Meeting with ED DelhiCom. Rajeeb Kumar, GS, Com. A. K. S. Chauhan, Auditor CHQ, Com. K. R. Yadav, Circle President Delhi, Com. P.C. Saraswat, Sr. Vice-President Delhi, Com. S. P. S. Yadav, CS Delhi, Com. Maninder Sareen, Asst Circle Secretary Delhi met ED Sh. S. P Rai today 21stDec 2018 and discussed the agenda already scheduled. Item No 1). Re-arrangement of man-power in field units. Association brought to the notice of Executive Director the urgent need to re arrange the man power in field units for proper and smooth functioning of the outdoor units. ED assured to re-deploy the executives according to the requirement in field. Item No 2.) Shortage of Vehicles in areas due to NGT Orders implementation. Association informed that there is acute shortage of vehicles in areas which is hampering the day to day maintenance work of field and other units. ED informed that hiring of OLA cabs on regular basis is being taken up with Corporate Office and it can be decided in due course of time. Item No 3.) Shortage of Copper cable, testing eqpts., Line stores and OFC testing eqpts. Association informed that copper cables of different sizes, TSF kits, CLIP phones are not available with filed units and there was non-availability of Cable fault localiser.(APLAB) and OFC power meter. ED spoke to GM (MM) in this respect and informed that the status of all requirements will be discussed with areas and will be supplied as per requirement. Item No 4.) Shortage of batteries of different capacities. ED informed that the batteries are being procured and the matter is under progress. Item No 5.) Completion of APAR of Executive well in time. Association brought to notice that the APARs of executives are not being filled in time and wrong certificates are being issued by the area GMs. ED assured that the case will be looked into and if any GM or Sr. Executive giving wrong certificate i.r.o APAR then that case would be dealt strictly. Item No 6.) Harassment of executives by GMs. Sh Rajeeb Kumar, GS, informed ED that few GMs are harassing the executives. They are passing derogatory remark to the executives working under them. This can’t be tolerated by TEAM.. ED assured to look into the matter seriously. |

MTNL Should Merge With BSNL Based on a Special Purpose Vehicle: MTNL Chairman: The government led debt-ridden telecom operator, Mahanagar Telephone Nigam Limited (MTNL), which operates in Delhi and Mumbai circles has urged the government to package a Special Purpose Vehicle (SPV) so that the Rs 20,000 crore debts and assets including 1,100 towers, lands and buildings are deleveraged to correct the financials of the company. MTNL has also talked to the government about a merger with BSNL so that the telco will be able to expand operations across India on the basis of network utilisation. MTNL chairman and MD, Praveen Kumar Purwar told said in a statement, “In today’s below-cost competition, consolidation of BSNL and MTNL as one entity is the need of the hour and the only way to survive. Fragmented operations can only lead to their extinction.” He said that the government would need to work for MTNL’s sustenance and once the telecom operator’s financials are strong enough then a merger will BSNL can be ideated upon……..An interview of CMD in Telecom Talks…Please click here for link to news. |

The Office-bearers of TEAM met CMD MTNL on 29.11.2018 to discuss about the instructions issued by MTNL Corporate Office to withhold the payment of salary of the employees for the month of November,2018. TEAM has expressed deep anguish and frustration at this development and demanded immediate withdrawal of the instructions issued in this respect. CMD has been informed that this will send a wrong message and shock wave among the employees who have been already hard-pressed in maintaining the services in the field despite severe constrains and odds. This will also send a wrong and frustrating alarm in the market and among the customers who are still loyal to MTNL. Already some news media has flashed this news. CMD pleaded his inability stating that there is shortage of fund needed to pay the salary. Despite all efforts, MTNL could not manage to make good the shortfall yet. He explains that DOT is duly aware of this move. DOT was even approached to pay the dues to MTNL which stands around Rupees 180 Crore .But DOT has not paid this. BSNL has due to MTNL about Rupees 400 Crore. BSNL has pleaded its inability to pay this immediately. Thus MTNL is undone. CMD could not assure a firm date by which salary will be released.The worst and most insensitive remark is that disruption in the payment of salary of the employees is not uncommon for loss making PSUs. He gave example of ITI. CMD has further confirmed information of proposal of VRS to employees is being sent to DOT for reducing wage bill ; as shared by Dir.HR during discussion with us. From our side TEAM has told him that the employees are not responsible for revenue loss and financial distress of MTNL Even today MTNL employees working hard to maintain services. Therefore, why should employees only suffer for this ? Corporate Management is spending lavishly on unproductive heads. Fund are being wasted for unviable projects whereas maintenance of network is left high and dry.DOT and MTNL corporate Management are solely responsible for downfall of MTNL. CMD Has been unambiguously informed that if salary is not paid on due date, there will be large scale protests in MTNL and for this MTNL and DOT will be held responsible. |

