We invite your attention to the above cited correspondence demanding implementation of DPE’s orders dated 26.11.2008 in toto including 30% fitment and without HRA capping.

We are pained to note that MTNL Management has chosen to look other way when all the Associations representing entire executives in both Mumbai and Delhi are holding agitational  programme for the last one month from 23.03.2009.

          As responsible Associations interested in MTNL’s well being, we waited for the Management to appreciate the genuine demand hoping that good sense will prevail.  What we demand is merely implementation of what is already ordered by Govt. of India in DPE’s orders dated 26.11.2008.

As per para 3 of DPE’s orders, the revised pay scales with uniform fitment benefit @ 30% should be adopted. The condition that additional outgo by such revision for a period of 12 months should not result in more than 20% dip in Profit Before Tax (PBT) for the year 2007-08, is met in the case of MTNL. It is pertinent to note that the additional outgo should be calculated only for the executives that too only for a period of 12 months.

        We fail to understand the reasoning behind the proposed 5% fitment when Govt. Of India after due consideration of the recommendations of II pay revision committee has decided and issued the orders in clear terms in paras 2 & 3 without any discretionary powers to CPSE.

        BSNL with a PBT of Rs 4451 crore (FY 2007-08) and with a strength of more than 40,000 executives has already implemented the DPE’s orders in toto with 30% fitment. They have also implemented orders on HRA fully.  It is unfortunate that MTNL being a Nabratna company, is unable to implement the pay revision to executives which is done once in ten years.

MTNL Management did not hesitate to implement the 40% fitment to Govt Employees still continuing on deemed deputatation.

We also want to draw your kind attention towards the pension issue which is not being resolved by Govt. even after a lapse of 9 long years . At the time of our absorption from DOT to MTNL ,We had been assured of Govt. Pension and were told that the modalities in this reference will be decided shortly,but the same is not resolved till date.

The way in which the Management is dealing with the sensitivities of the committed executives and the casual approach does not augur well for the organization which claims to have world standard HR policies.

 Under these circumstances, we are compelled to intensify the ongoing agitation and accordingly notify the following programame of protest action.  MTNL Management will alone be responsible for the Industrial unrest and its consequences.
