Pension Revision

A joint meeting of like minded associations with Member (S) at sanchar bhawan on 29/05/23.

As per the fixed programme, we met member (S )29/05/23 & discussed the pension revision issue at a stretch of half an hour. At the outset, com. J S dahiya, Org secy of AIBSNLPWA briefed about the meeting with Hon’ble MOC on 27/05/23 “He informed that on a call from PA to the minister of parliamentary Affairs, com.Ganadhar dhar Rao the VIce president & other office bearers of including him of AIBSNLPWA met sh prahlad joshi, the parliamentry Affairs Minister & Hon’bl MOC sh Ashwani kumar vashnav on 27/05/23 & requested him to grant the fitment formula as per 7th CPC for the revision of pension of MTNL/ BSNL retirees as a permanent solution to avoid our concern of future uncertainty about pension revision by delinking the pension revision from the pay revision of the working employees of MTNL/BSNL.
The Hon’bl MOC heard them patiently & appreciate their concern about the pension revision.He told that he would call upon the secretary (T) to discuss the issue shortly & take an appropriate decision by taking into account all the relevant aspects.

Sh A K Sahu, OSD to member (S) was also present in the meeting. He is likely take over the charge of member (s) on 01/08/23 as the present M(S) is going to retire on 31/07/23.

All the relevant aspects regarding pension revision in the line of 7th CPC were discussed.our demand was quite repititive & monotonus in nature. Ie. We demanded the pension revision as per 7th CPC as there is no cross section of pension revision with pay revision. Moreover all the retiral benefits are being extended to the retirees of MTNL/BSNL at par with central Govt pensioners as per 37A ccs pension rule from the same source ie consolidate fund of India.
M(S) said that he has already escalated the proposal long back with the financial implications & assured that he would make his best efforts for a permanent solution taking a holistic view & expedite the process for preparing the cabinet note including all required formalities once the approval comes to him. He also asked to submit the left out input/ points if any in support of our demand within a week time.he assured that he would place all the points for the discussion in the meeting at the appropriate level.
The points like”we have already been getting more pension, 3rd PRC etc were also raised from DOT side but we countered the same properly in a effective manner.

MEETING WITH DIRECTOR HR MTNL ON 29/04/23 AT CORP OFFICE CGO.

A meeting was held with Dir HR, MTNL in his chamber at Corp. office, CGO complex lodhi Road.

Sh K R Yadav, GS TEAM, Sh R K Sharma, C/S TEAM, Delhi circle attended the meeting.

The following issues were discussed in the meeting at length.

REGULAR PROMOTIONS: we raised the issue of delay in regular promotions of all executives cadres of MTNL.
We held that no DPC for regular promotion of any executive cadre has been held since VRS 2019. There are the executives in Account & finance, H R, Mktg cadre who have not gotten even their first due regular promotion after a lapse of more than 15 years. While their similarly placed executives in DOT as well as in BSNL have already got their all due regular promotions long before. This has led to a great frustration amongst the executives. We also told him that there will be no financial implications involved in the regular promotions. We requested Dir HR to conduct DPCs for the regular promotions as per the available vacancies at earliest possible.

Dir HR was fully agreed to our concern & assured that he would review the present position of vacancies against sanctioned posts in the respective cadres & take necessary steps in this regard.

ON LINE (EPS 95 Forms) FOR NEW EPF PENSION: We informed Dir HR that the EPF optees are facing a lot of problems in submitting the on line EPF application form partly owing to un awareness of the system & partly owing to the system issues(EPFO portal issues).The problems lie particularly with the C&D group retirees. We are trying to extend them all required help. Having said that a lot of retirees are left to submit their on line EPF form.
We requested Dir HR to take up this issue with EPFO & extend the cut off date so that all the interested eligible retiree as well as working employees can submit their on line EPF application form.

Dir HR told that he had called for a meeting in this regard in Corp office at CGO Complex at 4:00 pm on the same day and would discuss the subject matter to find the viable solution of this matter.

PRO RATA PENSION OPTEES HAVING LESS THAN 10 YEARS SERVICE:: we raised the issue of the pro rata optees whose qualifying service in DOT is less than 10 years due to absorption in MTNL. As a result, they are not getting DOT pension & their MTNl pension is also very meager which is like a drop in the ocean.
We requested Dir HR to reconsider the pro rata pension case & take necessary effective steps for the welfare of such star crossed & hapless MTNL retirees. We inform him that DOT also wrote a letter to MTNL seeking financial implications involved in this case.
Dir HR said that this issue is a very genuine issue & realised that an injustice has been to them. He asked for the copy of that letter. He told that he would discuss the issue at the appropriate level & try to explore all the feasible& viable possibilities for the solution.

THE CASE OF 206: We have a detailed discussion with Dir HR regarding implementation of Honorable supreme judgement of sept 2022.we have informed him that BSNL has not implemented supreme court judgement of Dec 2017 in its letter & spirit & We have informed & requested him that first of all all the beneficiaries may be promoted as Adhoc DE nationally w.e.f the year 2000, 2001, 2002 & 2003 in respect of their juniors who had been promoted as Adhoc DE through the order issued by DOT in the year 2000, 2001,2002 & 2003 & thereafter all the consequential post based promotion as well as financial upgradstion as per executives promotion policy I. e. EPP-2007 of MTNL may be done.
Dir HR after hearing us, has assured to implemement the Ho’nble supreme court judgement of sept 2022 accordingly.
We are going to take up the matter with DOT also.

MEETING WITH Dy SECRETARY DOE, M/O FIN. ON 29/03/23, Reg  9.4% IDA

Other concerned officers were also present in the meeting.it was informed by them that the case file was again sent to the competent authority for approval in the last week but the approving authority has raised a query as to why the IDA neutralisation @ of 78.2% has not been implemented in MTNL for the working Employees as well as for those who retired from MTNL as per The DPE Order dated 02/04/09.
Today also the ins & outs of the case was further discussed at length. They were fully agreed to whatever we explained to them on the issue. consequently they intended to send the file back to DOT for seeking some clarifications /information But on our request they have finally decided to send a letter to DOT by the end of next week for the same & holding a meeting with the concerned DOT officer rather than sending case file back to DOT.

On 11.01.2021 GS TEAM Sh.K R Yadav alongwith CS Delhi Sh.S P S Yadav, AGS Sh. S D Sharma,CFS Delhi Sh.Ajay Kumar, OS Delhi Sh. R D Ahirwar and ACS Delhi Sh. S S Asija met Director HR at corporate office in his chamber  extended New Year wishes to him & had some discussions & stressed on the following issues.

1) We asked him for the final payment of various heads for VRS optees of 2019.

He replied that DOT had released an amount of Rs 212/- crores to CCA for the payment of remaining part of ex- gratia. Regarding payment of CGLIC and CGHS he told that he would get feedback from both units & ask them to expedite the process of payment accordingly.

2) regarding the vertical promotion of the executives he told that HR cell has already sent the case file of regular promotion to CMD on 2-3 occasions but CMD returned the file with one or the other query. Now proposal for hiring a private agency for cadre restructuring is under approval. The vertical promotions would be possible after the required restructuring is done. He also suggested to take-up this issue with CMD for the early approval of the promotions. He added that financial up gradation in all cadres is being given accordingly as and when due.                                       

Regarding the CPF payment & interest on late payments. He told that necessary steps are being taken for early payment of CPF payment & both the units have been asked to calculate the interest on late payment of GPF & provide the detail to CO.

But we asked him for giving the interest on all late payment, be it leaves encashment, or CPF or gratuity or ex- gratia etc.

On the same day all office bearers met with Director Technical as well & congratulated him for his appointment as CMD TCIL, after the exchanges of good wishes for New year we had discussed on day to day working of MTNL and survival of MTNL. During the discussion he expressed his displeasure over the working culture of mtnl. He told that even in this era of cut throat competition the red tapism is blocking the way of viable working solutions. 

A Number of landline & broad band connections are rapidly getting reduced on account of lackadiascle approach of executives from top to bottom.On the other hand operation of mobile services is just going to BSNL. 

The staff strength is all time low and the contractor engaged for maintenance of lines is not finding viable solution to continue the work. Therefore a new tender has been floated with revised rates.