Meeting with Director (HR): The Emergency Meeting regarding Pay Stoppage by MTNL Management, was taken by the TEAM General Secretary Shri Rajeeb Kumar with other Comrades Shri P.C.Saraswat , Shri Ramnik Sharma, Shri Ajay Kumar, Shri S.P.S Yadav, Shri K.R.Yadav and Shri R.K.Chhabra. Dir(HR)was asked to clarify reasons for stoppage of Pay and certainty about its release.Director (HR) informed that MTNL has not any fund to release the salary at present and there is a complete uncertainty for its release . They all are working to arrange the pay for this Month but the situation of uncertainty like this will continue in future until it is resolved at DOT/Minister Level/Cabinet Level. TEAM expressed their resentment and informed if the salary of the employees is not released than the Management has to face the agitation of the employees and it is none of the business of the employees to arrange profit for the company as earning profit or loss depends upon the strategic decisions of the Management/DOT/Government of India. We suggested that there are large number of Vacant Plots and Real Estate which have not been properly developed to create assets and earn revenue through tie up with NBCC . The Land use conversion at the Management level should not be difficult if pursued properly. We further asked why management is not curtailing expenses on their luxuries and spending huge money on non-profitable business as in the case of Convergent Billing Costing about Rs.500 Crore,3G Mobile project costing Rs.700 Crore . MTNL is not adding to its revenue/income rather customers are still reducing day by day due to lack of strategic vision and intent at the management level. To this Dir(HR) also informed that MTNL Board is making various proposals out of which one proposal is for VRS of 20,000 employees to revive the company by reducing wage expenditure. TEAM has clear cut communicated to Dir. HR that if management fails to release the salary of Nov-2018 in time the we will be compelled to start Protest action programme. |

Telecom operators propose new e-KYC process as alternative to Aadhaar :Telecom operators have approached the Department of Telecom (DoT) seeking approval for new e-KYC process as an alternative to Aadhaar-based verification. This follows the Supreme Court order restricting use of Aadhaar information by private companies including telcos and banks. “We are proposing minor modifications to the DoT guidelines…allowing consumer application form (CAF) to be embedded with photograph and scanned images thereby digitise the end to end process for on boarding of new subscribers by making it completely paperless,” the Apex Advisory Council for Telecom in India (ACT) said in a letter to the DoT. Submit Aadhaar De-Linking Plan Within 15 Days, Telecom Firms Told : Telecom companies have been given 15 days by the Unique Identification Authority of India to give a plan to stop using Aadhaar number for customer authentication. This comes days after the Supreme Court, in a landmark verdict, struck down attempts to make it mandatory for mobile phone connections and several other services. Service providers like Bharti Airtel, Reliance Jio, Vodafone Idea and others were sent the circular that said, “…all TSPs (telecom service providers) are called upon to immediately take actions in order to comply with the judgement dated 26.09.2018. Government Gives Nod to New Telecom Policy, Eyes Broadband for All: The Union Cabinet on Wednesday approved a new telecom policy – National Digital Communications Policy 2018 – designed to provide “broadband to all,” Union Communications Minister Manoj Sinha announced. The policy, aimed at providing universal availability of 50Mbps and attracting investments worth $100 billion (about Rs. 7.26 lakh crores), was approved by the Telecom Commission in July after the government came out with a draft policy in May. Sinha, addressing the media after the cabinet meeting, said that among other targets the policy aims to “provide broadband to all and create 40 lakh jobs.” It also aims at providing a “ubiquitous, resilient, secure and affordable” digital communication services. There are some decisions of the apex court. We have made a strategy to settle them. We have discussed the various issues related with revival of MTNL i.e proper focus is to be given on maintenance of existing Telecom services in Delhi & Mumbai viz. GSM, BB, FTTH, and Landline services. We also requested him for 5G licenses to MTNL for Delhi and Mumbai instead of 4G. The issue of extending the 5% IDA neutralization for the retirees & to remove the affordability clause for both MTNL & BSNL so as to implement the 3rd PRC w.ef 1-1-2017 with 15% fitment smoothly was also discussed. We also discussed the issue of one time option for the Pro-rata opttes. We have also requested the Member (Services) to make the issue of Pension revision smooth in future by evolving the formula to implement the pension revision for MTNL & BSNL retirees in accordance to the formula of 7th CPC i.e in future the pension revision is to be delinked from affordability of PRC & the pension revision of MTNL & BSNL retirees in accordance to central pay commission revision formula for the retirees of Central Govt. because the retirees of MTNL & BSNL are also being governed under CCS Pension Rule 1972. The Member (Services) heard us patiently and asked us to submit a written brief about all our issues including One Time Option to the Pro-rata Pensioners. Member (services) has also assured to look into all these issues sympathetically and asked us to meet after three weeks to review the status of all these issues. |

