29.06.2013  A general body meeting of Tuglkabad Division was held on 28-06-2013 at Tuglkabad Exchange Building  during Lunch hour to discuss the various problems of executives of the division and the for various latest developments of HR and other issues at Circle and CHQ level.CS Sh. 25-06–2013 CS Sh. Ram Gopal along with Joint GS Sh. V.P.Bhardwaj , AGS Sh. S.P.S.Yadav , Circle President Sh.K.R.Yadav met today with GM(Admn.) to discuss the various agenda points . The following points were discussed:

1) Manipulation of guidelines of CVC for granting vigilance clearance:We raised this issue of not giving clear cut vigilance clearance by Vigilance clearance which is violation of CVC guidelines

GM(A) replied that guidelines of CVC are very clear but if the same are not being obeyed then matter will be raised with GM(Vig.)

We will take up this issue with ED.

2) Over delay in holding the DPC for various streams of Executives : GM(A) agreed that there is some delay in few cases. She assured to expedite all the cases. She further assured that DPC will be held tow times in a year. (once in June other in December).

3) Non availability of mode of conveyance for executives working in field. GM(A)  replied that whatever total number of vehicles are available with them they are allocating these to all area GMs. For further enhancement of number of vehicles  we were  advised us to take the matter with PGM(O)  and PGM(D)

4) Delay in relieving of AOs on promotion.GM(A) assured us to look into matter .

5) lengthy procedure adopted for recording in the intimation of acquisition/disposal of movable /immovable property. GM(A) was convinced with the argument for lengthy procedure . She assured to look into matter .  

6) Completion of CRs by reviewing/ accepting authorities.  GM(A) assured to issue the letter to CR reviewing authorities for CR completion certificate.

7) Extra ordinary delay in permission for issuing NOC for Passport and Visa.

GM(A) asked to bring the specific cases. She assured that procedure will be reviewed again so as to make it easy.

8)  Non functioning of Centralized AC at 9^th floor Kidwai Bhawan. GM(A) advised us to take up this issue with PGM(O).

9 Cashless treatment for Indoor Medical Patients. GM( A) told that in general they are deciding the floater  cases on merit but if any case of urgent nature is there that may be brought to notice of administration.

We raised the case of Sh. S.K.Vashishth AO for floater amount.

10) Validity of I-Cards issued by MTNL to working and retirees . GM(A) replied that the tender for issuing new I-card for working employees have been done and the same will be issued shortly. It was assured that the objectionable line on I-Card of Retired employees of MTNL shall be deleted.

11) Any other point. we raised the issue of DPC norms, which are not being followed by DPC members. They are objecting the bench mark criteria.

GM(A) Assured to look in to matter and assured the DPC norms will be followed strictly by all.

01-06–2013 A meeting with GM(BB) was held on date 27-05-2013 at 15 hrs. in his office. The meeting was attended by AS Sh. Maninder Sareen along with CP Sh. K.R.Yadav , CS Sh. Ram Gopal , AGS Sh. Rajeeb Kumar , FS Sh. Ajay Kumar and Executive member Sh. Tenguria. Area secy sh Maninder Sareen took up the issues pertaining to executives of BB area.
1) Shortage of staff at Data centers and NOC.
To this Gm replied that he will try to adjust staff from within (BB-O) and if he will be unable to spare a staff then requirement of staff will be forwarded to administration  section.
2) Harassment of executives: There are cases in BB-O, where executives are being  harassed in the name of physical marking of attendance. To this our association clarified that the orders were to keep a record of attendance and not physical marking.
GM BB-O agreed to get this issue resolved by talking to concerned officers.
3.) Proper Work Distribution among executives: There are places where there is not proper work distribution among executives.
GM BB-O has asked association members to resolve this by discussing the issue among concerned executives.
4.)Improper functioning of BB Call Center:  Members of association were highly concerned with the way call centre of BB-O is being operated and call centre is now a headache for subscribers instead of relief …
To this GM agreed and He showed his deep concern about deteriorating condition and response of call centre. He assured to look into the matter.
5) Matter of DNP case : cases of DNP and RNP where B BAND is also affected was brought to kind notice of GM.
GM asked to bring particular cases in notice.