Overall he was not very much optimistic for the revival of MTNL. He accepted that the VRS couldn’t bring the expected results as the post VRS dysfunctional consequences were not properly assessed by the management.

On 13.01.2021 GS Sh.K R Yadav along with CS Delhi Sh.S P S Yadav, AGS Sh. S D Sharma, CFS Delhi circle Sh.Ajay Kumar met CMD MTNL at his office in BSNL corporate office. exchanges of good wishes we had some discussion as under.                                   

Regarding HR issues (regular promotion) the CMD was positive & assured that he would take care of case of regular promotion of executives as & when it is sent to him.Regarding the merger of MTNL with BSNL.The CMD ruled out any possibility of the merger due to indebtness of MTNL.

Until the problem of debt is resolved nothing can be done. Still there is no progress in monitisation of MTNL’s land and other assets as  the concerned department/ ministries are not giving approval for various reasons as told by him.

On 23.09.2020 GS Sh K R Yadav with Joint General Secy. Sh. Sanjeev  met GM Admn.  and ED Delhi ,an elaborate discussion held with ED Delhi particularly on poor services provided by MTNL Delhi.

 

  1. Presently the fault rectification of LL ,FTTH ,BB are completely in the hand of selected vendor, but he is not performing as per terms and conditions of agreement so the faults at High rocketing .We explained the faulty terms and conditions of the agreement particularly the penalty clause of the tender and engaging of personal .ED also admitted there are some flaws and management have already served the show cause notice to the vendors. He told that he is  closely monitoring the situation and if vendors don’t  improve the situation then management will take some concrete decision and problem will be sorted out very soon.

2 we raised the issue of FTTH and emphasised on immediately roll out the plan to positioned the FTTH service and take more steps to setell it .He appreciated our views and said for last mile connectivity for FTTH service ,the revenue share partner and MTNL network will be strengthen.

  1. Issue Of Leased line, PRI,P2P ,MPLS and pending fault were also discussed . we explained that even Leased line are increasing in numbers but revenue is shrinking due to dip in bandwidth charges. We requested to make our rates more competitive to remain in market .Ed appreciated our views and said in August we collected good revenues from Leased line and it is our potential Area.

4 .We  asked What is the road map of WS services, presently more than 500 BTS Sites are non functional and ARPU of mobile service is bare minimum. ED explained that this situation has been created by some financial crunch and some sharing of towers with other company like ZTE, Reliance etc. At present most of the cases are in NCLT tribunals.

 He told the situation will improve after rolling out of 4G service by BSNL,/MTNL .

  1. We also raised the issues of Financial up-gradation of HR/Mktg executive, he said ,he has given the instructions to training center to start the training .If module is not available ,may be taken from Mumbai and may be prepared immediately.

It was told that Training center explained about  shortage of instructors, ED replied them that ,it can be managed by Guest staff.

ED also appreciated the constructive role of TEAM and asked us that even management have outsourced the work of fault rectification but please motivate your executive to closely watch the fault rectification issues.

***It was also learnt during discussion that,  for CAPEX and OPEX ,the sovereign bond of MTNL may come up to Mid of October  at similar way as in BSNL.

   
 24.09.2020  On Dated 22-9-2020 AGS Rajeeb Kumar along with Area Secy. West Sh.R.B.Aggarwal (Sr.Manager) met GM(West) Sh.A.K Singh to discuss & resolve problems of West area’s executives.GM(west) discussed the problems of West area executives elaborately & assured to resolve on top priority basis. He praised the TEAM & appreciate the letters given by the TEAM CHQ to CMD .He warm welcomed to AGS along with AS WEST .The meeting concluded in very good & energetic environment.

On 14/09/20 G.S TEAM KR Yadav & joint G.S Sanjeev Kumar held  meetings with GM EB, mktg & sales  as well as G.M (fin) & discussed the following issues.               
    GM EB,mktg & sales.
 
1 – Earning of new business regarding leased ccts, marketing & sales.
 
2-  prolonged delay in installation of ccts thereby causing huge loss of revenue. 
 
3 – poor maintenance of  leased ccts.
 
GM EB,( mktg & sales) informed that prolonged delay in commission of ccts is coming about owing to inadequate or non availability of resources.
 
He further told that accute shortage of funds, manpower & resources are the cardinal reasons for prolonged delay in commissioning & maintenance of the services.
He also suggested us to hold meetings with the higher management to discuss the problems being faced by the Areas.

1- huge decline in MTNL’ revenue.
 
2 -release of pending payments of the retirees 
Such as leave encashment, GPF, CPF, ex- gratia etc.
 
3- local HR issues such as officiating promotion in finance cadres.
 
GM fin informed that the balance payments of gpf ,CPF, leave encashment etc are prolonging due to shortage of funds as the MTNL management had invested the fund of  same in mkt where severe loss has been incurred by.
He further told that there are remote chances for release of pending payments in near future.
 
He assured that he would take care of all pending local promotions in finance cadre on priority.
 
We  will meet  CMD, Dir HR, Dir tech & other concerned shortly to discuss the various core issues regarding depletion of subscriber base, deterioration of MTNL services, holding DPCs of pending regular promotions in all telecom.& Finance cadres & other paramount issues.

 22.01.2020  BSNL launches Bharat AirFibre State-owned Bharat Sanchar Nigam Limited (BSNL) Wednesday launched Bharat AirFibre to offer Internet connectivity in India’s rural and remote regions.“We have launched Bharat AirFibre on the airwaves in the free spectrum band primarily in rural areas where there is no interference,” BSNL Director (CFA) Vivek Banzal told reporters.
BSNL aims to add 100,000 new broadband customers in the next fiscal with service plans starting from Rs 500.
Bharat AirFibre offers high-speed broadband including voice services through radio frequency (RF) technology at affordable tariff on the unlicensed spectrum band. A news from ET Telecom.

 MTNL shareholders’ approve Rs 6,500-crore NCD issue, monetisation of land and buildings..State-owned MTNLNSE -1.86 % on Thursday said that it has received shareholders’ approval for raising up to Rs 6,500 crore through issuance of non-convertible debentures as well as for monetisation of land and buildings.

During the extraordinary general meeting of Mahanagar Telephone Nigam Ltd (MTNL) which was held on Wednesday, 99.89 votes were cast in favour of the issuance of “guaranteed, unsecured, listed, redeemable non-convertible debentures in the nature of bonds (NCDs), in one or ..more series/tranches, aggregating up to Rs 6,500 crore on private placement basis,” MTNL said in a filing to BSE.

The company further said that majority votes were cast in favour of the monetisation of land and buildings as specified/ identified by its board in line with the Department of Investment and Public Asset Management (DIPAM) guidelines and as per revival plan of the company approved by the Union Cabinet recently.

 My mission to make BSNL one of top companies in India: Prasad…. Union Minister Ravi Shankar Prasad on Thursday said state-owned BSNL is a strategic asset of the country and it was his mission to make it one of the top companies of India.

“….It ((BSNL) is a strategic asset of the country. Standing in Tamil Nadu I need to recall when Chennai was suffering from huge floods… ultimately who came to the rescue…. BSNL. When there was a great earthquake in Nepal and when Indians were stranded there, who gave free service? BSNL,” he said.

The Union Minister for Communication, Electronics & IT, Law & Justice was speaking after inaugurating the cable laying work for submarine optical fibre link from Chennai to Andaman & Nicobar Islands.

 After completion of VRS scheme, a leaner BSNL begins process to roll-out 4G..A month after Bharat Sanchar Nigam (BSNL) completed its voluntary retirement scheme (VRS), the new calender year will see a younger and trimmer PSU kick-start the process of rolling out 4G services.As many as 78,300 employees opted for the VRS, which is approximately 50 per cent of the company’s total staff cost of Rs 14,500 crore.The retirement package will save about Rs 9,000 crore annually for the debt-ridden company that is yet to pay one month’s salary to its employees.“I don’t see much of a difference. Yes, the VRS is an important step and could address the very immediate challenge of over staffing. But it won’t remove doubts about BSNL’s continuing health. BSNL’s prospects have not improved because of this and the problems have not changed. BSNL’s technology, competitiveness and management issues have to be addressed head-on,” said Mahesh Uppal, an independent telecom expert. A news from Business Standard..