Telecom department chalks out plan to reduce rows with telcos : The telecom department is drawing up proposals aimed at reducing disputes with operators that have led to as much as Rs 80,000 crore getting stuck in litigation, delaying mergers and acquisitions and deterring overseas investors, said people with knowledge of the matter. Government approves BSNL’s proposal for 4G services : The Department of Telecommunications (DoT) has approved the state-owned Bharat Sanchar Nigam Limited (BSNL) plan that seeks airwaves in the 2100 Mhz band to launch fourth-generation (4G) services pan-India. In 2017, BSNL has submitted a detailed project report and in a bid to acquire spectrum worth about Rs 13,885 crore, and sought Rs 6,652 crore as equity infusion from the government while it initially wanted to meet the remaining cost through revenue it would generate over a period of 10 years. MTNL surges nearly 18% on buzz of Rs 30,600 cr financial aid by DoT to cut debt: Shares of government-owned telecom operator MTNL (Mahanagar Telephone Nigam) rose nearly 18 percent intraday on Thursday based on a report that informed about Rs 30,600-crore financial aid from Department of Telecommunications (DoT). BSNL Reports Losses of Rs 4,785 Crore in FY18; Telecom Minister Rejects Merger With MTNL: Bharat Sanchar Nigam Limited (BSNL) has narrowed its losses to Rs 4,785 crore during FY18, even as its income declined to Rs 27,818 crore as against the previous fiscal. Telecom Minister, Manoj Sinha informed this news to Parliament today. BSNL posted a loss of Rs 4,859 crore in 2015-16, Rs 4,786 crore in 2016-17 and Rs 4,785 crore (provisional and unaudited) in 2017-18, Telecom Minister Manoj Sinha said in a written reply to the Lok Sabha. Trai Lowers the Price of 700 Mhz Band by 43% to Attract Buyers: The Telecom Regulatory Authority of India (Trai), earlier today released its recommendations on the price of 4G and 5G spectrum. Trai recommended a pan-India base price of Rs 492 crore per megahertz for 5G radio waves and lowered the base price of frequencies that remained unsold in the 2016 auctions. The price suggested for 5G spectrum is about a third of the 1800 MHz band in 2012. Known as the 2G spectrum at that time, the government had fixed base price at around Rs 2,800 crore per Mhz on a pan-India basis for paired spectrum (an equal chunk of frequency for uplink and downlink) in the 1800 Mhz band. 30.06.2018 | Yesterday i.e. on 29/06/2018 United Forum Mumbai led by Sri. Bhai Jagtap Chairman Apex Body met Sri. P. K. Purwar CMD at Telephone House Mumbai.
The issue of 78.2% IDA was well presented. Sri. Bhai Jagtap said the additional expenditure for the left over IDA of 4.4% is only about Rs.50 crore per year and questioned as to why absorbed employees alone should sacrifice the partial benefit of 50% DA merger.
CMD elaborated about the severe financial distress of MTNL and said it is 50% sacrifice by Employees and further said it is not possible to reconsider it now.
Sri. Bhai Jagtap said that UForum will fully support MTNL in all its programme of revival by technology up-gradation and asked….the road map .
CMD elaborated about revival, 4G plans, FTTH, and other plans for expansion of net work. He expects Government will infuse funds by increasing its equity for capital expenditure for rolling out 4G and upgrading other network.
He said Corporate Office has recommended to DoT for Pay Revision of MTNL employees in line with that of BSNL
He further said Corporate Office has written to DoT to delink pension revision from pay revision.
*However CMD was evasive and was giving wrong information on many issues….even the pension issue that we achie
CMD accepted our suggestion to open up the window again for application to CGHS under reimbursement scheme. He agreed to provide space to open CGHS wellness centres at Thane, Borivili and other places.
Sri. Bhai Jagtap pointed out that UForum consists of about 10 Unions and Management should discuss the issues with UForum in the interest of MTNL.
Meeting with CMD ended thereafter.
After meeting with CMD, the UForum met and evaluated the outcome of meeting with CMD.
It was Unanimously decided to continue to pursue the demands by all means after joint discussions with UForum Delhi.

