) and discussed the various issues related to DPC of Various cadres. The issue of providing designation of AM to personal Staff (stenographers) on their promotion to E-2 was discussed . The clarification sought from Mumbai Unit regarding financial up-gradation was also discussed. The matter related to issuing the gradation list of JAOs and re-fixation of seniority of SDEs (case of 1966 posts) were also discussed . The attention of GM(HR) was drawn about the in-ordinate delay in resolving these issues by Corporate office. GM ( HR) assured that he will expedite all these issues and get resolved at earliest. GM(HR) asked us to have patience for some more time because the corporate management is over occupied with the issue of getting the notification in the MTNL pension matter at earliest from the Department of Pension and Pension Welfare.

 1)GoM asks govt to loan BSNL & MTNL to pay up salaries: An inter-ministerial group has asked the government to give loans to state-run Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) to help both loss-making telcos pay a portion of their salary bills.

BSNL’s annual salary bill in 2013-14 is likely to touch nearly Rs 14,000 crore while MTNL’s is envisaged at roughly Rs 1,900 crore. “The government is likely to consider roughly Rs 8,500 crore of soft loans at a token 1 per cent interest to help BSNL and MTNL pay salaries to a section of employees who were absorbed from the telecom department,” said a top official privy to the discussions on Tuesday. 2) Nod to hive off BSNL’s tower into subsidiary : The government on Friday gave an in-principle approval to hive off BSNL’s tower assets into a separate subsidiary. 

The Group of Ministers (GoM) on revival of BSNL and MTNL so decided to give a loan to the state-owned telecom companies to pay the employees they inherited from the Department of Telecom. 

On tower assets, Telecom Secretary M F Farooqui said: “Yes, we will be working on it to hive off towers assets of BSNL as a subsidiary.” He said on tower business, the GoM has indicated a way forward and the Department will now see what all approvals are needed to be taken to take it forward.

BSNL has about 60,000 towers. It also has tower sharing pacts with many private operators. A news from Business Standard.

1)MTNL plans affordable Wi-Fi cover for Mumbai: MTNL is keen on launching “affordable” Wi-Fi facilities at airports, railway stations, Monorail, Metro, prominent malls, restaurants, hotels and households in a big way this year. On Friday, it launched “free roaming” (for incoming calls) in Delhi and Mumbai for nearly five lakh local customers.

Union minister for communication & IT Kapil Sibal, who launched the “free roming” at a function in Powai, said MTNL may be merged with BSNL soon and the synergy will be good for the country, facilitating better mobile and broadband services.  2) Govt moving towards MTNL, BSNL merger: The merger into a national telecom service company may be considered for strategic and operational synergies. The minister of communications and information technology, Kapil Sibal on Friday, said the government was moving towards merging state-owned operators Bharat Sanchar Nigam Limited  and Mahanagar Telephone Nigam Limited.