 07.01.2020  BSNL has identified properties worth over Rs 20,000 crore for monetisation: CMD.. State-owned Bharat Sanchar Nigam Ltd has submitted details of 14 properties worth Rs 20,160 crore to the Department of Investment and Public Asset Management (DIPAM) as part of the telecom corporations’ ambitious asset monetisation plans, according to its chairman.
Meanwhile, a government source told PTI that the Ministry of Skill Development is looking for a land parcel and the Department of Telecom (DoT) has offered BSNL land in Ghaziabad to the ministry. The estimated value of that land is Rs 2,000 crore.
When contacted, BSNL Chairman and Managing Director PK Purwar said, “The corporation is making all out efforts to monetise its assets and has identified 14 assets worth over Rs 20,000 crore through the DIPAM route”.
Purwar said these land parcels are spread across India in locations like Mumbai, Thiruvananthapuram, Chennai, Ghaziabad and other places. A news from Business Standard…..

 02.01.2020  In the first morning of new year 2020 GS TEAM along with CHQ and Circle office bearers met with ED Delhi, Director Fin, Director Tech and CMD to exchange best wishes for ensuing new year.We greeted all officers and had discussions with each of them. The following points were discussed with CMD.

 

1) payment of delayed salaries. We asked him to tell some defined time limit for payment of Salaries of three months.
CMD expressed his helplessness to convey such date as no funds are available with MTNL and for payment of salary MTNL is dependent on the loan of Rs 500/ cr to be sanctioned from Banks. He told that management is trying to get Rs.  500/- crores loan from one bank if the same is sanctioned and disbursed then they may pay two month salary by 10/01/2020.
2)  regarding pending dues with DOT:
CMD told that at present DOT is excepted to pay two types of dues out of the long pending dues  to some extent but the progress to approve amount for payment is very slow.
3) regarding sovereign guarantee:
CMD explained that MTNL is taking all the essential steps for issuing boands but DOT is very reluctant to provide sovereign guarantee for bonds.
4) Revival theory after VRS:
CMD explained that although MTNL have initiated many steps for outsourcing the work. But actual progress is not as per satisfaction.
5) Alotment of 4G spectrum to MTNL:
CMD explained that MTNL at it’s own is not going to hold cost of spectrum therefore it has to wait for BSNL to take initiative and from that spectrum MTNL will try to manage the services of 4g.
6) waving off the necessity of training to the VRS optees & those retiring on superannuation:
CMD expressed that  formal letter will be issued within one- two days.

 BSNL freezes hiring, looks to integrate MTNL network: Purwar.....BSNL, on the back of recent Cabinet-approved revival strategy is on the path to turn a corner, and with 78,569 employees opting for voluntary retirement, the state-owned telco would save as much as 50% or at least Rs 600 crore monthly on its wage bill from February next year.  VRS phase over, state-run telcos BSNL, MTNL gear up to raise funding: Now that the first step in reviving state-run telcos BSNL and MTNL has drawn to a close, with over half of their combined workforce opting for the Voluntary Retirement Scheme (VRS), sources say that the companies have turned their attention to another pressing problem: raising cash. 

According to sources, by the end of the VRS window on December 3, 92,700-odd employees had opted for early retirement. This is likely to save the two beleaguered telcos around nearly Rs 9,000 crore per annum in wage costs.

Data on the two companies’ financials show that employee wages drain over 75 per cent of the combined revenues of the two firms. BSNL’s employee costs in FY19, for instance, stood at a whopping Rs 14,492 crore, compared to a revenue of Rs 19,308 crore and a loss of Rs 14,903 crore during the same year.  

Now, the two telcos which are heading for a merger are turning their focus to raising funds, say sources. A News from The Indian Express….

About 92,700 BSNL, MTNL employees opt for VRS; firms to save Rs 8,800 cr annually……….Nearly 92,700 employees of BSNL and MTNLNSE 0.00 % have opted for voluntary retirement, which is expected to save about Rs 8,800 crore annually in salary bills for the debt-laden telecom companies.

Top officials of both state-run firms have said that the numbers have exceeded the target set for the voluntary retirement scheme (VRS), which closed on Tuesday.

In case of BSNL, over 78,300 employees opted for voluntary retirement which is over half of the company’s total manpower.  While as many as 14,378 employees of MTNL, accounting for 76 per cent of the total strength, opted for the VRS.

“Approximately 78,300 employees have opted for the VRS as per data received from all the circles till the closing of the scheme. Besides VRS applicants, around 6,000 employees have retired. This is as per our target. We were expecting reduction of 82,000 headcount,” BSNL Chairman and Managing Director P K Purwar told PTI. A News from Economic Times…

 Govt trying to revive BSNL, MTNL, make them profressional..Efforts are on to revive the public sector BSNL and MTNL and make them professional, the government informed Rajya Sabha on Thursday while noting that the VRS scheme for existing employees is receiving an encouraging response.

Communications minister Ravi Shankar Prasad said a total of 79,000 employees of BSNL and 14,000 out of 20,000 employees of MTNL have applied for the VRS scheme which the government has come out with to reduce the employee cost in these PSUs which is currently very high as compared to the industry.

“BSNL and MTNL are the strategic assets for the country and in case of earthquake, cyclone or defence 

purposes they come forward proactively to help citizens. Therefore, we have decided to revive them,” he told the Rajya Sabha.

 

“We want to revive them and make them professional,” he said.

 BSNL reviews business continuity as VRS scheme likely to cut workforce by half; in talks with DoT….Bharat Sanchar Nigam Limited’s (BSNL) voluntary retirement scheme (VRS) it rolled out recently is likely to cut its staff by almost half.

In the wake of this, the Department of Telecommunications (DoT) has directed the state-run telecom operator to ensure measures to maintain business continuity and smooth transition, especially to operate telephone exchanges in rural areas.

Currently, BSNL is mulling several options for the transition period.

A DoT source told PTI that the issue calls for an urgent focus, and the company is conducting meetings to seek a solution to make sure that there the everyday manning of exchanges and other operations do not get impacted, once the VRS plan concludes. A News from Business Times..

 Over 60,000 BSNL, MTNL employees have opted for VRS so far: Telecom Secretary.. More than 57,000 employees of BSNL have opted for VRS in the last few days and the figures when combined with that of state-owned MTNL exceed 60,000, Telecom Secretary Anshu Prakash said on Friday.

The numbers of VRS optees have been steadily rising since the plan was announced earlier this week. On Friday alone, the numbers for Bharat Sanchar Nigam Ltd (BSNL) climbed from 40,000 in the late afternoon to over 57,000 by evening.

“Overall, for BSNL and MTNL combined over 60,000 employees have opted for VRS so far. For BSNL alone, the number has crossed 57,000 employees,” Prakash told reporters here. A News from Economic Times..

Office bearers of TEAM with G.S. met with CMD MTNL to get clarification and to place our doubts before management. 
1) we asked CMD why the VRS has been launched in so hurry and that too without consulting Unions/ Associations.
CMD replied that the scheme has been brought only on the direction of DOT. Unions/ Associations have been been informed about procedure of Scheme.
2) we asked, what is the capping in terms of Months of Exgratia amount.
He told that there is no such capping.but as per the scheme ex-gratia amount can not exceed 125% of BP + IDA.
3) we raised the issue of remaining 4.4 per cent IDA neutralization.
He replied nothing can be done at this stage.
4) we asked him about implementation of 3rd PRC for the volunteers of VRS.
He replied that if in future 3rd PRC is proposed to be implemented for working employees then the same will be implemented for the retirees too.
5) we asked whether there is any proposal of reducing the retirement age to 58.
He replied that yes,DOT has got the approval from cabinet.It would be implemented if desired number of employees don’t opt for VRS.
6) we asked about LTC facility for VRS optees.
He told LTC is being not considered.
7) we asked about retention of Staff Quarters for VRS optees
He told that as per existing rules only staff quarter can be retained.
8) we requested him to expedite the DPC work for regular promotion and asked him to write the last designated post on letter of retirement
He told that he has already directed to expedite the DPC work of pending calander. Further he assured that he will consider our demand of writing last designated post on letter of retirement (PPO) and asked us to submit a representation by TEAM in this regard.
9) we asked about calculation of Exgratia amount for Pro-rata optees.
He explained that for the sake of pro-rata optee employee. The same formula will be applied as in the case of combined pension employees.
   