On 27/06/2018 responding to the call of UFOM, Employees and Pensioners, nearly one thousand, gathered with enthusiasm at Telephone House dsespite cloudy weather. The slogan raising started at 1 pm. The Demonstration was led by Sri. J. S. Mathias GS MEA and R.G.Chaube ACS TEAM.

Yesterday ( 6th.June,2018 ) a massive and spirited demonstration is held at Sanchar Bhawan, New Delhi during lunch hour. Defeating the mischievous rumour mongering and ignoring the scorching rays of sun in the month of June, hundreds of employees and pensioners gathered in front of Sanchar Bhawan to record their Protests against DOT administration and MTNL management.
The significant attendance of the pensioners and enthusiastic slogans are noteworthy of today’s demonstration.
The Secretary / DOT was kind enough to make suitable arrangement for submission of MEMORANDUM highlighting all important demands including the issue of full DA neutralization.
The representatives of United Forum were escorted to the 3rd.Floor of Sanchar Bhawan where Jt.Secretary (Admin) Shri Amit Jadav received our Memorandum on behalf of Secretary / DOT who was busy in a meeting elsewhere.
Seizing that opportunity, a brief discussions were held with Jt. Secretary (Admin) on all the issues mentioned in the Memorandum. We have informed DOT that MTNL employees and pensioners are out to expose the unholy nexus between MTNL management and pseudo trade unionists in MTNL.
Resting on the shoulders of these elements the corrupt management is harming both MTNL and its employees & pensioners.
By making the available political patronage as a tool, they perpetuate anti employees tirade in MTNL.
DOT has proposed another meeting soon with UF where MTNL will be asked to be present. We welcome this.

Accordingly the reply of the letter has been sent by convener of UFOM Mumbai to administration wherein it has been elaborated that the long pending demands are very genuine and management was having sufficient time to have dialog with UFOM, but management intentionally avoided all . You are aware that the next programme of the ongoing PROTEST ACTIONS
jointly launched by United Forum of MTNL Unions & Associations, Delhi and Mumbai is on 6th. June,2018 (Wednesday). On that day we shall gather before SANCHAR BHAWAN for LUNCH HOUR DEMONSTRATION. Please note that we must try to gather there peacefully right from 12-45 Hrs onward. It is essential to be punctual in this respect because that area is sensitive and law enforcing authority may not allow big gathering for a longer time. In that case if one is late, one may miss the programme itself. So please be punctual.
The police authority has been duly informed by us. Our programme is peaceful, law-abiding and legitimate, because our DEMANDS are being denied by DOT/MTNL over the years. So please come forward and make it a grand success.
The sole aim of this programme is to record our PROTEST & FRUSTRATION before our Administrative Ministry i.e., DOT and press for early and satisfactory resolve.
We intend to disperse from that place peacefully immediately after the Programme with the hope that our voice will reach the Authority that be.

