Narendra Modi ji with regards to Non implementation of recommendations of the 7th CPC to the erstwhile DOT employees who were absorbed in MTNL/BSNL and since retired and drawing pension under CCS (pension) Rules ,1972 as amended from time to time.

TEAM requested Hon’ble PM to direct the concerned ministry /department to examine our appeal and to do the justice to this section of senior citizens by way of laying standing provisions in MTNL/BSNL for the erstwhile CG employees.

MEETING OF UNITED FORUM OF M T N L

UNIONS & ASSOCIATIONS

The meeting was held on 27/06/2017. Shri Mange Ram, President / U.F. was on the chair. The prospects and progress towards realization of our demands particularly in the present situation was  thoroughly discussed Also discussed about the recommendations of 3rd.PRC and the decisions evolved in the meeting of the committee of secretaries under the chairmanship of Cabinet  Secretary for adoption and approval of the Govt. of India. One after another speaker opined that without determined  and immediate struggle, it will be difficult to achieve the demands :

  • Pay and Pension revision in MTNL as on 01/01/2017
  • Merger of 50% DA with pay as on 01/01/2007 effectively amounting to 78.2%
  • One time option for Pro-rata pensioners
  • Full implementation of Govt’s order for regulating contributions to the EPFO by MTNL on actual basis.

And    (5) 100% Reimbursement by MTNL of CGHS contributions paid by the pensioners to 

                get  enrolment for CGHS facilities.

It is also taken into consideration that United Forum of MTNL Unions and Associations, Mumbai has already resolved to start Protest  Actions immediately along with their counterpart in Delhi.It is, therefore, now decided unanimously that the fresh notice will be issued immediately to start PROTEST ACTIONS to press for realization of the above mentioned DEMANDS in consultation with our Mumbai counter parts.

Shri Suresh Kumar, President, BMTN Karamchari  Sangh  was coopted unanimously as Secretary of U.F.

CEC of TEAM Delhi was held with JAM Packed session of all office bearers on 23.06.2017 in room no.756 of Kidwai Bhawan. All most all office bearers deliberated about the proposed protest action programme to be commenced probably from 2nd week of July-2017 and exhibited full support to the views of central leadership. It was decided that decision of ensuing meeting (probably in next week) of United Forum of Unions & Associations of MTNL about detailed programme of agitation will be implemented by TEAM with full dedication. 

It was also decided that if needed special funds for this protest action programme will be collected apart from regular subscription.

Aruna Sundararajan becomes full-time telecom secretary, Ajay Prakash Sawhney gets MeitY: : Aruna Sundararajan, secretary of IT and electronics will now be taking full charge of the department of telecom (DoT), which till now was an additional charge given to her in May.

A notification to this effect was issued by the department of personnel, Wednesday, according to which Sundararajan will be at the helm of telecom department filing a vacancy created by posting of former telecom secretary JS Deepak to the WTO as India representative. PSU Wish-list: BSNL wants 4G spectrum, MTNL Rs 10,000 cr to compete with private players: On the second day of the government-appointed inter-ministerial meeting to assess stress in the telecom sector, state-owned BSNL and MTNL presented their sets of demands. BSNL, which has got pan-India operations barring Delhi and Mumbai, urged that it be allotted the prized 700 MHz spectrum that is used for 4G services via the equity route and sought a moratorium on the payment of licence fee for revenue earned from government projects. MTNL, which provides services only in Delhi and Mumbai, on the other hand, sought government help in making Rs 8,000-10,000 crore capital available citing the tariff war being fought by private operators. A meeting of the United Forum of MTNL Unions and Associations was held on 05/06/2017 at Mumbai.  Representatives from all the affiliates attended the meeting.  Shri A K Kaushik in his exhaustive speech touched upon all the points and impressed upon the members about the urgency with which 78.2 is to be achieved before 3rd PRC.  He explained in detail the erosion of salary of the Executives and Non-Executives, if 78.2 is not implemented.  Order regarding implementation of 3rd PRC is expected at any time and he exhorted the members to be prepared for a long united struggle to achieve these demands.  He also spoke about one more option for pro-rata optees, CGHS facilities etc.