30-05–2013 TEAM Delhi organized Division level meeting of Kidwai Bhawan division of Central area on 29-05-2013 during lunch hours. Many executives along with office bearers from circle and CHQ participated in the meeting held at room no.756 of Kidwai Bhawan . The meeting was presided over by Sh. Pahwa ji Area President.

GS Sh. A.K.Kaushik, JGS Sh. V.P.Bhardwaj ,AGS Sh. S.P.S.Yadav , Sh. Rajeeb Kumar, CS Sh. Ram Gopal , FS Sh. Ajay Kumar  and ACS Sh. S.S.Asija attended the meeting along with executives from the division. Sh. Manoj Malohtra AS Central area started the proceedings with the formal permission of area president. 29-05–2013 TEAM Delhi organized area level meeting of TY area on 28-05-2013 at 17 hrs. Huge number of executives along with office bearers from circle and CHQ participated in the meeting held at Shikshak Sadan . The meeting was presided over by Sh. P.K.Singh Area President.

Thereafter consequent upon the election of Sh. S.P.S.Yadav present AS as AGS in last CHQ conference, the next agenda was election of new AS for TY area.

Sh. Anoop Srivastva  as  area secy.  and Sh. Pradeep Sharma  & Sh. R.K.Sharma as Assistant area secy. were elected unanimously .

The meeting was ended with vote of thanks given by area president and a very good dinner hosted by TY area.

23-05–2013 A general body meeting of Tis Hazari Division was held on 22-05-2013 during lunch hour at Tis Hazari tele. exchange building to discuss the problems being faced by executives in day to day working and issues related to Circle and CHQ.

The meeting was attended by Sh. A.K.Kaushik GS, Sh. Rajeeb Kumar AGS, Sh. S.P.S.Yadav AGS , Sh. K.R. Yadav CP,  Sh. Ram Gopal CS, Sh. Rajesh Jatley ACS Delhi along with all executives from division  attended the meeting. The meeting was presided over by area president Sh. Samar Singh. Sh. Narender Dutt AS started the proceedings with formal permission of area president. The following points were discussed during the meeting:

1) Shortage of materials: This issue was discussed in length . CS assured for taking up this issue with management.

2) Harassment by AM : Many executives made complaint regarding the harassing attitude of Sh. Anil Gupta area manager. CS assured that this matter will be taken with area management once again and this type of behaviour will not be excepted.

3) Issues related to HR : many issues regarding HR were asked  and all information with circle & CHQ was shared in this regard with members.

Consequent upon the retirement of Sh. Mamal Chand Div. Secy. TH , Sh. R.K.Tomar was elected as Div. Secy. for this division unanimously.

Sh. A.K.Kaushik GS addressed the house and briefed them about latest development of all HR issues.  He touched many issues like pension settlement, medical policy and regular promotion. Thereafter Sh. Ram Gopal CS addressed the house and replied many quarries raised by members and assured the members that the harassing attitude of AM will not be accepted any more. All other office bearers also addressed the house and motivated them for their unity.  

22-05–2013 A general body meeting of Shakti Nagar Division was held on 18-05-2013 during lunch hour at Shakti Nagar tele. exchange building to discuss the problems being faced by executives in day to day working and issues related to Circle and CHQ.

The meeting was attended by Sh. A.K.Kaushik GS, Sh. Rajeeb Kumar AGS, Sh. S.P.S.Yadav AGS , Sh. Ramneek Shrma OS, Sh. Ram Gopal CS, Sh. K.C.  Vats OS Delhi , Sh.Rajesh Jetly ACS, Sh. Gajraj Singh ACS,Sh. A.K.S. Chauhan AS and Sh. P.K.Vats CWC member along with all executives of the division. The following points were discussed during the meeting:

1) Harassment of Executives :During the meeting the matter of Sh. Sunil Kumar  Sharma SDE (Cable) Ashok Vihar and other were discussed in detail. All the members deliberated their valuable suggestion and hot feelings over the issue. It was demand of the house that association must take all precautions to safe guard the prestige and honor of the executives.