 06.11.2019  MTNL sets December 3 for employees to opt for VRS….State-run telecom firm MTNL on Monday rolled out a voluntary retirement scheme for its employees, days after the government approving a revival package for the struggling unit.
The scheme, based on Gujarat Model of VRS, will be open for employees till December 3, 2019.
In a notice sent out by MTNL to employees, the company mentioned “all regular and permanent employees of 50 years and above as on January 31, 2020” are eligible to opt for the scheme.
MTNL Chairman and Managing Director Sunil Kumar has earlier told PTI that around 15,000 out of 22,000 employees of the state run firm are estimated to be eligible for the scheme and the package offered by the government is attractive for all of them. A News from Economic Times…

 30.10.2019  Government aims to save Rs 7,500 crore from BSNL’s 80,000 employees exit…..The Centre is expecting to save nearly 50% or Rs 7,500 crore out of the Bharat Sanchar Nigam Limited (BSNL) wage bill, from the current Rs 14, 155 crore annual spend, following the Voluntary Retirement Scheme (VRS) to 80,000 workforce.

 

The state-controlled telecom service provider employs close to 1.59 lakh individuals including 1.05 lakh those who have already attained 50 years of age.

There is a hitch in the government’s plan to allot additional 4G spectrum or airwaves to BSNL and MTNL. There simply isn’t that much spectrum available to be allotted to these companies unless there is policy support for an unconventional decision.

Narendra Modi’s Cabinet approves merger, VRS, 4G spectrum to revive BSNL, MTNL..The Cabinet on Wednesday has approved the revival package for the two ailing telcos— Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL), which includes Rs 15,000 crore infusion via sovereign bonds, a voluntary retirement scheme (VRS) and allocation of fourth-generation (4G) airwaves, besides the merger of the two loss-making state-run operators.
The Rs 15,000 crore worth of sovereign bonds which will be serviced by the two telcos would be given, according to the minister.
“Neither BSNL and MTNL are being closed, nor being disinvested nor hived off by the third party, but the government wants to make them professional,” Prasad said.
The Narendra Modi-headed Cabinet has also agreed to a Rs 38,000 crore-asset monetisation scheme over a period of four years while 4G spectrum would be allocated administratively at 2016 prices, telecom minister Ravi Shankar Prasad said at a briefing Wednesday. A news from Economic Times.

 23.10.2019  DoT awaits FinMin views to table Cabinet note on BSNL, MTNL rescue plan...The Department of Telecommunications (DoT) has so far not received comments from the Ministry of Finance (MoF) on the Cabinet memo circulated to the nodal ministries, an official told ETT.
“Earlier, the Ministry of Finance was not in favour of revival but after the intervention from the Prime Minister Office (PMO), the ministry has now favoured the turnaround of two telcos,” K Sebastin, secretary-general of the Sanchar Nigam Executives’ Association (SNEA) told ETT.
Sebastin, however, added that the MoF is yet to send formal comments to DoT.
Upon receiving the views from the Nirmala Sitharaman-headed ministry, the department would prepare a final note to be tabled before the Narendra Modi Cabinet seeking revival package for the two stressed state-controlled telcos— Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL). The law and telecom minister acknowledged that there are problems in the telecom sector, which are being looked upon by the government.

Good News! BSNL-MTNL managements promise to pay salary before Diwali…….

There is a good news for BSNL and MTNL employees who have been facing delays in payment of salary. The management of these two stressed PSUs in the telecom sector has promised to pay the salary before Diwali. On Monday, Financial Express Online was first to report about the planned agitation by BSNL and MTNL employee unions against the non-payment of salaries. While MTNL employees have threatened a take out a candle march to the Prime Minister’s Office on Wednesday evening, ten odd unions of BSNL employees have given notice for observing one-day long hunger strike on Friday. Over 1.5 lakh BSNL employees and more than 20,000 MTNL employees have been facing severe hardships for several months due to delay and non-payment of salary.

While the salary of 1.58 lakh BSNL employees for the last month has not been paid so far, the situation in the case of 22,000 MTNL employees was even worse as their salary for August and September has not been paid.  03.10.2019  PMO seeks clarity from high-level panel on revival of BSNL, MTNL..The Prime Minister Office is learnt to have asked a high-level panel, looking into the revival of MTNL and BSNL, to explain if the two telecom PSUs can be turned around and how.
The direction has come after the finance ministry raised objections to a proposal moved by the telecom department (DoT) for reviving the two PSUs. A group of ministers headed by Home Minister Amit Shah had earlier approved the revival plan proposed by the DoT.“Prime Minister Office panel under Principal Secretary P K Mishra in its meeting last week asked if MTNL and BSNL can be revived and if they can be revived then how.  03.10.2019  BSNL vendor seeks ‘assurance’ from FinMin Nirmala Sitharaman..eleaguered firm Clixxo Broadband, an equipment supplier to state-run Bharat Sanchar Nigam Limited has sought assurance from the finance minister Nirmala Sitharaman, following the advisory to central public sector companies to clear overdue payments to vendors by October 15.
In a letter dated September 30, to Sitharaman, seen by ETT, Noida-based firm’s managing director Pankaj Singhal said that such directions should also be covered by some kind of insurance and should not merely be “public statements with no consequences.”
Singhal, in the letter, said that among ailing state-owned entities, BSNL was one of them to which the micro, small and medium enterprise partnered, and added, “We sincerely hope that your (FinMin) directions shall be heeded by them (BSNL) as well, however, the predicament lies in the fact that they have no money.” A news from ET Telecom..

GS along with Sh. Rajib Kumar AGS met with CMD on 30.09.2019  to discuss various issues. Discussion was focused on the following issues.

1) Burning issue related to the autocratic behavior of Director Technical and passing instructions for undue harassment   of the executives of WS wing.

As soon as we conveyed our anger and worries on the subject and solicited his intervention, CMD expressed his helplessness to intervene in the matter. He categorically told that Director Technical is not listening him on various issues. The way he is acting has been condemned by himself and expressed his displeasure . Furthermore he assured us to look into matter shortly.

2) Regular promotion to the executives  of various cadres: We explained in detail with regard to vacancies position and eligible executives in waiting of their regular promotion. We told that as a fact these all eligible executives are already officiating on the respective promotion posts and moreover they are getting the pay scales of the post of desired promotion. Simply by the way of official formality of conducting DPC these officials may get their due promotion.

CMD initially didn’t agree to our view point but after our discussion he told that let HR section place a proposal on the subject and then he will decide the thing taking in consideration rules position of MTNL.

 

3) late payment of salary every month.

We conveyed the hardship being faced by employees and executives in the festival season. We asked him with regards to various payments due on DOT.

He expressed in detail with regards to payment of Rs.430/- crores. He told that already a 7-8 members committee has been formed & one meeting have been done  in DOT on 30th sept.2019. As the position of MTNL, all relevant documents have been produced in support of our claim but DOT has to find out their part and then to finalize this claim .once this committee places it’s report then this proposal will be placed for approval of DOT and subsequently of Finance ministry. Hopefully this all processes will be completed by 20th oct.2019.

Likewise one more payment of Rs 380/- crores is to be settled with DOT.if this amount is received timely then the salary for the month of August 2019 will be disbursed before Dussera festival and settlement of Rs 431/-crores will lead to disbursement of salary for Sept 2019 accordingly.

4) Delay payment of GPF and CGEIS amount.

CMD explained that within this week so55 crores wme Rs. 50-ill be released for the purpose and RS.5-6 crores for CGEIS.

5) Revival of MTNL..We asked him about latest news on revival of MTNL.

CMD explained that it is understood from latest development that m/o finance Is favoring permanent closer of company rather than revive it.

 BSNL trade unions set to go on lunch-hour protest on October 1…..BSNL’s unions and associations have called for a “lunch-hour demonstration” on October 1 to protest against salary delay and non-payment of wages to contract workers.

The protest is also against the total ban on capital expenditure, along with other issues related to the revival of BSNL, union officials told BusinessLine.