UF MEETS OSD OF MOS( C ) & DOT OFFICERS A delegation of seven of United Forum of MTNL Unions & Associations have met OSD of Minister of State ( C ), Independent Charge in a pre-scheduled meeting today. We also have had detailed discussions with other officers of DOT including Advisor (Finance) etc. The discussions are held on the issue of IDA neutralization w.e.f 01/01/2007, the prospect of pay/pension revision and fresh option for Pro-rata pensioners in MTNL etc. Our viewpoints in regard to IDA neutralization reportedly proposed by MTNL have been clarified with supporting documents. Informed that the below board level executive cadres and their association were not consulted by MTNL before suggesting to DOT the preposterous proposal. MTNL has tried to mislead DOT and Ministry by way of suppressing the relevant facts. We hope, our views will be well taken. As regards the issue of Pay/Pension revision , there seems to be no change in DOT’s stand. DOT is expecting to secure waiving of affordability factor on pay /pension revision in BSNL and MTNL’s case will follow. We have pointed out the situation in Public Sector Banks. Min. of Finance (as per United Forum of Public Sector Banks) is not averse to full pay revision despite dwindling Profit & Loss scenario. That IBA insists for 2%.revision, is a different issue. As regards the issue of fresh option for Pro-rata pensioners, the status stand where it was earlier. MTNL is yet to provide the information’s sought for by DOT. |

1) Cabinet approves Rs 11,330 crore more for network for defence forces project :The government approved higher budget allocation for laying of alternate communication network for defence services in turn for release of spectrum held by the armed forces, as part of the decisions taken by the Cabinet Committee on Economic Affairs on Wednesday. The committee approved enhancement of budget by Rs 11,330 crore for the Network for Spectrum (NFS) project, over and above Rs 13,334 crore already approved by the Cabinet Committee on infrastructure in July 2012. “The NFS project will boost the communication capabilities of the defence forces in major way leading to enhanced national operational preparedness,” the committee said after the approval. Yesterday (18/05/2018) the Demonstration at Prabha Devi Tele. House was successful with enthusiastic participation of about 400 employees and pensioners despite severe hot weather. The Demonstration was compered and led by Sri. J. J. Mathias GS MEA.
The gathering keenly listened to the speeches of S/Shri N.Rajagopal, S.S.Singh,B. R. Pathak, Virendra Singh, N.Chandrasekaran, Mrs. Jyoti Sonawadekar, Sudip Chakraborti, T.L. Gaikwad, S.M. Sawant, K. Jawahar and J.S. Yadav. The speakers presented the demands from different angles.
An appeal was made to contribute liberally to their respective Unions and Associations to carry on further agitations successfully to achieve the demands.
Here in Delhi also, we had massive demonstration before MTNL Corporate Office. Today’s gathering surpassed our earlier ones in recent times. Shri Sarup Singh participated today along with office-bearers and members of his union. We had appointed a consultant to revive MTNL, who has given some recommendations. We are working on it,” the minister said on the sidelines of a conference here. ObituaryWe express deep mourn to the family of Mrs. Laxmi Kumar SDE , who expired yesterday i.e. on 07.05.2018 in the evening due to cardiac arrest. She was just of 57 years old. Delhi MTNL family has lost its 3 brilliant executives within short span of 1 month. We are speechless with teared eyes. As per information gathered Mrs. Laxmi Kumar was suffering from lung infection disease for the last 5 months. She was an expert of OCB S/R and posted as a SDE OCB in NP exchange for the last 10 years. Her husband is retired as DGM from KRIBHCO. She has left behind a son and a daughter ,both married and well settled. TEAM stands firmly with the family of Mrs. Laxmi Kumar in this hour of deep sorrow. There are no right words; there’s nothing we could say that will make the pain go away. Successful Daylong hunger strike and Lunch Hour Demonstration on 25/04/2018:-
Motivated gathering of about 800 Employees and Pensioners (peak time strength) marked the success of today’s agitations.
Raising slogans and speeches started at 1pm. It went on uninterrupted upto 5.15 pm.
The agitation was spearheaded by Sri. J. J. Mathias GS MEA and Sri. R.G.Chaube AGS TEAM.
Sri. Yashvant Killedar an young leader of Maharashtra Navnirman Samithi was special invitee. In his speech he encouraged the gathering to fight for justified demands. He held the so called Recognised Unions responsible for the insipient sick status of MTNL. He further said that the so called recognised Unions failed to prevail upon Management and Government to keep MTNL as an competitor in the market.
Every speaker condemned the so called recognised unions for betrayal.
The gathering cheered the determination of the speakers to achieve 78.2%.
The Speeches covered all the demands in detail. The issue of Revision of Pension was covered in detail by Sri. K. Jawahar.
Appeal was made to all employees and Pensioners to strengthen the agitation further with more turnout on 18/05/2018.
The agitation concluded with success note at 5.15 pm with National Anthem.