            All the members who spoke on the occasion supported the views and it was unanimously decided to re-start the agitation programme.  It was also decided to form a core committee, consisting of one member from each affiliates and this core committee will draw up detailed road map for the agitation programme in consultation with all the stake holders.  A coordination committee of Delhi and Mumbai united forums will also be formed to steer the agitation.  Notice for trade union action will be served on the Management by the United forums of Delhi and Mumbai units.

 31.05.2017  GS alongwith Sh. V.P.Bharadwaj JGS, Sh. Ramneek Sharma CHQ Vice Resedient, Sh. Rajeeb Kumar AGS, Sh. S.P.S.Yadav CS, Sh. K.R.Yadav CP, Sh. Ajay Kumar CFS, Sh. S.S.Asija ACS and Sh. Naresh Kumar AS met ED Delhi unit to discuss the following points, ED called GM(Admn) for taking notes of the points discussed in the meeting and for implementation of the decision taken. The main point of discussion were as follows:  

1)GS and CS briefed ED about vulnerable condition of North Area. It was pointed out to him  a) That Sh. Kamble GM North is having vindictive attitude for the office bearers of TEAM and searching the manners for harassing them. b) That he has not completed the APAR of many officers even for last year. c) That he is using abusive and threatening language against Executives. d) That he is not obeying the regular promotion orders of Corporate office and thereby concerned executive feel demoralised. e) he even does not want to start dialog process with association to get rid of misunderstandings if any.

ED patiently listened all the complaints and instructed to GM (Admn) for a phone call to GM(North)  for resolving these problems. He also instructed for taking APAR completion certificates from all GMs so that everything about completion of APAR will come in black and white. He assured us that he will take all corrective action which are needed for better coordination among administration and executives of North area.

2) CS requested ED for filling the vacancies of SDEs/AOs/DEs and CAOs by local officiating promotions, he briefed ED that such vacancies were filled by Delhi Units long ago and due to delay in such orders GMs are giving local promotion at their level to whom so ever they like without following proper criteria of seniority.

ED agreed to our view point and asked to GM(Admn) about the progress for such orders.GM( Admn) told that they have started the process of calling CR and vacancies position so that timely the local looking after promotion orders may be issued.

 A meeting has been organised by the Dir.( HR)   wherein ED Delhi along with all area General Managers , GM from Corporate office and representatives of Unions/Associations were invited. Dir. HR has placed revival plan for MTNL services in Delhi. Dir. HR emphasized that we all have to work like TEAM for revival of company.

Our Association has placed that Mutual Trust is to be build up 1st among management and employees , decision taking machinery is to be activated   for timely decisions on any issue. the staff is to be motivated instead of creating fear psychosis in the mind of the employees by frequently criticising them and threatening about salaries.The resources/ material management  is to strengthened.

Dir. HR has further informed that this kind of meetings will go up to DE/SDE level . The meeting was ended with vote of thanks given by GM(Admn) Sh. R.M.Tiwari.

On 09.05.2017 GS along with AGS Sh. Rajib Kumar, AGS Sh. Sanjeev Kumar, AGS Sh.Mahesh Kukreti , CHQ Vice President Sh. Ramneek Sharma, CP Sh. K.R.yadav, CS Sh. S.P.S.Yadav, CFS Sh. Ajay Kumar and COS Sh. R.D.Ahirwar met Newly appointed ED Sh. Roy in his chamber. TEAM welcomed him and communicated our well wishes for his tenure and  assured him for our level best cooperation for smooth functioning of  MTNL Delhi Unit.

We briefed him about various problems of  fields being faced by executives in each area. TEAM explained him in detail that mental setup of executives is very strong and they can bring the MTNL ship out of storm with the help of management. But there are some shortcoming of management which need to be  addressed otherwise the situation may go out of control. We expressed our deep concern over negative and biased attitude of GM(North). We requested him to instruct him to initiate a dialog process for earliest resolution of the problem. ED has assured us to look into matter at earliest.

On the day of International Labour Day and Maharashtra Day  i.e. on 1st may every year a grand celebration is being organised by Bhai JagtapHon’ble MLC Maharashtra and chair man of United Forum of MTNL association and unions of Mumbai. Bhai Jagtap is patron for more than 1200 union and associations spread out all over India. on this annual function every year a jury consisting of well known public figures selects 2 names for Bhishmacharya Award and Dronacharya award from various leaders of union and association, who have fought for cause of welfare of labours and workers and devoted their lives for betterment of lives of thousands.