The unions that are expected to take part in the protest include BSNL Employees’ Union, Sanchar Nigam Executives’ Association (SNEA), All-India BSNL Executives’ Association (AIBSNLEA), and All-India BSNL Officers’ Association, among others. A News from Business Line..

 Decision on revival package for cash-strapped BSNL pushed back..A meeting convened by PK Mishra, principal secretary to the Prime Minister, on the revival of Bharat Sanchar Nigam (BSNL) on Thursday ended without any conclusion, mainly on the question of whether the revival is possible or not.

It is learnt that the group of secretaries has been asked to study that matter in four-five days. Bharat Sanchar Nigam Ltd’s (BSNL) revival plans may be delayed further, with the Cabinet unlikely to consider the debt-laden company’s turnaround proposals this week.

Meanwhile, the PSU has disbursed the salary for August on Wednesday, after a delay of 18 days.

“The Department of Telecommunications (DoT) is yet to submit the final proposal before the Cabinet, incorporating the changes sought by the Prime Minister’s Office (PMO) and the Telecom Ministry. Now, it would have to be moved to another date, unless DoT submits the proposal in the next two days, which seems highly unlikely,” a source, privy to the development, told BusinessLine.  On 18.09.2019 GS along with Sh. Rajib Kumar AGS and Sh. Ranjan Kumar  met with Sh.Sandeep keskar looking after charge of GM HR at corporate office. The discussion was held on the following points:

1) Vertical promotion to financially upgraded executives – we took up this case with GM HR referring the CMD’s view on this issue discussed in the last meeting held with CMD & requested him to extend the vertical promotion to the financially upgraded executives as there is no financial implications involved in such promotion. Moreover these executives are already getting the scale of respective posts.he was positive on our proposal and told that the case must be thoroughly examined & put up on its merit for getting approval of competent authority.

2) Relieving of executives for desired deputations. We asked him to relieve the executives for the different departments as case may be. if they are willing to go on deputations. This will bring about some relief to wage expenditure of the company. 

He expressed his view that company may suffer a disorder in managing the post VRS offhand situation by relieving the young executives. However we didn’t agree to his views point .

Further he  told that he would take it positively in consultation with higher-ups when  such cases come to him.

3) DPC for regular promotion in each cadres. We raised the issue of pending DPC in each cadre including the case of AO regular DPC which is pending since long.

He assured that efforts are being made to expedite the whole process so that the DPCs may be conducted at earliest.

1) Issue of pending APAR’s: The Issue of pending APAR’S was taken up with Dir fin; he assured of clearing all the pending APAR at earliest.

2)the case file of MTNL claim of Rs 434 /- crores against MTNL bonds pending with DOT.

He informed that DOT has constituted a committee of 4 officers to examine the MTNL claim which will be approved as per per the committee report/ recommendation. The MTNl management is also constantly in touch with DOT to expedite the case..

 BHEL, BSNL propose pay cuts over unmet targets, cash crunch: Report

A group of state-run companies have proposed salary cuts over unmet targets and as austerity measures, Business Standard reports.

Bharat Sanchar Nigam (BSNL) has informed employees about its plan to impose a penalty for non-achievement of targets, the report said.

The Department of Telecommunications has asked the company to clarify the reason for the warnings sent to the staff. 

South Eastern Coalfields (SECL), Coal India’s largest subsidiary, too, had proposed a 25 percent cut in senior employees’ salaries following unmet financial and production targets, the report said. The move was rejected by the SECL board. A News from Money Control..

BSNL executives spend their own money to keep telco afloat: Official.The workforce of state-controlled Bharat Sanchar Nigam Limited (BSNL) has been spending its own money to make the telecom carrier’s operations seamless, and in the challenging situation, the telco should not continue to whip employees, a senior official told the top management.

In a letter dated September 7, 2019, to the BSNL Board, a Principal General Manager (PGM) of Tamil Nadu circle, expressing displeasure over the staff deployed for SIM sales said that the initiative was flawed and would affect operational parameters and further push the company into the red, and management creating panic among employees was unwarranted. DoT asks BSNL, MTNL to recall staff working in its offices without sanction: The Telecom Department has made it clear to MTNL and BSNL managements that it will no longer accept any claims raised by them for their staff working in DoT offices on an ‘informal’ or ‘loan’ basis, without proper sanction or approval. Saddled with past claims and HR-related bills from the two cash-strapped firms, DoT has now shot-off letters to the two ailing corporations asking them to withdraw such employees.

DoT has also written to its own field units and offices asking them to ensure that no such staff is retained unless strictly in compliance with the rules, that is, on deputation basis against sanctioned and vacant posts.

The move assumes significance as both Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) have approached Department of Telecom (DoT) seeking payments and reimbursements for cases where their staff worked in the Department on ‘loan’ basis. A News from ET Telecom..

 Centre Likely To Infuse Capital In BSNL, MTNL: Report…After PSU banks, the government is likely to infuse capital in two chronically ill telecom PSUs BSNL and MTNL, and the Union Cabinet is likely to take a decision on 4G spectrum allocation to them by the third week of the current month after DoT (Department of Telecommunications) places the note before it for consideration.

The cabinet could take up the 4G spectrum proposals for these telcos as the legal opinion from the Solicitor General has come giving a green signal to the administrative allocation. This key legal issue was needed to be cleared before the cabinet could take the proposal, said sources. BSNL and MTNL being PSUs don’t participate in spectrum auction. But they pay the highest bidder price for the spectrum they are seeking to obtain.

“The decision (from Cabinet) could come this month. Cabinet may take decisions on 4G spectrum of BSNL/MTNL will be taken by the 3rd week of September. Thereafter it may take about 3 to 6 months time to complete the formalities and both PSUs may get the spectrum worth,” sources said. In a highly competitive data oriented market, not having 4G services on wireless networks are further aggravating the weak market share of the two the PSUs .

MTNL raises Rs 800 crore claims from telecom dept: 

MTNL – where a massive cash crunch has stalled salary payments for two months now – has approached the government with about Rs 800 crore worth of claims, including rent-related dues and reimbursement for a bond issue dating back several years, according to multiple sources.

The Department of Telecom (DoT) is examining the claims that have been made by the state-owned corporation, sources said.

The matter assumes significance as the company is reeling under a massive cash shortage and has been unable to pay staff wages for July and August. MTNL, last week, admitted that salary payment for two months is pending and that sincere effort is being made to release at least a portion of the dues at the earliest.

DoT sources said that MTNL has approached the Telecom Department with outstanding dues, including over Rs 400 crore reimbursements pertaining to bonds that MTNL claims it had raised on behalf of the government many years ago.A News from Business Times….

On 07.09.2019 GS talked to Director Finance with regards to disbursement of salary of past months.
 Dir. Finance informed that MTNL is expecting the remittance  of rupee one hundred crore from ITI upto 9th sept 2019(Monday) and if it happens in this way then the payment of salary for July 2019 may be done on Thursday or Friday . So the disbursement of July month salary entirely depend on the above remittance from ITI. Any further delay in above remittance may lead to more delay in paymnt of salary. He further told that there are many more long pending liabilities of urgent nature  & some current statutory liabilities on the part of MTNL which need to be settled on most priority basis too.further it is pertinent to mention  that the payment of salaries on due date in future may come off if the dues  to the tune of  rupees more than seven thousand crore  pending with DOT since long are settled on priority. The settlement of above dues pending with DOT will not only help in timely paymnt of salary but also will contribute a lot to keep MTNl afloat for long.

 06.09.2019  Staff salaries due for 2 months, trying sincerely to release wages at earliest: MTNL CMD..Cash-strapped MTNL has not been able to pay staff wages for July and August and is making a sincere effort to release at least a portion of the dues at the earliest, a top company official said.
“Salary payment for two months…July and August are pending, we have cleared it (wages) till June,” said Sunil Kumar, who recently assumed additional charge as chairman and managing director of Mahanagar Telephone Nigam Ltd (MTNL).
He declined to give a timeframe for clearing the outstanding salaries, but said, “We are trying sincerely to release at least one month’s salary at the earliest”.
Asked how the ailing state-owned entity intends to meet its salary obligations, he said MTNL is looking to pay it from accumulated revenue.A News from Economic Times……..