3)MTNL to give up 4G for free spectrum: To offer Wi-Fi services over unlicensed spectrum . State-owned MTNL, which is looking to return its 4G Spectrum to the government, is now eyeing free spectrum to offer high-speed data services.The operator which offers services in Delhi and Mumbai, will offer indoor wi-fi services with speeds which can go upto eight mbps. 18.1.2014 CMD, MTNL met TEAM during his visit to Mumbai today at Telephone House. Com. J.S.Yadav, Circle Secretary, TEAM, Mumbai expressed thanks by offering a bouquet for CMD’s sincere involement during the process of GoM meeting and ensuring that the process of Cabinet approval was completed well before the code of conduct of election comes in to force. CMD ascertained that Cabinet decision on pension and BWA refund were received by DOT and MTNL. MTNL started the process for implementation of BWA decision, ie., MTNL is allowed to raise soverign bonds to the extent of BWA refund. Government undertakes payment of Principal amount and interest due to Current Account Deficit (CAD) situation. DOT is pursing Pension notification by Department of Pension and Pension Welfare. During hour long discussion he also conveyed that with Cabinet decision on Pension, the burden on Pension will cease and he is hopeful of getting some more decisions in favour of MTNL during the ensuing GoM meeting scheduled on 31.1.2014. Issue of merger of BSNL and MTNL also will be discussed on 31.1.2014 in the GoM and we shall expect In-Principle approval in favour of merger. Since Election code of conduct is around the corner by middle of February, 2014 nothing much can be expected. Further he added that now we should work on issues concerning salary payout which need to be met out of our earning in the long run. He requested all to work towards increasing revenue. TEAM assured him all support and requested CMD to ensure timely supply of materials to execute new line provisioning and for maitenance activity. CMD asserted that we have to work with available resources and assured just sufficient materials will be made available from time to time. TEAM also expressed concern about declining GSM customer base and streesed that ensuring product availability in the market and giving visibility of the outlets that keeps the products are the major activity that will help us to increase customer base. CMD told that necessary funds for providing visibility to outlets can be discussed with local management and made available. He also told that he will also instruct in this regard. 2)Don’t mandate only BSNL/MTNL connections for govt staff: GSM industry body The Cellular Operators Association of India (COAI) has written to department of telecom against implementing a proposal mandating government staff and enterprises to use only the networks of state-run telecom operators BSNL and MTNL, saying any such proposal will be anti-competitive.”We once again reiterate that any such move would be arbitrary, incorrect and unjustified and would be anti- competitive and against all principles of level playing field,”Rajan Mathews director general of Cellular Operators Association of India said in a letter to telecom secretary, MF Farooqui. 13.01.2014 Shri. Gurudas Kamat Ji, Hon’ble MP amd Ex.MoS (C&IT) was instrumental in our achievement of Pension from Government. TEAM Along with Joint Forum Members approached him initially in June, 2009. There after Joint Forum approached several Misinisters and Misterial staffs to push our file forward. Delegation of United Forum of MTNL Unions and Associations of Delhi and Mumbai under the leadership of Shri. Bhai Jagtap, MLC and Chairman of United Forum met Hon’ble Shri Gurudas Kamat, Minister of State for Communication and IT on 11th April, 2011 in North block to discuss MTNL Pension and Revision of Pension issue. Shri. R. Chandrasekar, Secretary, DoT and Shri. Kuldeep Singh, CMD, MTNL were also present in the meeting. Shri. Gurudas Kamat, MOS (C&IT) then effectively intervened and directed Secretary, DOT to reopen the file which was closed by DoT and place it for discussion in the meeting of Committee of Secretaries and assured us that he would personally take this issue to H’ble Ministry of Finance for settlement of the issue. He also directed DoT Secretary to clear the file pertaining to revision of pension to retired employees in line with BSNL which had cleared the issue. He subsequently followed up with DoT from time to time the issue of revision of Pension for retireees and finally till it was finally settled in Oct, 2012. However, arrears of pension to be paid was kept in Pending for financial condition of MTNL to improve and the matter is to taken up in the coming days.Thereafter  Shri. Gurudas Kamat Ji directed us in many ways in resolving the Pension issue under the leadership of Shri. Bhai Jagtap Ji and stood with us in each and every stages of our struggle. Timely intervention and direction to reopen the closed file played key role in todays’s achievement and this would not have been possible without him. We expressed our sincere gratitutde and indebtedness to Shri. Gurudas Kamat Ji for helping us in various stages of our struggle and helped us in getting our long pending demand settled. He assured us that he will be with us at times of need. In appreciation of his support for our cause, Pension from Government as in BSNL, delegation led by Com. J.S.Yadav, Circle Secretary, TEAM Mumbai, Com. G.N.Haragaball, Circle President, TEAM Mumbai, Com. Ravindra Kumar, AGS, TEAM(HQ), Shri. Chaube, ACS, TEAM Mumbai along with Com. 10.01.2014 CEC Meeting of TEAM, Mumbai was held on 10.1.2014 at Class Room in 15th Floor, Telephone House, Prabhadevi, Dadar, Mumbai 28 at 1730 hrs. Com. G.N.Haragaball, Circle President, TEAM Mumbai presided over the meeting. Com. R.R.Mishra, JGS, TEAM highlighted the major paths we travelled through in materialising Pension from Govt. and suggested that we should reciprocate through thanks giving all those who helped us in achieving the long pending demand. Com.J.S.Yadav, Circle Secretary, TEAM Mumbai during his speech thanked all the members for their active cooperation in our Pension Struggle and appreciated their confidence in the leadership. He further said United Forum members met on the same evening before our CEC meeting had expressed solidarity with TEAM leadership and decided to felicitate all the Political Members and Ministerial staffs who helped us in achieving payment of Pension from Government as in BSNL to the satisfaction of all members under the leadership of TEAM. Member expressed that had TEAM also accepted Pension Trust along with other Associations and Unions without demanding Sovereign Guarantee for the proposed Pension Trust, Pension Trust would have come into existence jeopardising the interest of all members throwing the retired life of all in darkness and uncertainties. While all the Unions in Delhi and Associations in Delhi and Mumbai agreed for the Pension Trust as expressed by CMD at least on two occasions it is only the stand taken by TEAM saved us all from the trap. In appreciation of Com.J.S.Yadavs’ efforts in achieving the pension from Government all CEC members gave standing ovation for his dynamic leadership and relentless efforts in representing the matter through various political leaders and DoT personnel. Com. Ravindra Kumar, AGS, TEAM expressed special thanks to Com. Rajapure who along with him took keen interest in the matter and helped TEAM in forwarding representations to various Political Leaders and Ministerial staffs. Com. C.U.Gade, Treasurer, TEAM expressed solidarity with TEAM Leadership and thanked all members who worked hard along with Com. J.S.Yadav in working towards achievement of Pension from government to the satisfaction of all members. Meeting concluded with Vote of thanks by Com. Ravindra Kumar. FLASH NEWS