This year that jury has selected name of Sh. A.K.Kaushik for reputed “Dronacharya Award” and he was felicitated by Hon,ble Ex. CM Maharashtra Sh. Ashok Chahvan , Sh. Mohan Prakash Hon,ble politician and Sh. Bhai Jagtap in the public meeting  which was a hgue function.

CHQ Meeting of the Association was held today at City Telephone Exchange conference hall. Homage to all departed leaders Com. Rajapure, Com. Hiramat, Com. B.N.Singh was paid by observing two minute silence. During the CHQ meeting that lasted for the whole day main agenda of achieving implementation of 78.2% IDA neutralization and  CMD, MTNL’s remarks to 3rd Pay Revision Committee on pay revision and its repercussions on pay revision were deliberated. After day long deliberations CHQ adopted following resolutions.

  1. To issue notice for agitation from mid of June, 2017 in consultation with United Forum members. Notice to this effect will be served in the second week of May, 2017. TEAM Will lead the moment. It was decided that members are to be educated on the 78.2% neutralization through meetings, messages through WhatsApp and all other possible media.
  2. To oppose CMD’s communication to 3rd Pay Revision Committee on Pay hike and to pursue the matter with management and Government. Com. A.K.Kaushik reiterated that the losses suffered by MTNL are due to  wrong approach and indecision by management and executives are not at all a part to it. Mis-propaganda and threat to MTNL Executives by present CMD, MTNL are discussed in detail and It was decided that CMD, MTNL’s efforts of issuing threats and carrying out negative propaganda to destabilize our members has to be countered through offensive strategy.  All misdeeds of management that were pushing MTNL to its worst position today need to be communicated to respective ministries and Public at large. 
  3. To take up with management to consider CGHS optional for employees and should not be made compulsory, to give one more chance for all willing Pro-rata employees to exercise their option and to reimburse the entire CGHS Contribution to all those opting for CGHS.

It was unanimously decided that the CHQ Conference to elect the next body be conducted in the month of Sep, 2017. It was also decided that conference fee of Rs.500/- per member and delegate fee of Rs.1000/- per delegate to be collected. All branches are requested to collect the conference fee along with pending subscription and to hold branch meeting before forwarding delegate nominations to CHQ. GS requested all to maintain one to one communication with members, understand their difficulties and redress their grievances to maintain commitment of the Association.

The meeting in memory of veteran leader Sri.R.A.Rajapure was held on 25/04/2017 at Community Hall of  Mitradham CHS Parel East. About 150 + pensioners attended and Pushpanjali was done by them.
 
Leaders from Delhi Sri. M. K. Bagchi, Sri. S.S. Nanda, Sri. A. K.Kaushik, and Sri. R.K. Mudgal attended the meeting and shared their memories of Sri. R.A. Rajapure. All Leaders of United Forum and Kamgar Sangh Mumbai attended the meeting.

Merger with BSNL desirable for strong pan-India play: MTNL CMD The merger of BSNL and MTNL is “desirable” for operational synergy and even the fiercely-competitive telecom market necessitates such a combination for a stronger pan-India play, a top MTNL official has said.
The comment comes amid what seems to be a renewed push for BSNL-MTNL merger with a Parliamentary panel report recently noting that the Telecom Department plans to place the merger proposal before the Cabinet by June.

1)MTNL targeting more broadband users:State-owned telecom firm MTNL is looking to convert nearly 50 per cent of its fixed line users into broadband subscribers over the next 18 months, as part of plans to increase revenue and retain customers.

1)Parliamentary panel recommends “revised VRS” for unskilled employees of BSNL and MTNL:The Parliamentary Standing Committee on Information and Broadcasting has made a strong case for the government to come out with a “revised VRS proposal” for the employees of BSNL and MTNL. The committee, headed by BJP member Anurag Singh Thakur, said that both the BSNL and the MTNL have been burdened due to transfer of around three lakh government employees who were part of the Department of Telecom Services and Department of Telecom Operations with liabilities of Rs 1,000 crore per month wage bills. Thus, it said, it will be imperative that the government extends support to these two operators on dealing with salaries and other aspects of the work force.”As the skills (of the workers) have become obsolete with the introduction of new technology as they were mainly employed for repairing landlines, the committee is of the view that the department may look into the possibility of skilling these employees for gainful utilisation of their services,” the panel said. 2)MTNL Mulls Selling Surplus Land, Buildings to Reduce Debt:

Loss-making state-owned telecom firm MTNL has approached the government with a proposal to monetise surplus land and reduce debt.The debt laden company says it has up to Rs 5,000 crore worth of real estate that can be monetised readily.”We have real estate available with us, which is not being effectively utilised. So, we have submitted a proposal that some of that real estate we would like to redevelop, or sell land and building… The proceeds can be utilised for debt reduction,” MTNL Chairman and Managing Director P K Purwar told. Joining the tariff war, state-run MTNL will offer 2GB of 3G data per day and unlimited calling within its network for Rs 319 from April 1.

“On its 31st anniversary, MTNL announces new plan from April 1, 2017 that offers 2 GB of 3G data per day and unlimited calling within MTNL network for Rs 319 for Delhi and Mumbai mobile customers,” the company said in a statement.

The plan will remain valid for 28 days after which MTNL customers will have to recharge with same value for availing benefits.

“This promotional offer is valid for 90 days. MTNL customers will also get 25 minutes of free call to other networks everyday and after that they will be charged 25 paise for a minute phone call,” the statement said. A news from Money control..

MTNL to invest Rs 400 cr for 1800 towers; project debt tied up..

State-owned Mahanagar Telephone Nigam Ltd plans to invest Rs 400 crore for installing and commissioning 1,800 mobile towers over the next 8-10 months to improve coverage and data speeds for its subscribers.The loss-making telecom corporation said it has lined up the financing for the project from banks.

“MTNL is taking up many network expansion initiatives. We are going to expand 1,800 sites in Delhi in the next 8-10 months,” MTNL Chairman and Managing Director P K Purwar told PTI. A news from Money Control..

1)BSNL-MTNL merger exercise rendered it relevant, VRS issue shows

The merger of loss-making, state-owned telecom firms BSNL and MTNL is back on the table as the private sector players undergo consolidation in a cut-throat competitive environment. The idea is to tap the synergy between the two firms in order for them to survive in the changed landscape. However, a close look at the blueprint drawn by the department of telecommunications, way back in 2013 to tap synergies between the two to turn them around, shows that most of them have not been acted upon, in what appears to render the merger exercise irrelevant.

The biggest task identified was to cut the employee strength of the two companies by working on a voluntary retirement scheme, but not much has happened on this front so far. Sources said while the VRS issue never progressed during the UPA regime, during the current government’s regime, BSNL had estimated that it would need around R18,000 crore for its VRS programme but nothing has happened so far. BSNL-MTNL merger: DoT to put plan on Narendra Modi-led Cabinet table in June:

The Department of Telecom (DoT) is working to develop a plan for the stage-wise merger of loss-making state-run telecom operators BSNL and MTNL, and is expected to approach the Union Cabinet with the proposal by June this year.

The telecom ministry feels that a pan-India government operator is important for the sector to keep a check on cartelisation by private players. It anticipates that the ongoing consolidation in the industry will lead to four private players — Bharti Airtel and Telenor, Reliance Jio, the merged entity of Vodafone India-Idea Cellular and the firm created out of the merger of Reliance Communications, MTS and Aircel.

On the merger of BSNL and MTNL, former DoT secretary JS Deepak told the parliamentary standing committee on information technology, “We are working on a plan… I would not say that we have a plan of merging these companies in phases.”A news from The Financial Express.

 GM(BSS) WS unit has issued a letter in consultation with Director technical with regards to Replacement of Battery Banks of BTS sites, wherein he has conveyed decisions taken in the meeting of management held on 08.03.2017. Management in autocratic manner conveyed a recommendation vide point no 3 that if battery bank life is not expired then the residual value of battery bank shall be recovered from the salary of concerned site in-charge SDE.

Further more in a quick move management has conveyed a committee consisting of 3 DGMs of WS unit for fixing the responsibilities of site in-charge within 15 days.