BSNL, MTNL likely to get 4G spectrum worth Rs 20,000 crore:

It seems that decks have been cleared for the administrative allotment of 4G spectrum worth `20,000 crore to BSNL/MTNL as solicitor general (SG) Tushar Mehta is understood to have given a go-ahead to a department of telecommunications (DoT) proposal regarding the same.

Sources say the DoT had sought legal opinion from SG after the Telecom Regulatory Authority of India (Trai) refused to offer its views regarding the matter, terming it an administrative issue. The legal view was necessary in the backdrop of the 2012 Supreme Court order which mandated that spectrum has to be auctioned for commercial purposes. A news from Financial Express.

1) we raised the issue of late disbursement of the salary and asked him to communicate some date so that the same can be communicated to the employees but he could no commit any date of disbursement of salary.
CMD elaborately described the efforts of management being done at DOT.He told that  secy.(T) is also trying hard to resolve the salary issue. Further he made it clear that there is no hope of any fund to  be received by MTNL except from DOT to keep MTNL afloat smoothly untill implementation of revival plan.
 
2) We asked about approval of revival plan for MTNL.
CMD explained that revival plan is yet to be approved by Cabinet and hopefully it will come on agenda of cabinet on Thursday of next week.Once it gets approval of cabinet then only MTNL board will act to get it implemented.
3) We requested him to conduct  DPC for regular promotion in all executive cadres to fill up all the available vacancies. 
Initially He didn’t agree to our point but thereafter when we pursued on the same issue then  he asked us to meet GM (HR)to discuss the same . He told that if GM HR agrees to our demand then he will see it on merits when the proposal comes to him.

BSNL may again delay August salary to 163,000 employees.. Bharat Sanchar Nigam Limited (BSNL) will possibly again defer August salaries to as many as 163,000 employees by almost a week, a person familiar with the matter told ETTelecom.“Cash crunch has cropped up again and the amount required to pay BSNL’s staff remuneration is not yet transferred for disbursal. The transaction is expected in the next few days,” a source aware of the matter said, and added that the salary normally gets credited on the last working day of every month.
This is for the third time this year when the ailing state-run carrier would be delaying payouts to 1,63,902-strong headcount that included 46,597 executives.

In a move that has dashed the hopes for an immediate revival of State-owned telecom carriers, the Prime Minister’s Office (PMO) has rejected a proposal to merge the loss-making Mahanagar Telephone Nigam Ltd (MTNL) with the ailing Bharat Sanchar Nigam Ltd. However, it has assured to look into the matter later.

The PMO has also not approved a proposal to set up a Special Purpose Vehicle (SPV) for monetisation of land and transfer of BSNL’s 23,000-crore loan and an equivalent land parcel. The rejections came at a high-level PMO meeting held on Tuesday to consider the revival plans of the two PSUs.

“The PMO has rejected the merger proposal, which was earlier approved by the Telecom Ministry, even as it assured that the matter will be taken up later. BSNL, MTNL revival: PMO allows 4G airwaves, VRS; Cabinet nod imminent : The Prime Minister’s Office (PMO) has in-principle agreed to the allocation of fourth-generation or 4G airwaves to Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) in an effort to revive the two cash-strapped public-owned telcos.

At a high-level meeting at the PMO late Tuesday, it was also decided that the two telcos will frame a Voluntary Retirement Scheme (VRS) to reduce their employee strength, which will be followed by a reduction in the retirement age to 58 at ṭhe two telcos. 

The PMO-led meeting, however, decided to drop the proposal to merge the two telcos as well as the proposal to create a special purpose vehicle for land monetisation and transfer of BSNL’s loan. 

But it agreed to monetisation of land assets and telecom infrastructure, which would be monitored by a joint committee comprising officials of BSNL, DoT and the Department of Investment and Public Asset Management (DIPAM). A News from ET Telecom…..

1) we raised the issue of calling of CRS for E6-to E7 Financial up-gradation of eligible executives. ED directed GM(Admin) for calling of CR as soon as possible.

2) We raised the issue of availability of funds for day to day maintenance of services. ED assured us to look for possibilities of providing funds for day to day maintenance.

3) we raised the issue of payment of salary of July-2019. ED could not tell any probable date for disbursement of salary but told us that corporate office are doing serious efforts for the same.

08.08.2019Today AGS Sh. Rajib Kumar along with Shj. Ajay Kumar CFS TEAM Delhi met with Secretary DOT with regards to delay in salary in MTNL. Secy. DOT conveyed us that some fund has already been released but when we told that nothing has been transferred as on date then he asked some officer to expedite the case so that the approved amount may be reached to MTNL at earliest. BSNL, MTNL fail to pay July salary to 1.98 lakh employees

BSNL has 1.76 lakh employees across India while MTNL has around 22,000 employees.

Loss-making telecom PSUs Bharat Sanchar Nigam Ltd and MTNLhave failed to clear salaries of their 1.98 lakh employees for July, a union leader said Thursday. There is no assurance from the management on when the salaries would be paid which are usually credited on the last day of every month, All India Unions and Associations of Bharat Sanchar Nigam Limited (AUAB) Convenor P Abhimanyu told PTI.

BSNL-MTNL revival plan: DoT expects Cabinet nod by month-end..

The Department of Telecommunications (DoT) is expecting Cabinet’s approval for the plan to revive ailing State-owned telecom carriers — Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone Nigam Ltd (MTNL) — by end of this month.

Separately, the country’s telecom licensor has also provided 500 crore to BSNL, which will be used to foot the PSU’s July employee wages.

“Since the revised Cabinet memo was prepared incorporating the suggestions of the Group of Ministers (GoM), a separate approval from the GoM is not necessary. DoT is expecting to receive Cabinet approval by August 31,” a source close to the development told BusinessLine. ‘BSNL, MTNL merger may take two years’

The full-fledged merger between the two state-run telcos Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL) would not be possible any time before 2021, a BSNL executives’ group Tuesday said.

“Full merger between the BSNL and MTNL will take two years. Government has to come up with a clear strategy while there are certain advantages as well as challenges,” the Sanchar Nigam Executives’ Association (SNEA) General Secretary Sebastin K told ETTelecom.

Meanwhile, sources in the Department of Telecommunications (DoT) said that the government is considering amalgamation of the two financially-stressed telecom companies, which is a part of the overall revival package, and that the Cabinet nod would be needed to proceed further.

In 2002, then Communications Minister Pramod Mahajan came up with the idea to merge Mahanagar Telephone Nigam Ltd with Bharat Sanchar Nigam Ltd. The rationale was simple: MTNL, which operates in Delhi and Mumbai, would not survive unless it got access to a larger market. Since there was no reason to have two pan-India telecom operators, Mahajan thought it was best to merge MTNL with BSNL. Nearly two decades later, Mahajan has been proven right. MTNL to merge with BSNL? Telecom ministry approves revival plan, claims report..The Telecom Ministry has given its consent for the merger of the loss-making state-owned Mahanagar Telephone Nigam Ltd (MTNL) with Bharat Sanchar Nigam Ltd (BSNL). The move is a part of a revival plan approved by the ministry.

Following the merger, MTNL would be converted into a subsidiary of BSNL. The merger would be carried out after resolving issues such as human resources, the Hindu BusinessLine reported. As per a memo approved by Telecom Minister Ravi Shankar Prasad, a joint committee will be set up to monitor the whole process over the next 18 months.