Some Constituents of United Forum and TEAM met Hon’ble Shri Kapil Sibal ji Minister of Communication & IT  at his residence office in NEW DELHI on 09-01-2014 to offer him flowers bouquet as our token of thankfulness and gratitude. We offered hon’ble Mantri ji Sweets too. CMD MTNL and Director Finance MTNL were also present there.

Hon’ble Minister (C &IT) secured refund of BWA payments to MTNL. Hon’ble Mantri ji expressed confidence that the other pending issue including MTNL-BSNL merger will also be resolved soon.Please click here to see the photos of meeting.

   
10.01.2014            LAND MARK ACHIVEMENTS THROUGH HISTORIC STRUGGLE 

Pension is a big issue in the government set up of our country. The employees absorbed in MTNL and opted for Government Scheme of Pension on combined service basis legitimately demanded that this pension should be paid from Government (DOT) source. This demand is a long drawn one and fought for a period of 12 years and even more.The struggle for achieving this issue i.e. , Govt. Scheme of pension should be paid by Government (DOT) as in BSNL, was re-energized under the banner of United Forum of MTNL Unions & Associations, Delhi and Mumbai. The struggle was spear-headed towards this solitary goal with the spontaneous participation of MTNL employees and executives belonging to almost all unions and associations in the historic struggle.As in almost any big trade union struggle in our country, the MTNL pension struggle also has its own ups and downs. At certain points of time particularly during the period of last struggle around June-2012, some units of United Forum fell in the trap laid by a section of MTNL Corporate Management. They struck a clandestine understanding with the management and gave their consent in favor of forming TRUST for disbursement of MTNL pension. Under the pressure of United Forum, the MTNL Management confessed this in the witness of many people at least on two occasions in Delhi as well as in Mumbai, that Management took up the issue of forming trust in consultation with and with the consent of these unscrupulous elements. However, the history of the successful trade union struggle has always been enacted by the brave, committed and unwavering convictions of the members and not by the betrayers and boot legers. In this case also this has happened so, Under the pressure of struggle and with the strength of the justification of demand, the Management bowed down and abandoned the mischievous move of  forming the trust.The consistent and continuous persuasions by the United Forum constituents at various levels of political and administrative levels, ultimately convinced  Shri Kapil Sibal , Hon’ble Minister (C&IT) who fought all oppositions out in G.O.M. and Union Cabinet to achieve this land mark issue of MTNL pension payable by DOT.  MTNL employees & executives are thankful to Hon’ble Sh. Kapil Sibal ji MO C&IT and Hon’ble  Sh. Milind Deora MOS (C&IT),Smt. (Dr.) Killi Kruparani Hon’ble MOS (C&IT), Sh. V. Narayan Sami ,Hon’ble MOS P & PW  and  Secy. DOT etc. After Hon’ble Ministers agreed to take up the issue with Govt. that DOT should pay the pension, CMD MTNL & Director Finance MTNL also worked hard on this line. We are thankful to them too.TEAM under the dyanamic leadership of Sh. Bhai Jagtap, Chairman, United Forum,  was the main driving force behind United Forum. TEAM’s uncompromising attitude and unwavering supports to the United Forum both during struggle and for the persuasions at the various administrative and political levels has substantially helped to clintch this issue.We the office bearers and the members of the TEAM salute and congratulate the MTNL employees and their unions for this brave struggle that has ultimately won by defeating the divisive and unscrupulous elements who tried to play mischief at the final stage  under the disguise of trade union activities.

1. No decision taken in GoM’s meet on revival of BSNL, MTNL: A panel of ministers today discussed the VRS proposal for BSNL employees among other issues for revival of state-run telcos, but no decision was taken.

MTNL rallies over 3% on refund proposal by government :  The Mahanagar Telephone Nigam Ltd (MTNL) rallied as much as 3.5 per cent in morning trade on Wednesday, on reports that the Cabinet on January 9 is likely to discuss refund about Rs 12,800 crore to state-run MTNL and BSNL which the telecom PSUs had to pay for wireless broadband spectrum in 2010 auctions . 08.01.2014 Our pension issue will come for discussion and decision in the cabinet meeting which is scheduled to held on Thursday i.e. on 09-01-2014. As Sh. Kapil Sibal Hon’ble MOC &IT has assured us that the pension issue of payment by the government will be resolved , when our association representatives along with Com. M.K.Bagchi  convener  of United Forum met him on 26.12.2013 at his residence.
   