2) Shortage of materials: This issue was discussed in length and it was assured by Area secy. that a consolidated list of short items will be provided to Circle Secy. for taking up this issue with the management of Delhi Unit.

3) Matters of HR like seniority, regular promotion in different cadre and Indoor Medical policy: These all issues were raised by the various executives and put up their worries over delay in settling of these issues.

Sh. A.K.Kaushik GS addressed the house and briefed them about latest development of all HR issues. He further enlightened members regarding wrong Indoor medical policy which has been forcibly implemented for executives. He Explained that the association is taking care of removal of shortcomings of this Indoor Medical Policy. He already had discussion with officers of corporate office recently in this regard. Thereafter Sh. Ram Gopal CS addressed the house and replied many quarries raised by members and assured the house the prestige and honor of executives shall be safeguard by association at any cost. He further stressed upon the unity of executives and asked them to be prepare for upcoming battle for resolving the pending issues. All other office bearers also addressed the house and motivated them for their unity.

10-05–2013 A meeting with GM (Trans.) was held on 08-05-2013 with the representatives of Delhi Circle for many issues of the service interest.Sh. Ram Gopal CS, Sh. Rajeeb kumar AGS, Sh. S.S. Gupta AS, Sh. Rishi Kumar Area President and Sh. P.C.Kushwah were present in the meeting. The following points were raised by us:

1) Non Availability of contractor quota: It was pointed out that the due to non availability of contractor quota the labours are not being provided by contractor and hence maintenance work is suffered badly.

GM(T) replied that the concerned file has already moved and the  problem shall be resolved very soon.

2) Shortage of Joint Box , Power Meter and other testing equipments: We raised this problem that due to shortage of these items the work is being hampered and the executives working in fields arenot able to do their work satisfactorily.

GM(T) replied that the file for procurement of  Joint box is likely to be finalized and the JF shall be made available shortly. Whereas for power meter the limited tender may be done.

3) Shortage of Vehicles: It was explained by us that the present number of vehicles are very short to meet out the need of field and without getting sufficient vehicles it will be very difficult to locate and repair the fault of OFC .

GM(T ) replied that he will raise this issue with the concerned authorities.

20-02-2013 Delhi Circle is organising Div. Level meeting in all areas  to enlighten our executives on all issues pending since long . The matter of Pension and the related quarries are being replied by CHQ office bearers.

*** Meeting for MVR & Preet Vihar Div.: The meeting was held on 16-02-2013 at West Vinod Nagar Tele. Exchange Building  during Lunch hour to discuss the problems being faced by executives in day to day working and to elect the new office bearers of the division. The meeting was attended by Sh. S.P.S.Yadav AGS, Sh. Ram Gopal CS, Sh. Shyam Singh ACS, Sh. Ajay Kumar FS and Sh. P.K.Singh Area President along with all executives of the division.

The issue of shortage of materials was discussed in length and  it was assured by area Secy. that a consolidated demand of short material shall be given to circle very shortly. Other matter regarding seniority and regular promotion were raised by members which were replied by Circle office bearers. Sh. Ajay Kumar FS briefed the house by providing all developments taken place in past month on the level of circle and CHQ. Thereafter Sh. ram Gopal CS addressed the house and replied many quarries pertaining to day to day working and matters pertaining to CHQ including pension issue.Then Area President conducted the election of new body for division and following members were elected unopposed:

Other matter regarding seniority and regular promotion were raised by members which were replied by Circle office bearers. Sh. V.P.Bhardwaj Jt. GS Addressed the house by providing all developments taken place in past month on the issue of United forum, circle and CHQ. He enlightened members on the issue of pension in detail and stressed upon the unity of the executives. Thereafter Sh. ram Gopal CS addressed the house and replied many quarries pertaining to day to day working and matters pertaining to CHQ including pension issue. All other office bearers also addressed the house and motivated them for upcoming battle for our due justice of pension at par with BSNL.

During the meeting the matter of man handling with Sh. S.K. Bhalla DE O/D was discussed in detail . All members put their hot views over the issue and demanded that the culprits must be booked at each level. Keeping in view the sentiments of the house Leaders met with GM (North) and got suspended all five accused.