Revival of BSNL & MTNL 
It is reliably learnt that DoT has finalized a revised Cabinet Memo for the Revival of BSNL and MTNL on the basis of the Group of Ministers recommendation  and the same was approved by the Hon’ble MOC. The Cabinet Memo has been sent to all the concerned Nodal Ministries for comments and will finally be sent to the Cabinet for consideration and approval. The Salient features of the Cabinet Memo are:-
1) VRS Package to BSNL/MTNL employees: VRS Package to BSNL/MTNL employees who are attaining the Age of 50 & above wherein they will get 25% more than the Gujarat Model towards Ex- gratia and Ex-gratia will be paid in cash as detailed below.
a) The Employees opting VRS will get cash payment of Ex- gratia amount in single go or maximum 5 instalments on optional basis for availing Income Tax benefit.
b) The formula for VRS Package is (Ex-gratia+Pension) or 125% of the salary, whichever is less.
c) The Employees having 40 months Service left will get full Salary benefits.  
d) Leave Encashment & Pension (without Commutation) will be paid at the time of VR but the Gratuity and Commutation Value of Pension Payment will be deferred till they attain the age of Superannuation (i.e., 60 Years) or after 5 years. During the intervening period from the date of VR to the date of attain the age of 60 Years, Employees will get interest @ 8% on their Gratuity amount.  
e) The Ex-gratia amount for VRS will be paid by BSNL/MTNL by issuing of Bonds on the basis of the Sovereign guarantee given by the Govt. of India. 50% of interest liability on bonds will be born by Govt.
 Through this process, Govt. will ensure reduction of about 70% staff.
2) The roll out of age from 60 years to 58 years: After implementation of VRS, the roll out of age from 60 years to 58 years in respect of BSNL/MTNL employees will be effective from 01.01.2020.
3) 4G Spectrum allocation to BSNL/MTNL: Rs.14,000 and Rs.7,000 crs +GST  will be borne by the Govt for 4G Spectrum allocation to BSNL/MTNL.
4) Merger of BSNL & MTNL: The debts of BSNL/MTNL will be transferred to the Special Purpose Vehicle (SPV) created for this purpose and after zero debt of both the Companies BSNL and MTNL will be merged. The Special Purpose Vehicle will take care of the Capital expenditure of the Company. The Debt/Loan of MTNL as on date Rs.20000 Crs and anticipated Debt/Loan to the tune of Rs.3000 Crs. will  be taken over by the  Special Purpose Vehicle with equivalent Land parcels.
5) Monetization of Assets of BSNL/MTNL: Monetization of Assets of BSNL/MTNL will be done by the respective PSUs in consultation with the Committee being formed with the approval of the Hon’ble MOC which will have DoT/BSNL/MTNL/DIPAM Officers and the funds will be utilized only for BSNL/MTNL.

We told him that employees are very much afraid of this situation and every one is facing hardship to meet out day to day expenditure. CMD agreed with our point of view and assured us that he is trying hard to get some immediate relief in terms of money from DOT for disbursement of salary and GPF. But he could not make sure of time by which salary may be disbursed . 

Then he elaborately told that  short term help cannot do major changes in current financial condition of MTNL. For actual revival of the company it is needed to make wholehearted efforts by each employee . He further added that for the time , till final approval of revival plan may come out by Govt. of India, he is requesting DOT to provide Rs.3000/- crores loan for Salary, GPF and day to day expenditures.

MTNL providing 728 Wi-Fi home connections to MPs: Telecom Ministry…… State-owned MTNL is providing 728 high-speed Wi-Ficonnections to Members of Parliament at monthly charges of Rs 2,200 as of May, the Lok Sabha was informed.

A very Successful Demonstration was done by TEAM Delhi Circle along with all constituents of  UFOM  during lunch hour  in-front of  Corporate Office CGO Complex ND. The Executives and non executives from all corners of the Delhi gathered at venue and raised various slogans against management and in support of our legitimate demands.  The protest action program which has been initiated by UFOM against delay disbursement of salary every month along with many other pending issues may have further series of this type of protest. The gathering did not care of tremendous heat and sweating and listened to their leaders patiently .

The gathering was addressed by Sh. S.P.S.Yadav CS of TEAM Delhi, Sh. Sanjeev Kumar JGS TEAM, Sh. K.R. Yadav GS TEAM along with other leaders of UFOM. At last Sh.  BSNL won’t survive without Narendra Modi’s intervention: Officers’ group chief…… Bharat Sanchar Nigam Limited (BSNL) officers’ group has warned that things may go out of hand, and the state-controlled telco would not survive for long unless the Prime Minister Office (PMO) takes a decision on telco’s revival and facilitates a soft loan for capital as well as operational expenses.

BSNL to take new route to cut loss..A 29-acre plot of land in Kerala figures among the 63 land parcels identified by the Bharat Sanchar Nigam Limited (BSNL) for monetisation to tide over its mounting losses.

In an official communication marked as ‘BSNL Revival case – Most urgent’ sent from the corporate office to the Chief General Managers of all circles, the identified land parcels, their areas and other details are listed out.

From Kerala, the plot under consideration is the BSNL Regional Telecom Training Centre (RTTC) located near Kaimanam in Thiruvananthapuram. Out of the land stretching over a total area of 29 acres, 9.88 acres is marked as sparable.

According to BSNL sources, the centre which once served as a major centre of training, now provides courses in optical fibre and other technologies to students and for in-house purposes. A news from Hindu..

 Amit Shah-headed GoM discusses VRS scheme for BSNL, MTNL employees..The Group of Ministers (GoM) headed by home minister Amit Shah has discussed a voluntary retirement scheme (VRS) for the staff of Bharat Sanchar Nigam Ltd (BSNL) and Mahanagar Telephone NigamNSE 2.03 % Ltd (MTNL), besides allocation of 4G airwaves to the two state-run telcos as part of their revival package. 

The GoM, which also included telecom, IT and law minister Ravi Shankar Prasad and finance minister Nirmala Sitharaman, however has not taken a final call, people familiar with the matter said.

With more than 60 per cent of the public sector companies’ revenues going to salaries, a VRS may be a part of the plans

A Group of Ministers (GoM) meeting on Tuesday will discuss issues pertaining to revival of BSNL and MTNL.

Sources told BusinessLine that the recently constituted GoM is headed by Home Minister Amit Shah and has Telecom Minister Ravi Shankar Prasad and Finance Minister Nirmala Sitharaman among others as the members. The GoM will meet within the Parliament premises and discuss the possibilities of reviving both public sector telecom entities.

The Telecom Minister Prasad on his first day of taking office had said that the government will work on the revival of both the companies. But, in the meantime, the BSNL and MTNL employees will have to pull up their socks to compete with private players. A News from Business Line.

MTNL CMD Pawan Kumar Purwar appointed as CMD BSNL….In an order issued by the Personnel Ministry, Government of India, Pravin Kumar Purwar was recently entrusted with the charges of Chairman and Managing Director of Bharat Sanchar Nigam Limited (BSNL).

TEAM has gathered an information from reliable sources for the various over due payments to be done by various departments viz: D.O.T, BSNL,ITI etc. to MTNL.

1a. The claim of Rs 2870.00 crs is pending with DOT as on 31/03/2019
(I) Bonds of Rs 1366.00 crs  including interest raised by MTNL on behalf of DOT.
(Il) O/S GPF claim Rs234.oo crs including interest pertaining to D group employees of Delhi unit .
(Ill) claim of interest for Rs 228.00 crs on DCRG,pension commutation etc.
(Iv) claim of Rs 817.00 crs against employees payments made by MTNL  on behalf of DOT relating to leave encashment , CGEGIS,pay & allowances recoveries etc.made from DCRG on a/c of over payments & licence fees for Govt. accommodation etc.
(V). Other pending claims of Rs 225.00 crs including interest relating to stores,EMD/SD,customs,insurance etc. 
2b. Claim of Rs 248.75 crs is pending with ITI LTD. Against investment on advice of DOT.
3b.  Claim of Rs 836.75 crs is pending with BSNL as per synergy MOU .the same was already admitted by BSNL in Adl.Secy. DOT meetings held on 02/05/2017 & 26/09/2017.
4a. Refund of Rs 4200.00 crs against BWA is still to be recieved from DOT.
 The above huge claims are still pending with DOT,ITI LTD.& BSNL.

12.07.2019on Date : 11.07.2019 ,we met Director HR wherein other Sr officers i.e. Dir Tech,ED Delhi,PGM(D), Dir.Fin etc.were also present . The issue of  non disbursement of  salary was discussed in length. it was told by Dir. HR that there is no possibility for arrangement of funds in near future even for the salary of June 2019 . He further told that mobilizing funds through borrowings from banks have become very difficult owing to adverse financial parameters of the company & MTNL is in the urgent need of RS 1032 cr to pay off the company liabilities up to June 2019 & MTNL  also requires Rs300 crores monthly basis to meet cash deficit to run operations. He further informed that MTNL management is again sending a draft note to DOT for settlement of various long pending claims of MTNL amounting to more than Rs10,000/-cr. At this juncture, MTNL  management is expecting DOT to arrange a sovereign guarantee of RS 2000/- cr to meet the immediate need.we expressed  concern & unrest of the employees of MTNL & categorically told that TEAM will initiate it’s trade union activities for timely disbursement of salary & for settlement of other legitimate issues in view of above,     11.07.2019

Govt plans relief for debt-laden BSNL, MTNL through revival package: 

Union government’s financial support to the public sector undertakings in the telecom space — Bharat Sanchar Nigam Ltd and Mahanagar Telephone Nigam Ltd — has risen in the current financial year as it prepares a revival package to de-stress these debt-laden entities.