07.01.2014 GoM on BSNL, MTNL revival to meet on Jan 8:This would be the fourth meeting that the GoM would conduct on the issue: The Group of Ministers (GoM) looking into a revival strategy for Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) would meet on Wednesday.
This will be the fourth meeting by the GoM to discuss key issues regarding the possible revival of the two state-owned telecom service providers. It had last met on September 12 last year to discuss issues such as pension for MTNL employees and refund of broadband wireless access (BWA) spectrum fee to BSNL and MTNL after they surrender the airwaves. 07.01.2014 TEAM Delhi circle held its CEC meeting on 04-01-2014 in  room no.756 Kidwai Bhawan ND to discuss the agenda as already circulated. Our Senior Leaders Sh. R.C.Jain Vice President and Sh. K.C.Vats retired in month of OCT-2013 and Nov-2013 respectively. The CEC have felicitated Sh. R.C.Jain alone as Sh. 06.01.2014 Veteran Trade Union Leader and Advisor of TEAM Com. R.A.Rajapure’s mother passed away today at her 91 years. Com. J.S.Yadav, Circle Secretary, TEAM Mumbai, Com. K.P.Ravindra Kumar, AGS, TEAM, Shri. R.S. Kulkarni, ACS, TEAM, Mumbai along with several other members from TEAM, Shri. Kishor Kedar, GS, Workers’ Union, Several other members of United Forum also paid homage to the departed Soul. TEAM  deeply mourn and pray for the departed soul to rest in peace.
   
06.01.2014 GS along with Circle President ,circle Secy. CHQ office bearers , Circle office bearers of TEAM & com.. M.K.Bagchi convener of United front of Association and Union of MTNL , Com. We have thanked Shri Milind Deora ji for his all out support in resolving the issue of payment of pension to DOT employees & officers absorbed in MTNL by the Govt. at par with BSNL. We have also expressed our sincere thanks on behalf of seventy thousand of MTNL employees’ families for settling this issue.

FELICITATION BUT FOR WHAT ???

Felicitation of Hon. Minister(C& IT) for settlement of MTNL pension issue is being organized on 6th Jan 2014, by over-zealous organization. But is MTNL pension issue already settled ? NO, NOR it is going to be settled by 6th JAN 2014 because MTNL pension issue is likely to be discussed in the Cabinet meeting Scheduled earliest on 9th Jan 2014.

Then why is this felicitation being held now ? This is simply because the organizers of the felicitation ceremony are over worried only to show and mislead the MTNL employees that they are the “vanguard” in MTNL pension movement.

By doing so, they want to hide the fact that it is their organization/association, who at one crucial moment gave their consent to CMD, MTNL to bring Pension trust for MTNL pension which, MTNL employees are fighting and opposing tooth and nail against the pension trust.

These people, so called Trade unionist, feel that MTNL employees are fool and they can be carried away by launching such DRAMAS.

WE CALL UPON ALL MTNL EMPLOYEES, PLEASE, TO WAIT FOR A FEW MORE DAYS. WHEN GOVERNMENT WILL FINALLY DECIDE DOT PENSION FOR MTNL EMPLOYEES. WE SHALL CARRY THE CORRECT INFORMATION TO YOU AT THE EARLIEST WITHOUT NECESSITY OF ANY DRAMA.

   
04.01.2014 Hon’ble Minister of State Sh. Milind Deora granted a meeting at 13.45 hrs on 06-01-2014 at Sanchar Bhawan. We will discuss our Pension issue with him. Sh. Milind Deora Hon’ble MOS (C&IT) Who helped us in resolving our long pending issue of pension payment to erstwhile DOT Employees & Officers absorbed MTNL at par with BSNL Employees .

02.01.2014 GS & CS along with office bearers of CHQ and Circle met CMD for New Year Wishes . CMD informed that the matter of Pension will come in today’s meeting of cabinet. The CMD has also informed that they have briefed the Hon’ble Minister of Communication &IT on the pension issue . CMD assured that the issue will be cleared by cabinet in today’s meeting.

  GS TEAM & Convener United Forum Sh. M.K.Bagchi met Sh. Kapil Sibal to thanks him for approval of pension issue by Cabinet & same was released in Press Information Bureau. But there, we have been informed by Hon’ble MOC &IT Sh. Kapil Sibal that pension issue could not be cleared by Cabinet because of absence of SH. V. Narainsamy Hon’ble Minister of Pension & Pension welfare. But he assured that in the next cabinet meeting to be held on 02-01-2014 the pension issue will be resolved.