After discussions, it is unanimously *decided to implement the programme of Day Long Hunger Fast & Lunch Hour Demonstration before MTNL Corporate Office on 25/4/2018 with full strength.* UF ( Mumbai Unit) also held the meeting of their constituents in tandem at Mumbai. The working employees and pensioners from all corners of Delhi and Mumbai gathered at Khurshid Lal Bhawan and Prabha Devi Tele. Exchange Building in Delhi and Mumbai respectively during lunch hours on 11.04.2018. The gathering of employees was lead by leaders of UFOM Sh. Mange ram Sharma (president UFOM), Sh, Manish Bagchi (convener UFOM), Sh. Suresh Kumar (Secretary UFOM) and Sh.A.K.Kaushik GS TEAM. Various leaders representing different unions and associations were also present to motivate the huge number of participant at K.L.Bhawan New Delhi. Whereas the Protest Action was led and addressed by Sh. Bhai Jagtap (Hon’ble MLC Maharashtra) and chairman of apex body of UFOM Delhi and Mumbai. Sh. J.S.Yadav , Sh. R.R.Mishra ,Sh. 10.04.2018 | UFOM have met Smt. Aruna Sundararajan, Secretary ( T ), DOT in Sanchar Bhawan, Member ( Services ), DOT and other senior officers were also present. The meeting lasted for almost 45 minutes. We have handed over the copy of the Memorandum to her and discussion on all the issues mentioned in the Memorandum. Secretary ( T ) heard us patiently. She told us that she will get these issues thoroughly examined and advised us to get in touch after a week to have further discussions. We thank Madam Secretary ( T ) and other senior officers present for the sincere concern shown for our causes.
We have met Shri Nitiswar Kumar, PS to Hon’ble MOS ( C ) in his office chamber at Sanchar Bhawan at about 7 PM. Dear comrades the so called majority Unions of MTNL, both Delhi and Mumbai have signed an agreement with MTNL Corporate Management in favour of implementation of IDA neutralization @ 73.8% as against our demand of 78.2%. They Have further agreed that this truncated IDA neutralization should be implemented w.e.f 1.1.2018 and not wef 01.01.2007. Thus they have compromised on both the accounts i.e, full neutralization as notified by DPE as well as date of effect forcing hues loss of legitimate remunerations and pensions. This loss of neutralization to the extent of 4.4% is a perpetual loss of salary and pension w.e.f 1.1.2007 till one will draw salary or pension during one’s lifetime. This scenario will not change even after implementation of 3rd PRC in MTNL. This is a mindless compromise without reading the minds of the employees and pensioners.Therefore we are strongly opposed to this kind of agreement which is nothing but sale out of interest of employees and pensioners. We shall implement the agitational programme as already notified by UFOM of Delhi and Mumbai more vigorously and with strong determination. BSNL, Air India, MTNL worst performing PSUs in FY 17 : Indian Oil, ONGC and Coal India have emerged as the most profitable PSUs for 2016-17, whereas BSNL, Air India and MTNLBSE -0.25 % incurred the highest losses, according to a government survey tabled in Parliament today.

This office (ALC Mumbai) has decided to forward this case to RLC Delhi since the Conciliation process has started there.