 1)BSNL, MTNL merger plan back on discussion table: After a hiatus of few years, the proposal to merge BSNL and MTNL is back on the discussion table with top officials at the telecom department once again ‘brainstorming’ on various options before the two loss-making, state-owned entities.
According to a highly-placed source in the Department of Telecom, a top-level meeting recently discussed possibility of merging both the entities that are facing financial stress due to increasing competition in the sector.
Another official said that in the first phase, BSNL is keen on picking up mobile operations of MTNL in Gurgaon, Noida and Faridabad, where it is already offering landline and broadband services.
The other option could be the acquisition of MTNL’s mobile operations in Delhi and Mumbai – the two metros it operates in. BSNL, on the other hand, operates in rest of India.
The meeting, head by the then Telecom Secretary JS Deepak, was held 2-3 weeks ago and idea is gaining ground once again. A news from economic times…

 CS TEAM Mumbai, Sh. MTNL Q3 net loss at Rs 819.96 cr surpasses total revenue:

State-run telecom firm MTNL today reported widening of its standalone net loss at Rs 819.96 crore, surpassing its total revenue, during the three-month period ended December 31, hit by increase in finance cost. The company has posted a net loss of Rs 671.59 crore in the same period a year ago. Net loss surpassed its total income of Rs 690.59 crore. The revenue of MTNL declined by 8.6 percent from Rs 756.22 crore posted in the corresponding quarter of previous fiscal. The finance cost during the reported quarter increased by 11.32 percent to Rs 382.28 crore, from Rs 343.39 crore a year ago, accounting for more than half of its total income from operations….. The representatives of united forum of MTNL Unions and associations have met Additional secretary(T)/DOT ,Sh. N. Sivasailam today (10/02/2017) in a pre-scheduled meeting on the following agenda:—-

  1. Merger of MTNL & BSNL 

       & 2.  Merger of 50% DA effectively amounting to 78.2% as on 01.01.2007 to MTNL employees           and  pensions(pension as on combined basis)

As regards merger of MTNL  and BSNL , we have highlighted our well known points of view in this respect. We have insisted that this is a “life and death” question for MTNL and this is an issue that relates to the job security of thousands employees of MTNL and most of them are of  erstwhile DOT recruits. Additional Secretary points out that the main hurdle of such merger is that MTNL is a listed company and BSNL is 100% owned by Government. This add to the complication in deciding merger. When we draw his attention to the ways and means of such merger in the given situation as recommended  by various committees , he says that their suggestion is on the line of substantial investments by the Government as a pre-condition which may not be favoured by Government. He in turn , suggests that MTNL has inherent capacity and expertise to improve services even at this stage. The expansion of broad band connections and urgent and meaningful use of assets by way of renting out etc. hold the key to MTNL’s turn around .He has insisted that unions and associations can play pivotal role in this respect.

    As regards “Merger of 50% DA effectively amounting to 78.2% as on 01-01-2007” he informs that the proposal sent by MTNL includes the need of financial assistance by the Government for its implementation and  DOT cannot decide such matter on its own. After quite some discussions, when we insisted that in absence of implementation, MTNL employees will be permanently deprived of this part of DA neutralization, he says that DOT will send this proposal to D.P with DOT’s recommendations. He also says that left to him alone he favours implementation, but DOT alone cannot decide this. On our specific query: whether we can remain hopeful, his cryptic reply was : one should always remain hopeful.

         Meeting lasts for 1.5 hrs and ends with some positive note.

 MTNL borrowing money to meet day to day requirement: Manoj Sinha ....Loss-making telecom PSU MTNL has been hit hard by debt and it is borrowing money to meet its day-to-day requirements, Union Minister Manoj Sinha said today. “Mahanagar Telephone Nigam Limited (MTNL) is borrowing money to meet its day-to-day requirement,” Sinha said in a written reply to the Rajya Sabha. Total debt on MTNL reached Rs 19,418.23 crore at the end of December 31, 2016, from Rs 11,542.3 crore in 2012-13, according to the data shared by the minister. The debt is over six times MTNL’s annual revenue registered in 2015-16. “Due to debt burden and fund crunch, MTNL has gone slow in upgradation of equipment during last 4-5 years. One of the reasons for service quality is due to non-investment in access network of fixed lines,” Sinha said. A news from economic times…

The representatives of United forum of MTNL Unions & Associations met Member (Services) in a pre- scheduled meeting today. The agendas, e.g.(1) merger of MTNL & BSNL (2) Merger of 50%  DA effectively amounting to 78.2% as on 01.01.2007 to MTNL employees and pensioners and issues related to C.G.H.S the briefs on which were submitted  earlier, were discussed thoroughly .Issue of pro-rata pensioners  also was discussed. DDG (Estt.) was also present in the meeting.