01-02-2012 Sh. Ram Gopal CS  TEAM Delhi along with Sh.K.C.Vats Org. Secy. , Sh. V.P.Bharwaj AGS and Sh. Ajay Kumar FS  conducted  meetings of Executives at Rajouri Garden  and Leased Circuits Area during the month of January -2012. Wherein  the Area body  of GM West was revived consequent upon the transfer of some executives and area body of LC was formed. 07-09-2011  A meeting of executives of Transmission area was held at Kidwai Bhawan building during lunch hour for discussing the agenda for meeting with GM (Transmission) . Sh. A K Kaushik GS, Sh. V P Bhardwaj AGS, Sh. Ram Gopal Circle Secy., Sh. K.C. Vats Org Secy. (Delhi) and Sh. Rajib kumar ACS (Delhi) were present in the meeting. More than 80 members were came from all corners of Delhi. Sh. Rishi Kumar Area Secy. briefed the house regarding the problems of executives and the procedural difficulties being faced by executives in transmission area. Many executives gave valuable suggestion in the meetings for improvement of work culture and fault attending procedures. Sh. Ram Gopal CS addressed the house and asked each & every executive to work without fear so as to provide 100% output for the betterment of MTNL. He also promised to take all the points raised by them with higher authorities .Sh. A.K.Kaushik GS addressed the meeting and answered many quarries regarding carrier growth and financial condition of MTNL.

02-09-2011 A meeting of executives of Shakti Nagar Division was held at Shakti Nagar exchange building in closing hrs for discussing the ensuing ‘Protest Action programme. Sh. A K Kaushik GS, Sh. V P Bhardwaj AGS, Sh. Ramneek Sharma Organising Secy. , Sh. Ram Gopal Circle Secy., Sh. K.C. Vats Org Secy. (Delhi) and Sh. Rajesh Jatley ACS (Delhi) represented CHQ and circle. More than 80 members were present in the meeting. All most all members expressed  their views regarding the current development . Sh. A.K.S . Chauhan Area Secy. Deliberated in details for all points of ‘Protest Action Programme.’ He enlightened about the various strategic  plans for grant success of our agitation. Circle Secy. , General Secy., AGS and all other office bearers delivered their speeches and gave moral boost up to all executives present in the meeting.

A meeting of executives of Narela and Badli Division was held at Badli exchange building  during lunch hour for discussing the ensuing ‘Protest Action programme’  . Sh. A K Kaushik GS, Sh. V P Bhardwaj AGS, Sh. Ramneek Sharma Org. Secy.(CHQ) , Sh. Ram Gopal Circle Secy., Sh. K.C. Vats Org Secy. (Delhi) and Sh. Rajesh Jatley ACS (Delhi) represented CHQ and circle. More than 30 members from all around area were present to attend the  meeting. Sh. A.K.S.Chauhan Area Secy. briefed the house regarding the current development . He invited support of each executive for grant success of current ‘Protest Action Programme’. All the members were  of the firm view that without achieving a honorable solution to our both demands the current agitation should not be withdrawn. Circle Secy. , General Secy., AGS and all other office bearers gave many more informatics diet and  moral boost up to all executives present in the meeting.

WS,  visited many areas and in presence of huge numbers of executive of the respective areas conducted elections for Area /Division/Branch bodies of the concerned areas. 30-07-2011 As a result of Hon’ble Minister’s instructions regarding increase of revenue by 25 % , the General Managers  of different areas have woken up suddenly. They do not give any suggestions for increasing revenue, but started threatening to middle level executives. They do not want to listen the concrete proposal (in same reference) of any individual or group of individuals .We are getting huge number of complaints of executives from all corners of MTNL that they are targeted in name of efficiency etc. . Therefore Association started to hold General Body Meetings in different areas so that views of general members may be exchanged and problems if any may be addressed properly. In this connection a meeting was arranged by TEAM TY . Area at Delhi. The information of members were shocking for the representatives as it was highlighted that Hon’ble General Manager of that area is using ‘Cheap and Abusive ‘ language for threatening the executives.