While overall budgetary allocation for telecom PSUs has gone down by 15%, the one in BSNL and MTNL has gone up for the current fiscal (2019-20).

The total investment in the six telecom PSUs for the current year is Rs 14,025.90 crore as against an allocation of Rs 16,468.39 crore in the revised estimates, last financial year (2018-19). The same was Rs12,186.9 crore in 2017-18. A News from Business Standard..

 GS along with newly elected CHQ office bearers and circle office bearers of Delhi Circle met Sh. Arvind Sawant Hon’ble Union Minister of Heavy Industry and Public Sector Enterprises for congratulating him for resuming the prestigious office of Cabinet minister of Union Of India.. UF Delhi meets at Delhi on 4/7/2019.
Shri Mange Sharma, President, UF/ Delhi could not attend due to his preoccupation. Shri Suresh Kumar, Secretary/ UF, Delhi presides over the meeting.
The ongoing situation about MTNL has been discussed in details. It is difficult to derive any thing for certain about what would be the steps to be taken by the Govt. for revival of MTNL/ BSNL. It seems various options are being weighed by DOT/ Govt. Group of Secretaries are seized with this matter which is currently under deliberation. The probable decisions are aimed at drastic cut of employees’ strength as well as arming MTNL/ BSNL with 4G. To scuttle staff strength, VRS option may be invoked for employees of 50 years of age and above. The proposed VRS is likely to be different from what is known as “Gujarat Model”.Reducing retirement age to 58 years is also being considered as an option.
It is opined that funds required for all this will be arranged by selling monetising land property, towers and fibre footprint available with MTNL/BSNL.
The talk of implementation of 3rd. PRC and Pay Revision appears to be lost for now in the din of talk of revival. 
The uncertainty about payment of salary will continue. This is something that we must protest. It is felt necessity that UF should organise meeting in various areas of MTNL, Delhi to mobilise employees for this.
As regards Pension Revision, there are hectic efforts on the part of various pensioners’ organisations. CBMPA has recently met Ho’ble Minister for Communications and Hon’ble Minister of HI & PE. CBMPA has also met Hon’ble Minister of State (C). MPs have been approached to write letter in support of this and raise Parliament Questions. It is also learnt that DOT has forwarded its response to DOP & PW. All these appear to be on positive note. Let us wait and see.
UF, Delhi has welcomed the newly elected CHQ body of TEAM and expressed hope that the new Office-bearers of TEAM will add to the strength of UF, Delhi and UF, Mumbai further. Shri A. K. Kaushik will continue to act as the Assistant Convener of UF, Delhi. Shri A.K. Kaushik will look after all work of Convener, UF, Delhi during the period when the incumbent Convener will remain out of country.
It is suggested in favour of strengthening financial position of UF, Delhi.
The latter part of deliberations was presided over Shri A.K.Kapoor as Shri Suresh has to leave to attend a meeting with CMD, BSNL.

BSNL may junk VRS plan; all future recruitments to be on contract basis………The wage bill for around 70,000 Bharat Sanchar Nigam (BSNL) employees, who are over 55 years old, will be equally split between the Department of Telecommunications and the Centre, according to a proposal in the works. After this, all recruitments would be on contractual basis to keep the wage bill low.

This proposal, which rules out the need to roll out a voluntary retirement scheme (VRS) immediately, would be taken up for consideration on Thursday at a meeting headed by the Cabinet secretary.  A News from Business Standard.

BSNL loss pegged at Rs 14,202 cr in FY19; fall in revenue at Rs 19,308 cr : State-owned telecom firm BSNL’s loss is estimated to be around Rs 14,000 crore with a decline in revenue to Rs 19,308 crore during 2018-19, Parliament was informed on Wednesday.

The public sector firm’s provisional loss was Rs 4,859 crore in 2015-16, Rs 4,793 crore in 2016-17, Rs 7,993 crore in 2017-18 and is estimated to widen to Rs 14,202 crore in 2018-19, Telecom Minister Ravi Shankar Prasad said in a written reply to the Lok Sabha.

MTNL chairman Purwar to assume additional charge as BSNL CMD on Monday…..The government has appointed MTNL Chairman and Managing Director (CMD) P.K. Purwar as the CMD of Bharat Sanchar Nigam Ltd (BSNL) for a period of three months starting July 1, subject to the approval of the Appointments Committee of the Cabinet (ACC), for ensuring continuity at the struggling PSU.

“Consequent to the retirement upon superannuation of Anupam Shrivastava, CMD, BSNL, on 30.06.2019, in order to ensure continuity as an interim measure and subject to approval of the ACC, the additional charge of CMD, BSNL, is entrusted to P.K. GS along with Circle and CHQ office bearers on 28.06.2019, met with DOT Officers Additional Secretary DOT , Member Services, Director PSU . All officers were introduced with newly elected TEAM representatives. But no lengthy discussion took place because of last  working day  of June -2019. Both CMD BSNL and CMD MTNL made engaged all these officers for some important discussion . 

However following  information was gathered from DOT:

  1. There is no plan to reduce the retiring age of employees.
  2. The Govt. is not considering closing of any PSU whereas plan of revival is being prepared.
  3. 4G Spectrum allocation is being considered.
  4. VRS plan may be brought for reducing the number of Employees.
  5. CMD MTNL shall look after additional charge of CMD BSNL.

June salaries on time; DoT owes Rs 14,000 crore: BSNL Official…Salaries for June to 1.65 lakh workforce of Bharat Sanchar Nigam Limited (BSNL) will be disbursed on time as the state-run telco has suficient cash flows, a senior official told ETT, and added that the government owes nearly Rs 14,000 crore to the operator.

“We have satisfactory cash flow and are able to pay June salaries on time,” a BSNL official on condition of anonymity said, and added that the Department of Telecommunications (DoT) has an outstanding of about Rs 14,000 crores to clear.

 Lack of 4G, staff costs slow down BSNL, MTNL:  Absence of 4G services and high employee costs are hitting at the competitive strength of the public sector companies – Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telecom Nigam Limited (MTNL) – at a time when private carriers are offering data services at near to the ground tariffs, communications and IT minister Ravi Shankar Prasad said in Lok Sabha, while adding that proposals to revive the deeply-stressed companies was being prepared.

“For BSNL and MTNL, stiff competition in mobile segment, high employee cost and absence of 4G services (except in few places for BSNL) in the data-centric telecom market is eroding their competitive strength,” the minister said in Lok Sabha Wednesday.

“Indian Institute of Management, Ahmedabad and Deloitte were engaged to facilitate the preparation of the revival or restructuring plan of BSNL and MTNL, respectively. “No proposal of closure of Mahanagar Telephone Nigam Limited (MTNL) is under consideration,” Telecom Minister Ravi Shankar Prasad informed the Lok Sabha.

In a separate reply, he said there was no such proposal under consideration for BSNL as well.

“Indian Institute of Management, Ahmedabad and M/s Deloitte were engaged to facilitate the preparation of the revival/ restructuring plan of BSNL and MTNL respectively. Pursuant to their recommendations and approval of respective Boards, a comprehensive revival plan for BSNL and MTNL is under preparation,” Prasad added. A News from Live Mint.

Govt chalks out revival plan to rescue BSNL, MTNL..Days after the association comprising engineers and telecom officers at BSNL urged PM Modi to monetise its assets, the government on Tuesday convened a meeting to chalk out a revival plan for the state-owned firm, including MTNL.

The All India Graduate Engineers and Telecom Officers Association (AIGETOA) on June 18 wrote a letter to PM Modi and urged him to provide budgetary support to BSNL. It also asked PM Modi to allocate spectrum for 4G services so that they can compete in the market.