  As regards Merger of MTNL & BSNL, Member (services) informs that Secretary / DOT is quite affirmative about this. But some consensus approach is required between the Unions and Associations of both MTNL and BSNL. On management side also from both MTNL and BSNL, some united approach is required. This helps DOT/Ministry to take decisive decision on this. At present there is a move for uniting the wireless network and services of MTNL and BSNL. But that too faces problem from different perceptions between MTNL and BSNL. As regards the issue of merger of 50% DA , Member (Services) tries to know exact financial implication both for current payment as well as for arrears. Member (Services) informs that this issue is still under the domain of PSU and advised us to deal with Add. Secretary. As regards issue of C.G.H.S Member (Services) informed that DOT is taking up the matter with Director (CGHS) , Nirman Bhawan for its implementation at Mumbai. But as regards the matter of our suggestion that enhanced rate of contributions should not be applicable for MTNL /BSNL, he is sceptical. He agrees to take up the issue with MTNL for full reimbursement of amount to the concerned pensioners against contribution. The issue of another scope of fresh pension options for the pro-rata pensioners, we have updated him the present status of the issue and requested him to use his good office so that MTNL sends the reports to DOT as called for.

 02.02.2017  GS along with Sh. V.P.Bhardwaj JGS, Sh. P.C.Sarswat Senior Vice President, Sh. K.R.Yadav CP, Sh. S.P.S.Yadav CS and Sh. Ajay Kumar CFS met with Dir. (HR &EB) on 31.01.2017 to discuss the various HR issues pending since long.

  • The issue related to some executives those who had withdrawn their pro-rata option and opted for combined pension their cases were neither settled by MTNL or CCA Delhi & Mumbai.

Dir. (HR) assured positively and sympathetically to look into  matter and asked us to submit the detail of such cases so as to settle the same.

  • Issue of review DPC and seniority case of JAOs was discussed and it was assured by him that he will ask GM(HR) for further studying the case for deciding on merit.
  • Post based promotion for all executives in time bound manner: Dir (HR) responded to our submission and ask us to provide our view point to management.
  • Restoration of additional increment on regular promotion as per EPP-2007. The case was discussed in length and it was requested that the recovery if any made in this regard must be refunded back to affected executives. (i.e Sr. SDEs/Sr. AOs & CAOs/Des).

Dir.(HR) asked us to submit the detail of such cases so that judicious decision may be taken.

  • Case of Stenographers and Hindi Officers: This case was discussed and we demanded that their promotion avenues must be brought at par with other executives.
  • Issue of promotion through LICE: we have submitted that instead of holding many examination like LICE & competitive etc at various levels i.e. AM to DM and DM to Sr manager, the executives should be promoted on time bound post based promotion as the same is being given in the senior management policy i.e. DGM to Jt. GM and JT. GM to Add. GM I & Add GM II.
  • We have also raised the issue of filling the 50 % quota of JAOs /JTOs through departmental candidates and asked management to relax the norms so as give the opportunity to non executives those who meet the educational qualifications e.g. Draft man/TTA/WM.
  • We have also requested to management that opportunities are to be given to well qualified employees in promotion at various levels. The reorientation of employees has to be made regular process in training center of MTNL so as to meet out the manpower requirement of MTNL with the existing manpower of MTNL.

Sh. Ram Gopal Ex. Circle Secretary TEAM Delhi retired on 31.01.2017 after attaining the age of superannuation. He was posted in Shahdra Telephone Exchange. Our Executives of Shahdra Telephone exchange organized a function for giving me a farewell.  The farewell was attended by all executives of TY area and many office bearers from circle and CHQ. Sh. Ram Gopal was praised by each speakers for his devotion to work place, organization as well for family. His well behaved attitude, smiling face and culture for harmonious relation with each of us will be remembered for ever. His contribution for betterment of executives and fighting spirit for cause to prevail truth cannot be forgotten. TEAM expresses sincere gratitude for his contribution towards this great organization.

NDMC ties up with MTNL to offer free Wi-Fi in Delhi:

With its ambitious Wi-Fi project in Connaught Place and Khan Market losing popularity due to poor connectivity, New Delhi Municipal Council (NDMC) has now tied up with MTNL in a fresh attempt at offering free internet connectivity in its areas.