Since this matter is pending before CAT New Delhi, it is subjudiced and hence conciliation at ALC Mumbai is closed.
3. CGHS Issue :-
MTNL Mumbai Management stated that the points raised by United Forum in letter dated 16/02/2018 will be referred to Corporate Office.

The case against United Forum of MTNL came up for hearing in Delhi High Court on 19/2/2018. MTNL has now submitted its reply. Now next date of hearing is fixed as 3rd May, 2018. It is learnt MTNL Board in its meeting on 13/02/2018 has decided to communicate DOT that MTNL is not in a position to extend the benefit of merger of 50% IDA to the MTNL employees from its resources due to severe financial constrains. This is in response to DOT letter dt-8-2-18. |

Corporate office has issued orders dtd 13/02/2018 regarding medical facilities to pensioners.
These orders prescribe the following :-
1. Three months time to apply for CGHS/CGHIS from the date of retirement.
2. The option to CGHS or CGHIS or Not availing any should be given alongwith submission of “pension papers” itself.
Nothing has been stated about the following pensioners.
1. Those who retired prior to 01/04/2014 but not received PPO (about 1000 pensioners)
2. Those who retired during current year but not yet received the PPO. (PPOs have been issued to retirees upto May’17 only)

The Suit filed by MTNL against United forum & Others was heard yesterday ie.on 12/2/2018. Sri. A.K. Kaushik GS TEAM appeared as counsel for United Forum. Principle CCA Mumbai attended the court proceeding on behalf of Secretary DoT. Sri. Pawan Gupta Director at o/o DoT was also present. *During the proceeding DoT Counsel informed that payment of IDA neutralization is the responsibility of MTNL & not the Government. Therefore MTNL should pay 78.2% from their resources.* After hearing both sides the suit was disposed off with orders passed by Honourable Court that if MTNL is not paying 78.2% IDA neutralization, Unions & Associations can resort to Trade Union Actions. |

The case in Bombay High Court came up today (06/02/2018). Sri. A. K. Kaushik GS TEAM appeared as counsel on behalf of UForum.DoT’s counsel said the issue of 78.2% is complex and needs more time and also said he sent email to DoT.Counsels for Unions objected to it and told Hon Court that it is admitted liability and DoT should come up with solution.
Accepting this plea Hon’ Court directed Secretary DoT to appear in person on 12/02/2018.

R.S Nair AGS HQ met Director(HR) on 02.02.2018 during his visit to Mumbai. During this meeting ED Mumbai and GM(Admin) attended the meeting from administration side. At the outset, we have expressed our displeasure over the attitude of the Management in not calling the TEAM representatives for discussions regarding revival of MTNL. Director HR clarified it was not the intention and in fact he himself spoke to GS, TEAM inviting him for the meeting. The following issues were discussed:

24.01.2018 | The representatives of United Forum of MTNL Unions and Associations, Delhi ( S/Shri Mange Ram Sharma, M.K.Bagchi, V.P.Bhardwaj, Rajiv Kumar, K.R.Yadav, S.N.Pandey, Jaswant Singh and B.K.Dubey ) meet Shri Amit Yadav, Joint Secretary (Admin.), DOT as well as Director (PSU)/DOT on 22/1/2018 to discuss about the following issues :-
During an hour long discussion, we advance our point of views in respect of each of these issues. It is needless to reiterate those things here as they are widely known to all. Rather we mention here under the responds of DOT in this respect so that everyone can understand the prospect of realizing our demands vis-à-vis mind set of MTNL/DOT.
1)BSNL is 100% owned by the Government whereas around 44% share of MTNL is not owned by the Government. SEBI does not permit merger of PSUs with such different status. So to give effect to merger proposal, Government needs to purchase all the shares which are presently out of hand. 2)MTNL’s market loan is around 17000 crores. MTNL’s claim of having its own unutilized assets of 20000 crores is an “exaggerated” figure. BSNL’s present liabilities are around 4000 crores. BSNL cannot and should not invite the additional liabilities 3)There exist the thorny differences and disparities in respect of HR issues on both sides, both in respect of DOT recruited employees absorbed and the employees recruited by the respective PSUs subsequently. There are fear of irreconcilable irritations in merging the comparable cadres. |