NDMC had partnered with Tata Teleservices in 2014 to provide the service in inner and outer circles of Connaught Place, one of the significant business and leisure centres in the city.

The civic body had claimed that the service is the largest in India. Similarly, NDMC had partnered with Tata Docomo to provide the facility in Khan Market.

At present, the service can be availed by 5,000 people with an average speed of 512 Kbps. The first 20 minutes within a 24-hour period are entirely free after which scratch cards can be purchased in various denominations in the market.

However, visitors and traders have been complaining for months that the service is not functioning seamlessly, a claim confirmed by the civic authorities.

“We had earlier launched the services with full preparation, but the plan did not work well. Initially, it worked fine but the connectivity has been slow lately,” a senior NDMC official told . A news from Economic Times….

 A general body meeting of GSM / WS area was held today during Lunch Hour at 2nd Floor committee room  of CGO Complex. Sh. P.C.Sarswat Senior Vice President of Delhi, Sh.Rastogi CHQ office bearer , Sh. V.P.Srivastva ACS of Delhi and Sh. S.K.Tyagi Area Secy. of WS unit organised the meeting in very disciplined way. The meeting was attended by more than 70 members of area along with Sh. A.K.Kaushik GS, Sh. V.P.Bhardwaj JGS, Sh. S.P.S.Yadav CS Delhi, Sh.K.R.yadav CP Delhi and Sh. Ajay Kumar CFS Delhi.

Members of WS unit placed their burning issues being faced by them in day to day working  some of them are as follows:

  1. Many examples were given where senior officers are  forcing executives to do work without proper availability of vehicles / proper means of transport for moving from office to different sites.
  2.  Members were very furious about role of Director Technical , as  in different cases he is directing officers of GM/PGM level to issue warnings to non ITS officers .
  3. Members raised issue of feasibility of the new tower projects of 3G in the era of 4G Etc of higher technologies.
  4. Rent of  existing sites are not being revised as per market rates and in turn owners are forcing MTNL to withdraw the BTS from their premises. Which is creating further black holes in dying network of WS.
  5. Maintenance of existing BTS with expired Batteries/Gen Sets and shortage of different hardware are further hurdles of the WS network.
  6. Some members raised the issue of non settlement of Pay anomaly.                                                                                                             Thereafter all Circle Office bearers and GS addressed the gathering and ensured that each difficulty being faced by them will be taken by TEAM with Management at appropriate levels. It will be ensured that members may work coolly in tension free environment for the best out put in the favor of this great organisation. It was appealed to members that CHQ conference which is likely to be conducted in mid of April 2017 should be made a historical event by participating in hundred percent strength and by providing financial contribution.

 08.01.2017 As per DOT, the technical issues in the implementation of Govt’s order to extend CGHS benefits to the pensioners of MTNL/BSNL as poised by CGHS /R.K.Puram unit earlier , is fully resolved. It is resolved in the meeting held on 06.01.2017 between DOT and CGHS (Policy), Nirman Bhawan.

It has been decided to hold next CHQ Conference in the 3rd week of April-2017. All Circle/Area Secretaries are requested to clear their CHQ Quota up to April 2017 to the CHQ Finance Secretary Sh.C.U.Gade immediately. Circle/Area Secretaries are further requested to hold the Area/branch meetings to elect the delegates for the ensuing conference.

The detailed notice for CHQ conference  along with all details of venue, Schedule of programme and special contribution in form of CHQ Conference fee and delegate fees will be announced shortly.

Min. of Health & Family Welfare has convened a meeting to be held
on 06/01/2017 which will be a”ended by all stake holders, i.e., DOT(PAT Section), CGHS (Policy Unit) and O/o the Additional Director (HQ) / CGHS, R.K. Puram to sort out the glitches in the implementation of CGHS bene5ts for MTNL/BSNL pensioners. DOT will be represented by both DDG(E) 7 Director (TE) in the said meeting. It is expected that the issue will be conclusively decided this time.
Meanwhile CGHS, R.K.Puram appears to have been already set to implement this immediately for MTNL/BSNL pensioners. In fact in a few such cases that CCA/Delhi provided the NOC mentioning “Head of Account “, “Equivalent CDA Pay Scale with GP and “Range of Pay,”CGHS, R.K.Puram has started issuing CGHS Cards.
